ARTS GRANTS RECOMMENDATIONS FOR FISCAL YEAR
2010-11

RECOMMENDED ACTION
1. City Council approve Arts Commission.recommendations for Arts Grants for Fiscal Year
2010-11, in an amount not to exceed $40,000.
2. Direct staff to execute agreements approved for funding.
3. Authorize City Manager, or designee, to sign all documents pursuant to City Attorney
approval.
BACKGROUND
At the June 17, 2010, Arts Commission meeting, the Arts Grants Ad Hoc Committee
recommended working with the Parks, Recreation, and Community Services Commission to
request City Council approval for structural and financial changes to the existing City of Santa
Clarita Presents and Community Services grant programs. Following discussions with the Parks,
Recreation, and Community Services Commission and the Community Services Grant
Committee, the following changes were implemented for the 2010-11 grant cycle:
Remaining funds from the City of Santa Clarita Presents Grant Program, which provides
financial support for arts groups who perform at College of the Canyons, were made
available for the Community Arts Grant Program. This year's funding provided an additional
$40,000.
2. The processes for both the existing City of Santa Clarita Presents Grant Program and the
newly established Community Arts Grant program occurred simultaneously. Therefore, one
application process reduced the burden for arts organizations who were interested in applying
for either type of funding.

The timeline for arts grants was concurrent to the Community Services Grant Program, with
an application deadline of October 22, 2010. This, ensured that arts organizations seeking
funding under the Community Services Grant Program would know, they needed to apply for
a grant through the newly formed Community Arts Grant Program, as the Community
Services grants were no longer available to arts groups under the new structure.
4. The Arts Commission would rate the Community Arts Grant Program applications and make
recommendations for funding, and these recommendations would go to the City Council for
approval.
The 2010-11 Arts Grants applications were released to the community on September 17, 2010.
Twelve applications were received, with four of the applications submitted under the City of
Santa Clarita Presents category and eight under the Community Arts category.
The applications were shared with the individual Arts Commissioners, along with rating sheets
that included a scoring system from 0 to 100. The rating sheets were submitted to staff who
tabulated totals and calculated average scores. This method was utilized as two Commissioners
had to recuse themselves from rating one of the organizations due to a conflict of interest.
The Arts Commission approved the recommendations for funding at their December 16, 2010,
Commission meeting. They recommended four organizations be fully funded through the City of
Santa Clarita Presents grant program, and three organizations be partially funded under the newly
created Community Arts grant program (see Attachment A for a list of proposed projects and
agencies).
ALTERNATIVE ACTIONS
1. City Council decline Arts Grants funding.
2. Other actions as determined by City Council.
FISCAL IMPACT
Funds in the amount of $40,000 have been budgeted and are available in the Parks, Recreation,
and Community Services Department account 15300-5171.001
