A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, ADOPTING THE NEGATIVE DECLARATION
PREPARED FOR THE PROJECT AND APPROVING AREA "B" GENERAL PLAN
AMENDMENT 08-001 (MASTER CASE 08-112) AMENDING THE GENERAL PLAN
LAND USE MAP ON 8.3 ACRES OF LAND LOCATED ON THE SOUTH SIDE
OF SOLEDAD CANYON ROAD AT MAMMOTH LANE
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. FINDINGS OF FACT. The City Council does hereby make the following
findings of fact:
a. On June 25, 2008, staff initiated Master Case 08-112 consisting of Prezone 08-001,
General Plan Amendment 08-001, Annexation 08-001, and Sphere of Influence
Amendment 08-001 for 1,515 acres known as the Northeast Annexation. The
Northeast Annexation is divided into four Areas (Area "A" consisting of Tick Canyon
and Spring Canyon, Area B" consisting of Soledad Commons, Area "C" consisting
primarily of Robinson Ranch 2 and City -owned open space, and Area "D" consisting
of the Doug Road Subdivision) contiguous to the corporate limits of the City of Santa
Clarita.
b. The project generally consists of Area "B" of the Northeast Annexation and is
generally located south of Soledad Canyon Road at Mammoth Lane and north of
State Route 14 as shown on the attached Exhibit "A".
c. The subject site associated with this proposal consists of 8.3 acres (Area "B") of the
Northeast Annexation. The remaining approximately 1,507 acres may be considered
in the future by separate action.
d. Commercial development within Area "B" was approved by the Los Angeles County
Department of Regional Planning on February 4, 2008 and consists of a 62,708
square foot neighborhood shopping center on 8.3 acres. It is currently zoned
Commercial 2 and Manufacturing 1 by the County of Los Angeles.
e. Surrounding land use within the unincorporated territory of Los Angeles County
consists primarily of State Route 14. Surrounding land uses in the City consist
primarily of developed single-family residences to the north, vacant commercial land
to the west, State Route 14 to the south, and Soledad Canyon Road to the east.

f. GPA 08-001, as it pertains to Area "B" of the Northeast Annexation, proposes to
amend the City's General Plan Land Use Map and change the land use designation of
the 8.3 -acre site from Commercial Neighborhood (CN) to Community Commercial
(CC).
g. On August 3, 2010, an environmental Initial Study was prepared for the proposed
GPA 08-001, PRZ 08-001, Annexation 08-001, and Sphere of Influence
Amendment 08-001 pursuant to the California Environmental Quality Act
(CEQA). The Initial Study concluded that no significant adverse environmental
impacts associated with the project were identified and a Negative Declaration was
prepared.
h. The Planning Commission of the City of Santa Clarita held a duly noticed public
hearing on this issue on February 17, 2009. This public hearing was held at 7:00 p.m.
at City Hall, 23920 Valencia Boulevard, Santa Clarita, CA 91355. At the hearing the
Planning Commission considered the staff presentation, staff report, the Negative
Declaration prepared for the project, and public testimony on the proposal.
i. At the public hearing noted above, the Planning Commission of the City of Santa
Clarita unanimously adopted Resolution P08-25 recommending that the City Council
adopt General Plan Amendment No. 08-001, an amendment to the General Plan Land
Use Map, and Prezone 08-001, for the purpose of prezoning approximately 1,515
acres and adopting the Negative Declaration prepared for the project.
j. The environmental document has been circulated for review and comment by affected
agencies and the public for a 30 -day public review period from August 3, 2010, to
August 24, 2010.
k. The City Council of the City of Santa Clarita held a duly noticed public hearing on
this issue on August 24, 2010. This public hearing was held at 6:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita, CA 91355. At the hearing the City Council
opened the public hearing and continued the item to the September 14, 2010 City
Council meeting due to the lateness of the meeting.
1. At the September 14, 2010 meeting, the City Council considered the staff report, took
public testimony, and continued the item to the September 28, 2010 City Council
meeting to allow time for staff to verify that proper notice was given.
in. Finding that proper notice had been given with regard to Area "B" of the Northeast
Annexation, at the September 28, 2010 meeting, the City Council continued the
public hearing for the project, received public testimony, considered both written and
oral staff reports and closed the public hearing.
n. All notification requirements pursuant to Sections 65090 and 65091 of the
Government Code of the State of California were duly followed.

o. No letters of opposition were received as a result of the public notification process.
SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS. With
respect to the Negative Declaration, the City Council finds as follows:
a. The Initial Study and Negative Declaration prepared by staff in connection with
GPA 08-001, PRZ 08-001, Annexation 08-001, SOI Amendment 08-001 pertaining
to Area "B" of the Northeast Annexation have been prepared in compliance with the
California Environmental Quality Act (CEQA) and the City's local CEQA
Guidelines.
b. Based on the Initial Study and the entire record of proceedings, there is no substantial
evidence that the project will have a significant effect on the environment;
c. The Initial Study and Negative Declaration has been reviewed and considered by the
City Council, and reflects the independent judgment of the City Council.
d. Based on these findings, the City Council adopts the Negative Declaration prepared
for the project.
e. The Director of Community Development is hereby designated as the custodian of the
documents and other materials which constitute the record of proceedings in this
matter. The documents and materials are on file in the Department of Community
Development, City Hall, 23920 Valencia Boulevard, Suite 300, Santa Clarita, CA,
91355.
SECTION 3. GENERAL PLAN AMENDMENT FINDINGS. Based upon the
foregoing facts and findings, the City Council hereby finds as follows:
a. The proposed General Plan Amendment 08-001, pertaining to Area "B" of the
Northeast Annexation, is consistent with the goals, policies and objectives of the
General Plan in that the proposed land use designation of Community Commercial
(CC) is consistent with the anticipated development of the project site.
b. Pursuant to Government Code Section 65358(a), General Plan Amendment 08-001
pertaining to Area "B" of the Northeast Annexation is deemed to be in the public
interest and is in compliance with Section 65358(b) in that the Land Use Element has
been amended no more than four times in the current calendar year; and
c. Based upon the testimony and other evidence, if any, received at the public hearing,
and upon studies and investigations made by the City Council and on its behalf, the
Council further finds and determines that this proposal is consistent with the City's
General Plan.
SECTION 4. The City Council hereby adopts the Negative Declaration prepared for the
project, and further approves Master Case 08-112 which includes General Plan Amendment

08-001 (herein included as Exhibit "A") to amend the General Plan Land Use Map for 8.3 acres
(Area "B") of the area known as the Northeast Annexation.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution and certify
this record to be a full, complete, and correct copy of the action taken.
