SUBJECT: AWARD CONTRACT FOR TRASH MAINTENANCE AND
GENERAL CLEANING SERVICES OF BUS STOPS
DEPARTMENT: Administrative Services
RECOMMENDED ACTION
City Council:
1. Award a contract to Steven R. Rodgers for the trash maintenance and general cleaning
services of bus stops, Bid No. TR -10-11-31, in the amount of $71,462, and authorize a
contingency of 10% of the award, or $7,146, for a total of $78,608.
2. Authorize the City Manager or designee to execute all contract documents, or modify the
award in the event that issues of impossibility of performance arise, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita has approximately 438 bus stops located within the City limits, of
which 296 are equipped with shelters, benches, and/or trash receptacles. In order to ensure these
City amenities are properly maintained to our high standard, the City contracts with a private
sector firm to visit and clean each City -owned bus stop amenity on a regular basis.
The contract with the City's current provider, Brigadier Corporation, is up for renewal. Since the
City exercised the two successive one-year options included in the original agreement, an
Invitation to Bid was released on March 27, 2011.
The Purchasing Division, in partnership with the Transit Division, issued an Invitation to Bid for
Trash Maintenance and General Cleaning Services of Bus Stops. The notice was published two

times, on March 27, 2011 and April 1, 2011, and notifications were sent to ten known suppliers
on file, as well as the Chamber of Commerce and the Valley Industry Association (VIA).
Additionally, 31 firms downloaded the bid package from the City's website. As a result, six
suppliers submitted a bid opened by Purchasing on April 28, 2011. The results of the bids

Of the six bids received, one bidder did not include the required bid bond or security form and
check. As a result, the bid was determined to be non-responsive.
Santa Clarita Municipal Code § 3.12.205 Support of Santa Clarita Businesses states that the
lowest bid or quote submitted by a Santa Clarita business that is within ten percent (10%) of the
lowest bid or quote, whether or not that bidder is the second lowest bidder, may be deemed to be
the lowest bidder if the bidder agrees to reduce its bid to match the bid or quote of the lowest
bidder. Steven R. Rodgers has agreed to reduce their bid to match the lowest bid. Therefore, in
accordance with S.C.M.0 § 3.12.205, staff recommends Steven R. Rodgers be awarded the
contract to perform trash maintenance and general cleaning services of bus stops within the City
of Santa Clarita. This contract is for one year with two successive one-year options to be
instituted at the City's discretion.

FISCAL IMPACT
Funds for this expenditure is budgeted in 12400.5161.001. No General Fund dollars will be
used for this procurement.
