HomeMy WebLinkAbout2010-12-14 - AGENDA REPORTS - STOP CONTROLS ERMINE ST (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 49 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: December 14, 2010 RESOLUTION AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS FOR THE INTERSECTION OF ERMINE STREET AND HARDESTY AVENUE Public Works RECOMMENDED ACTION City Council adopt a resolution authorizing the installation of multiway stop controls for the intersection of Ermine Street and Hardesty Avenue. BACKGROUND Staff received requests from area residents to evaluate the traffic circulation along Ermine .Street in the vicinity of Skyblue Mesa Elementary School. Residents indicated heavy traffic congestion in this area, particularly during the morning and afternoon school dismissal periods. Ermine Street is located within a residential neighborhood. Staff conducted an analysis, which included the evaluation of vehicular and pedestrian volumes, collision history, and sight visibility at intersections along Ermine Street near Skyblue Mesa Elementary. This analysis determined the intersection of Ermine Street and Hardesty Avenue met the volume warrants for the- installation of multiway stop controls. The intersection of Ermine Street and Hardesty Avenue is a three-legged intersection. The intersection currently has a stop sign on the terminating leg of Hardesty Avenue. The installation of multiway stop controls will improve traffic circulation and safety for both motorists and school-age pedestrians at this intersection. Staff informed the school of the proposed multiway stop controls for this subject intersection. The school is in support of the proposed improvement and they will be notifying the parents of their students in the school newsletter. Adequate funds are available in the Street Maintenance Striping Account 14504-5111.010. ATTACHMENTS Resolution 11 RESOLUTION 10- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROLS FOR THE INTERSECTION OF ERMINE STREET AND HARDESTY AVENUE WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to designate any intersection under their exclusive jurisdiction as a stop control intersection; and WHEREAS, traffic operations at the intersection of Ermine Street and Hardesty Avenue will benefit from the installation of a multiway stop control. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the intersection of Ermine Street and Hardesty Avenue be designated as a multiway stop control intersection. Traffic on both Ermine Street and Hardesty Avenue shall be required to stop before entering the intersection. SECTION 2. That the stop designations, as provided herein, shall apply when appropriate signs and pavement markings, giving adequate notice thereof, have been placed as described in Section 1. SECTION 3. That staff shall install all the necessary signs and pavement markings to affect this Resolution. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
