A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, DECLARING ITS INTENTION TO
VACATE A PORTION OF SPRUCE STREET BETWEEN LYONS AVENUE
AND 11 TH STREET IN THE CITY OF SANTA CLARITA
WHEREAS, a portion of Spruce Street between Lyons Avenue and 11th Street is no
longer needed; and
WHEREAS, the land within this portion of Spruce Street is required -for the construction
of the Old Town Newhall Library; and -
WHEREAS, sewer, gas, water, telephone, electric, and stormdrain?facilities will retain
and/or be granted new easements over the portion to be vacated; and
WHEREAS, the proposed street vacation is determined to be a project and was reviewed
pursuant to the provisions of the California Environmental Quality Act.
NOW, THEREFORE, pursuant to the provisions of the "Street Vacation Act of 1941,"
being Part 3 of Division 9 of the Streets and Highways Code of the State of California, the City
Council of the City of Santa Clarita does hereby resolve as follows:
SECTION 1. That it is the intention of the City Council of the City of Santa Clarita,
California, to order the vacation of a portion of Spruce Street between Lyons Avenue and
11 th Street as described in Exhibit "A" and shown on Exhibit "B," located within the City of
Santa Clarita, proposed to be vacated under Section 8320 of Chapter 3 of the Streets and
Highways Code.
SECTION 2. That at the hour of 6:00 p.m., or as soon thereafter as possible, on
August 24, 2010, at City Hall, 23920 Valencia Boulevard, within the City of Santa Clarita, is the
time and place when and where any and all persons interested' in or objecting to the proposed
vacation of this public street may appear before the City Council to be heard, offer testimony,
and submit evidence in relation thereto.
SECTION 3. That the City Clerk of the City of Santa Clarita, California, is hereby
directed to cause Notice of Street Vacation of Spruce Street between Lyons Avenue and
11th Street within the City of Santa Clarita, California, and Public Hearing thereon to be
published as required by the "Street Vacation Act of 1941," being Part 3 of Division 9 of the
Streets and Highways Code of the State of California; and the City Council of the City of Santa
Clarita, California, hereby elects to proceed under the provisions of this act.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.

LEGAL DESCRIPTION
VACATION OF EASEMENT FOR PUBLIC USE AND ROAD PURPOSES
SPRUCE STREET
Vacation of easement for public use and road purposes over that portion of Spruce Street lying
between Block 9 and Block 10 of the Town of Newhall, City .of Santa Clarita, County of Los Angeles,
State of California, as shown on the map fled in Book 53 Pages 21 and 22 of Miscellaneous Records,
in.the Office of the County Recorder of_said County, more.particularly described as follows:
BEGINNING at the most southerly corner of Lot 21 of said Block 9;
thence S. 32°25'45" E., along the southwesterly line of said Block 9, a distance of 160.25 feet, more or
less, to a point in a line parallel with and 40.00 feet northwesterly of, measured at right angles to, the
southeasterly lines of said Blocks 9 and 10;
thence S. 57°30'45" W., along said parallel line, 76.98 feet, more or less, to the beginning of a curve
concave to the west, having a radius of 17.00 feet, being tangent to said parallel line, and tangent to the
northeasterly line of said Block 10;
thence Northeasterly, Northerly, and Northwesterly along said curve, through a central angle of
89°56'30", more or less, and an arc length of 26.69 feet, more or less, to the northeasterly line of said
Block 10;
thence N. 32°25'45" W., along said northeasterly line, 143.41 feet, more or less, to the most northerly
corner of Lot 5 of said Block 10;
thence N. 57°38'38" E. 60.00 feet, more or less, to the Point of Beginning.
The above-described vacation of easement encompasses an area 'of 9,681 square feet, more or less, and
has no affect on the underlying fee ownership rights.
The State of California, Department of Transportation R/W Map No. P24068-1-7, 07 — LA — 126 —
10.61, dated 11/8/95, and revised 9/26/96, is the basis of bearings for this legal description.
