A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF SANTA CLARITA, CALIFORNIA, MAKING
THE FINDINGS REQUIRED BY SECTION 33445 OF THE CALIFORNIA
REDEVELOPMENT LAW AND DETERMINING THAT THE REALIGNMENT OF
THE WESTERLY CURB AT RAILROAD AVENUE IN THE AREA OF 1 I TI I STREET TO
ALLOW THE VACATION OF THE PORTION OF SAN FERNANDO ROAD BETWEEN
11TH STREET AND LYONS AVENUE AND THE CONSTRUCTION OF A PUBLIC
LIBRARY IS OF BENEFIT TO THE NEWHALL REDEVELOPMENT AREA
WHEREAS, the Redevelopment Agency of the City of Santa Clarita (Agency) is a public
body, corporate and politic, duly established and authorized to transact business and exercise
powers under and pursuant to the provisions of the Community Redevelopment Law of the State
of California (Law), including the power to expend funds for public improvements for the benefit
of the Newhall Redevelopment Project Area (Project Area); and
WHEREAS, the City of Santa Clarita is the legislative body for the community in which
the Project Area is located and pursuant to Health and Safety Code Section 33445 is required to
consent to payments to be made by its Agency for the realignment of the westerly curb at
Railroad Avenue in the area of l lth Street to allow the vacation of the portion of San Fernando
Road between 11th Street and Lyons Avenue and the construction of a public library; and
WHEREAS, the Downtown Newhall Specific Plan (Plan) effective December 22, 2005,
provides for the funding of public improvements within the Project Area; and
WHEREAS, the provision of public improvements is consistent with the Redevelopment
Project's Five -Year Implementation Plan in that the the realignment of the westerly curb at
Railroad Avenue in the area of I Ith Street (Project) constitutes a portion of the North Downtown
Street Reconfigurations, a project listed in the Plan to provide proper lane transitions and traffic
guidance, meeting the goals and objectives of the Plan; and
WHEREAS, there are appropriate facts supporting the findings required by Health and
Safety Code Section 33445 for the City Council to consent to the Agency's expenditure of funds
for the realignment of the westerly curb at Railroad Avenue in the area of 1 Ith Street to allow for
public improvements provided by the Project.
NOW, THEREFORE, the Redevelopment Agency of the City of Santa Clarita does
hereby resolve as follows:
SECTION 1. Recitals. The Agency Board hereby finds that the above recitals are true
and correct and incorporates them herein.
SECTION 2. Findings Required by Health and Safety Code Section 33445. The Agency
Board hereby determines that:
a. The provision of the public improvements involved in the Project is of benefit to the
Project Area in that it will assist in eliminating one or more blighting conditions and is necessary
to effectuate the Plan because realignment of Railroad Avenue at the westerly curb with 11 th
Street will allow the vacation of the portion of San Fernando Road between 11th Street and
Lyons Avenue and the construction of a public library and support existing redevelopment
activities and establish conditions for long-term implementation of the Plan.
b. The provision of the public improvements provided by the Project is consistent with
the Agency's 5 -Year Implementation Plan, adopted June 26, 2007, and will provide required
North Downtown Street Configurations, a project listed in the Plan to provide proper lane
transitions and traffic guidance, meeting the goals and objectives of the Plan.
SECTION 3. Agency Request for Use of Funds. The Agency requests the City Council's
consent for the Agency to use its funds to pay for the Project.
SECTION 4. Effective Date. This Resolution shall take effect from and after its date of
passage, approval, and adoption.
SECTION 5. Certification. The Agency Secretary shall certify to the adoption of this
Resolution.
