HomeMy WebLinkAbout2010-03-23 - AGENDA REPORTS - TRANS GRANT APPLICATION (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: S. - CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: March 23, 2010 RESOLUTION AUTHORIZING THE SUBMISSION OF A TRANSPORTATION PLANNING GRANT APPLICATION TO THE CALIFORNIA DEPARTMENT OF TRANSPORTATION City Manager's Office RECOMMENDED ACTION City Council adopt a resolution authorizing the City Manager or designee to execute all documents and submit the Transportation Planning Grant to the California Department of Transportation requesting $240,000 in grant funds by the deadline of April 1, 2010. BACKGROUND The City of Santa Clarita, in cooperation with the Orangeline Development Authority (OLDA) and its planning partners, requests authorization to submit a grant request to the California Department of Transportation (Caltrans); and will act as the fund recipient to conduct a Community -Based Transportation Planning (CBTP) Study. The CBTP grant is only available to Metropolitan Planning Organizations, Regional Transportation Planning Agencies, cities, counties, and transit agencies. The City of Santa Clarita will be the applicant, since the OLDA does not correspond to any of these categories. This application is for the Caltrans Fiscal Year 2010-11 Transportation Planning Grant Programs. This grant has a 10 percent matching fund requirement, however, the OLDA will provide the 10 percent match. In addition, the OLDA will handle the majority of the work associated with the grant, so there will be minimal cost to the City. CBTP funds will be used to coordinate transportation and land -use planning projects in the OLDA corridor that facilitate community involvement and partnership. This Community -Based Planning grant will be used to facilitate a community outreach and participation process that will seek to identify, analyze, present, and evaluate the overall impacts and opportunities presented by Adopted: the current proposals for use of Metrolink/Los Angeles County Metropolitan Transportation Authority rights-of-way and new proposed alignments for high speed transportation systems on the segment of the OLDA corridor north of Los Angeles Union Station. The objective of this study is to identify community goals and objectives and develop planning principals that assist the Orangeline corridor communities in addressing issues and possible impacts and to maximize local benefits and opportunities from existing and proposed transportation system development affecting those cities and communities in this segment of the OLDA corridor. ALTERNATIVE ACTIONS Other actions as determined by the City Council. FISCAL IMPACT There is no fiscal impact. The OLDA will provide the ten percent required matching funds. ATTACHMENTS Resolution RESOLUTION 10- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE SUBMISSION OF THE NECESSARY DOCUMENTS TO THE CALIFORNIA DEPARTMENT OF TRANSPORTATION TO OBTAIN FUNDING THROUGH THE TRANSPORTATION PLANNING GRANT PROGRAM WHEREAS, the City of Santa Clarita recognizes the need for high-speed transit in the Southern California region; and WHEREAS, the City of Santa Clarita is a member of the Orangeline Development Authority; and WHEREAS, one of the stated goals of the Orangeline Development Authority is to use the common powers of its member cities to facilitate the planning, financing, acquisition, construction, and operation of the Orangeline high-speed transit system; and WHEREAS, -the California Department of Transportation has made available funds for competitive grants relating to community-based transportation planning; and WHEREAS, the City of Santa Clarita is an eligible agency to apply for such a grant on behalf of the Orangeline Development Authority. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City of Santa Clarita authorizes the submission of the Community -Based Transportation Planning Grant to the California Department of Transportation. SECTION 2. The City Manager or designee is hereby authorized and empowered to execute in the name of the City of Santa Clarita all necessary documents, including but not limited to, applications, agreements, and amendments necessary to secure grant funds and to implement and carry out the purposes specified in the grant application. SECTION 3. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this day of 2010.
