SUBJECT: REPAIRS TO THE CANYON COUNTRY LIBRARY BRANCH -
AUTHORIZE THE CITY MANAGER OR DESIGNEE TO
APPROVE BID SPECIFICATIONS AND AWARD CONTRACTS
FOR LIBRARY REPAIRS

RECOMMENDED ACTION
1. City Council authorize the City Manager or designee to approve the plans and specifications
and award a construction contract, including a 15 percent contingency, for repairs to the
Canyon Country library branch, to the lowest responsible and responsive bidder, in a
cumulative amount not to exceed $246,000 for floor preparation, bead blasting and sealant;
carpet removal, replacement, and installation; and storage of library materials; and execute all
documents with the lowest responsible and responsive bidder, subject to City Attorney
approval.
2. Authorize the City Manager or designee to award contracts for furniture moving and
installation and design services in an amount not to exceed $51,000.
3. Approve transfer of $297,000 from Contingency Account 19300-5401.001 to Canyon
Country Library Repairs Account F3017601-5161.001. Increase Transfers In Account
601-4711.100 and Transfers Out Account 10019500-5501.601 by $297,000.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita recently assumed operations of the Canyon Country Jo Anne Darcy
Library. Repairs are needed due to excessive moisture to treat and repair the floor, reinstall
carpeting, and remove and reinstall furniture. .
In an effort to proceed with repairs to the Canyon Country library facility, staff seeks to move
forward in an expeditious manner. By granting authorization to the City Manager or designee to
award the related repair contracts, the City will avoid delays.
During the period of City Council hiatus from July 13, 2011, to August 22, 2011, there will be a
need for the City to execute documents required for the repairs including: floor preparation, bead
blasting and sealant; carpet removal, replacement, and installation; storage of library materials;
furniture moving and reinstallation; and design services. Given the various state and City
purchasing rules and regulations, it is important the City have an authorized designee during
Council hiatus to fulfill potential actions required for the necessary repairs.
The Canyon Country library branch will open July 1 as part of the City's new library system. The
repairs will require closure of this branch to the public for a few weeks; however, during this
period, the staff work area will be available for library customers to pick up and return library
materials they have ordered, place orders for library materials, and get library cards.

FISCAL IMPACT
The requested budget transfer will provide the necessary funding for the repairs.
