RECOMMENDED ACTION
City Council
1. Adopt a resolution making the finding that the Old Town Newhall Streetscape project is of
benefit to the Newhall Redevelopment Project Area as required by Section 33445 of the
California Redevelopment Law.
2. Accept completion of the Old Town Newhall Streetscape Project S2004.
3. Appropriate a total of $47,736 for the landscape maintenance of Old Town Newhall from the
Landscape Maintenance District Fund Balance (357) to the following accounts to provide
landscape maintenance services for the remainder of the current fiscal year:

6. Direct staff to release the 10 percent retention balance 35 days after the Notice of Completion
is recorded, provided no stop notices have been filed, as provided by law.
Redevelopment Agency
Adopt a resolution making the finding that the Old Town Newhall Streetscape project is of
benefit to the Newhall Redevelopment Project Area as required by Section 33445 of the
California Redevelopment Law.
BACKGROUND
On December 22, 2005, the Downtown Newhall Specific Plan (DNSP) was adopted by the City
Council. The specific plan outlines a Streetscape Program identifying elements that would
revitalize this business district. The Old Town Newhall Streetscape Phase I project constitutes a
portion of the Streetscape Program identified in the DNSP to provide a more pedestrian -friendly
and attractive Main Street; meeting the goals and objectives of the DNSP.
On February 24, 2009, the Redevelopment Agency of the City of Santa Clarita awarded a
contract to R.C. Becker and Son, Inc., to implement this phase of the Streetscape Program.
Construction commenced on March 16, 2009. The work included the installation of a stormdrain
system from Lyons Avenue to 5th Street, paving, curb and gutter, access ramps, signing and
striping, wood boardwalk, walkway pavers, planters, benches, planting and irrigation, drains,
streetlights, and other decorative features and fixtures along the walkway on Main Street from
6th Street to Sth Street.. The construction contract was completed to the satisfaction of the City
Engineer on September 3, 2009, within the approved budget and contract time.
The landscape maintenance of Main Street will be managed by the Landscape Maintenance
District. The maintenance includes water and electrical costs as well as weekly site visits,
fertilizing, trimming, weeding, trash removal, plant replacement, and/or other maintenance duties
as needed to maintain an attractive environment. The requested appropriation will cover these
maintenance costs.

Other action as determined by the City Council or Redevelopment Agency.

FISCAL IMPACT
Adequate funding has been budgeted in Accounts S2004233 and S2004390 to provide for project
costs. Funds are available in Fund 357 for the maintenance costs associated with the completed
improvements.

OF THE CITY OF SANTA CLARITA, CALIFORNIA, MAKING
THE FINDINGS REQUIRED BY SECTION 33445 OF THE CALIFORNIA
REDEVELOPMENT LAW AND DETERMINING THAT THE PROVISION OF
PUBLIC IMPROVEMENTS FROM THE OLD TOWN NEWHALL STREETSCAPE
PHASE I PROJECT IS OF BENEFIT TO THE NEWHALL
REDEVELOPMENT PROJECT AREA
WHEREAS, the Redevelopment Agency of the City of Santa Clarita (the Agency) is a
public body, corporate and politic, duly established and authorized to transact business and
exercise powers under and pursuant to the provisions of the Community Redevelopment Law of
the State of California, constituting Part 1 of Division 24 of the Health and Safety Code of the
State of California (the Law), including the power to expend funds for public improvements for
the benefit of the Newhall Redevelopment Project Area (Project Area); and
WHEREAS, the City of Santa Clarita (City) is the legislative body for the community in
which the Project Area is located and pursuant to Health and Safety Code Section 33445 is
required to consent to payments to be made by its Agency for capital improvements; and
WHEREAS, the Downtown Newhall Specific Plan (Plan) adopted on
December 22, 2005, provides for the funding of public improvements within the Project Area;
and
WHEREAS, the provision of public improvements is consistent with the Redevelopment
Project's Five -Year Implementation Plan in that the Old Town Newhall Streetscape Phase I
Project (Project) constitutes a portion of the Streetscape Program, a project listed in the Plan to
provide a more pedestrian -friendly and attractive Main Street, meeting the goals and objectives
of the Plan; and
WHEREAS, the Agency has funded the Project with $580,000 of Agency funds; and
WHEREAS, there are appropriate facts supporting the findings required by Health and
Safety Code Section 33445 for the City Council to consent to the Agency's expenditure of funds
for the public improvements provided by the Project.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. The provision of the public improvements involved in the Old Town
Newhall Streetscape Phase I Project is of benefit to the Project Area in that it will assist in
eliminating one or more blight conditions and is necessary to effectuate the Plan because:
a) An amenity rich public space and streetscape will support existing
redevelopment activities and establish conditions for long-term
implementation of the Plan; and
b) The commercial nature of Main Street will be enhanced and will generate new
pedestrian traffic into the area; and
c) The completion of the subject project will facilitate attraction of new
businesses and residential developments to the area.
SECTION 2. The City finds that no other reasonable means of financing the Project are
available to the community as the City is using its funds to undertake other capital improvements
throughout the City.
SECTION 3. The provision of the public improvements provided by the Project is
consistent with the Agency's 5 -Year Implementation Plan, adopted on June 26, 2007, and will
provide a more pedestrian -friendly and amenity rich Main Street to attract investment in the area,
new shoppers, and businesses.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.

The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as Old Town Newhall
Streetscape Project — Phase I.
2. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
The general location of said public improvements is Main Street between 5th Street and Lyons
Avenue.
4. On February 24, 2009, a contract to construct said public improvement was awarded to R.C. Becker
and Son, Inc.
Work under said contract was completed on September 3, 2009, to the satisfaction of the City
Engineer, and was accepted by the City on January 12, 2010.
