BOUQUET CANYON ROAD MEDIAN IMPROVEMENTS,
PROJECT B4007 - APPROVE PLANS AND SPECIFICATIONS
AND AWARD CONSTRUCTION CONTRACT

RECOMMENDED. ACTION
City Council:
1. Approve the plans and specifications for the Bouquet Canyon Road Median Improvements,
Project B4007.
2. Award the construction contract to R.C. Becker and Son, Inc., in the amount of $614,833,
and authorize a contingency in the amount of $122,967, for a total contract amount not to
exceed $737,800.
3. Authorize an increased expenditure in the amount of $63,000 to the existing professional
services contract with Pacific Coast Land Design for landscape architect design, surveying,
and engineering support services during construction.
4. Authorize an expenditure in the amount of $60,000 to Santa Clarita Water, a division of
Castaic Lake Water Agency, for meter services for the irrigation system.
5. Appropriate $1,015,800 from Landscape Maintenance District Fund Balance 357 to
Expenditure Account B4007357-5161.001.
6. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.

BACKGROUND
Located on Bouquet Canyon Road from Plum Canyon Road to Urbandale Avenue, this median
landscape project will replace striped pavement medians and raised asphalt medians with
irrigated, landscaped medians. This project, as with the City's recently completed landscaped
median projects, will employ the City's successful water management technology and best
management practice including plant selection.
This Bouquet Canyon Road segment was chosen for two reasons: to bring the look and benefits
of well-maintained medians located throughout the City to Saugus and enhance the Bouquet
Canyon Road gateway into the City.
This project exemplifies the City's commitment to maintaining the high quality oflife enjoyed by
Santa Clarita residents. This landscape design is certified and compliant with Assembly
Bill 1881, the state law regarding water efficiency. Investing in high-quality landscape projects
within the public right-of-way, such as this project, helps maintain higher property values and
keeps the City on water management's cutting edge. Since 2007, the City's award-winning
Landscape Maintenance District efforts have reduced annual water use by nearly 149 million
gallons.
An invitation to bid was published three times, June 20, June 23, and June 26, 2011, and was
noticed on the City's website. Plans and specifications were also sent to area plan rooms. Thirteen
bids were submitted to the City and opened by Purchasing on July 20, 2011. The results of the
bids are shown below:

The lowest responsive bid was submitted by R.C. Becker and Son, Inc., in the amount of
$614,833.20. Staff recommends that the project be awarded to R.C. Becker and Son, Inc. The
contractor possesses a valid state contractor's license and is in good standing with the Contractors
State License Board. The contractor's bid has been reviewed for accuracy and conformance to the
contract documents and was found to be complete.

The construction contingency amount requested will cover the cost of unforeseen site conditions,
such as the removal of existing pavement and base material and suitable soil replacement for
planting. Boring tests indicated wide variations in the thickness of existing materials, which
could result in increased costs.
The additional spending authority of $63,000 requested for Pacific Coast Land Design will
provide for landscape architect design, surveying, and engineering support services during
construction. The expenditure in the amount of $60,000 for Santa Clarita Water, a division of
Castaic Lake Water Agency, is requested to provide meter services for the irrigation system.
The remaining budget in the amount of $155,000 will be used for labor compliance services, staff
oversight, water connection fees to Castaic Lake Water Agency, electric connection to Southern
California Edison, quality assurance inspection, and miscellaneous project administration costs.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The recommended action of appropriating $1,015,800 from Landscape Maintenance District
Fund 357 to Expenditure Account B4007357-5161.001 will adequately provide for the
anticipated cost for the Bouquet Canyon Road Median Improvements project.
