In accordance with the Downtown Newhall Specific Plan adopted December 22, 2005, by the

On June 24, 2008, the City Council awarded a design contract to LPA, Inc. (LPA), for the
conceptual design of the proposed Old Town Newhall Library in accordance with the
Downtown Newhall Specific Plan. The scope of services for the first phase included the City
working with the Los Angeles County library consultant to verify the building program and
determine an overall conceptual plan for the library and the library site.
On April 28, 2009, the City Council authorized an increase in spending authority to the
contract with LPA to include design development, on-site and off-site public improvements,
and construction plans and specifications. The City Council also granted City staff a spending

authority to pay the Newhall County Water District for the design costs of a new 24 -inch
water line to downtown Newhall in order to provide adequate fire flow to the proposed
library site. Finally, the City Council approved staff management and oversight of the
services associated with the design phase.
The City has acquired ownership of all properties within the project site necessary to
accommodate the library building, parking, and utility requirements.
City staff is requesting the City Council set the public hearing for August 24, 2010, to adopt a
resolution ordering the vacation of this portion of Spruce Street, which is required by state codes
and local ordinances to be completed prior to issuance of a building permit for the new library.
