SUBJECT: RESOLUTION OF THE CITY COUNCIL AUTHORIZING THE
CITY OF SANTA CLARITA TO PARTICIPATE IN THE
INSTITUTE FOR LOCAL GOVERNMENT'S BEACON AWARD
PROGRAM

RECOMMENDED ACTION
City Council adopt a resolution supporting the City's participation in the Institute for Local
Government's Beacon Award recognition program.
BACKGROUND
The Beacon Award is a newly established program of the Institute for Local Government (ILG)
recognizing cities that reduce greenhouse gas emissions and energy use; adopt policies and
programs to address climate change; and promote sustainability. ILG.is the non-profit research
and education affiliate of the League of California Cities and the California State Association of
Counties.
Since incorporation in 1987, the City of Santa Clarita has established a reputation for proactively
preserving the environment and promoting sustainability. The Beacon Award will further
establish the City as ;i leader in this area and provide a model for other communities to follow.
Participating cities and counties will be recognized with Silver, Gold and Platinum Beacon
Award for achieving specified measurable reductions. Participating cities are judged in the
following areas:
• Energy Efficiency & Conservation;
• Water & Wastewater Systems;
• Green Building;
• Waste Reduction & Recycling;
• Climate -Friendly Purchasing;
• Renewable Energy & Low -Carbon Fuels;
• Efficient Transportation;
• Land Use & Community Design;
• Open Space & Offsetting Carbon Emission; and
• Promoting Community & Individual Action.
Because Santa Clarita has already made significant progress in the program areas defined by the
award, staff anticipates achieving a Silver level of recognition or higher. Current programs being
implemented by the City include:
• The Climate Action Plan;
• The solid waste recycling program;
• Community energy efficiency programs;
• Alternative transportation programs;
• The Open Space Acquisition Plan;
• Capital improvement programs;
• Water conservation programs; and
• Public outreach programs including the City's green website, www.greensantaclarita.com.
There is no deadline or timeline for meeting award criteria.
Participants will receive special recognition at League of California Cities and California State
Association of Counties events, be highlighted on the Beacon Award website, and receive
certificates and other materials to display in agency facilities. They may also receive other
appropriate and visible public tributes acknowledging their accomplishments.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, APPROVING PARTICIPATION IN THE
INSTITUTE FOR LOCAL GOVERNMENTS BEACON AWARD PROGRAM
WHEREAS, the City of Santa Clarita is undertaking policies, programs and activities
to reduce greenhouse gas emissions and save energy;
WHEREAS, these policies, programs and activities conserve natural resources, save
energy and money, and promote sustainable land use and transportation planning in the
community;
WHEREAS, cities and counties statewide are leading by example by adopting
innovative sustainability programs and policies, including working with community residents,
business groups and others;
WHEREAS, the Beacon Award: Local Leadership Toward Solving Climate Change is a
voluntary program of the Institute for Local Government, the non-profit research and education
affiliate of the California State Association of Counties and the League of California Cities;.
WHEREAS, the Beacon Award recognizes and celebrates achievements of cities and
counties that reduce greenhouse gas emissions and save energy;
WHEREAS, participating in the Beacon Award is an opportunity for the City to be
recognized for its continued efforts to promote sustainability, reduce greenhouse gas emissions
and save energy.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That the City of Santa Clarita agrees to participate in the Beacon
Award; and
SECTION 2. That the City of Santa Clarita will work towards achieving the Silver,
Gold and/or Platinum Beacon Award levels.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
