HomeMy WebLinkAbout2011-06-28 - AGENDA REPORTS - COUNCILMEMBER COMP (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 12 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by June 28, 2011 Jennifer Curtis SECOND READING AND ADOPTION OF AN ORDINANCE CONCERNING CITY COUNCILMEMBER COMPENSATION City Manager's Office RECOMMENDED ACTION City Council conduct.second reading and adopt an ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING SECTION 2.04.048 OF THE SANTA CLARITA MUNICIPAL CODE REGARDING CITY COUNCIL COMPENSATION." BACKGROUND At the regular meeting of the City Council on June 14, 2011, the City Council passed to a second reading an ordinance concerning City Councilmember compensation. Members of the Santa Clarita City Council are compensated monthly by the City, under specific provisions of state law, for the substantial amount of time and effort they contribute leading our local government. In addition to participating in regular meetings of the City Council, Members of the City Council represent the City on regional and statewide boards, commissions and organizations, participate in a wide variety of community events, and often meet with constituents on issues of concern. Government Code Section 36516(c) sets forth basic provisions which allow regular adjustments to the City Council compensation. Government Code Section 36516.5 requires that City Council compensation adjustments be adopted by the present City Council, to be effective for future City Councils, and provides for Councilmember compensation to be increased up to 5% for each calendar year from the operative date of the last adjustment to salary. itclopeu: DaL 1\10--i I+ In compliance with the Government Code, Councilmember compensation has historically been reviewed and adjusted every two years, and the last adjustment occurred on July 1, 2008. Council compensation was reviewed in November 2009, and at that time the Council decided to postpone consideration of an increase to a future date. Councilmember compensation was discussed at the May 24, 2011, regular City Council meeting and Council proposed a total pay increase of ten percent (not compounded) for the period July 1, 2008 through June 30, 2012, to be effective on July 1, 2012. This Resolution will provide the following monthly adjustment to Councilmember compensation, which is lower than what is allowed by the Government Code Section 36516(c): Current compensation $1,571.67 ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Proposed compensation $1,728.84 The proposed increase of $157.17 per month per Councilmember represents a total annual cost to the City of $9,430.20 for all five Councilmembers. ATTACHMENTS Ordinance - 0 ORDINANCE NO. 11 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING SECTION 2.04.048 OF THE SANTA CLARITA MUNICIPAL CODE CONCERNING CITY COUNCIL COMPENSATION THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. That Section 2.04.048 is amended to read as follows: "2.04.048 City Council Salaries The compensation for City Councilmembers shall be increased as provided for in Government Code Section 36516(c) to the amount of $1,728.84 per month, effective July 1, 2012. Such compensation shall be payable on a monthly basis and in the same manner as salaries are paid to other officers and employees of the City of Santa Clarita." SECTION 2. This ordinance shall take effect as set forth in Government Code section 36937, but the date set forth in section 2.04.048 reflects that the change in compensation will not apply to any Councilmembers during their current term of office. Instead it shall apply July 1, 2012, after one or more members of the council has become eligible for such change in compensation by virtue of commencing a new term of office, at which time it shall apply to all Councilmembers. SECTION 3. The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published as required by law. PASSED, APPROVED, AND ADOPTED this day of 2011.
