TRAFFIC SIGNAL INSTALLATION AT GOLDEN VALLEY
ROAD AND NEWHALL RANCH ROAD, PROJECT C4008 -
PROJECT ACCEPTANCE

RECOMMENDED ACTION
1. City Council accept the work performed by Flatiron Electric Group, Inc., on the Traffic
Signal Installation at Golden Valley Road and Newhall Ranch Road, Project C4008.
2. Direct the City Clerk to file the attached Notice of Completion.
3. Direct staff to release the retention 35 days after the Notice of Completion is recorded,
provided no stop notices have been filed, as provided by law.
BACKGROUND
The Traffic Signal Installation at Golden Valley Road and Newhall Ranch Road, Project C4008,
installed a complete traffic signal system to allow for controlled access to Fire Station 104,
located immediately north of this intersection, which is scheduled to be built in the near future by
the County of Los Angeles. The signalization of this intersection is critical to the successful
operation of the fire station and future connection of Golden Valley Road to Plum Canyon Road.
This project was federally funded under the Omnibus Appropriations Act of 2009. Funds in the
amount of $285,000 were allocated for traffic signal installation on this portion of the Cross
Valley Connector, which is immediately adjacent to the Golden Valley Road Bridge over the
Santa Clara River. On February 22, 2011, the City Council awarded the construction contract to
Flatiron Electric Group, Inc.

This project installed traffic signal equipment, fiber optic cable, R -Vision closed-circuit
television cameras with internal pan, tilt, and zoom, a video detection system with three cameras,
a battery backup system, fiber -related equipment and enclosures, conduit, system detection and
miscellaneous cabling and wiring, a concrete curb ramp, as well as marginal street, sidewalk,
pavement, and curb and gutter improvements at the intersection of Golden Valley Road and
Newhall Ranch Road.
The work was inspected by Public Works Inspectors and found to be in compliance with the
plans and specifications: This project was completed within budget and to the satisfaction of the
City Engineer on September 29, 2011.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Federal funds, under the Omnibus Appropriations Act of 2009, were appropriated for Project
C4008 in Expenditure Account C4008229-5161.001. The project's budget adequately provided
for all project costs, including construction management, inspection, and administration. The
final contract cost for Flatiron Electric Group, Inc., is $184,370, which is within the original City
Council authorized contract spending authority of $221,244 approved at the City Council
meeting on February 22, 2011.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as the Traffic Signal
Installation at Golden Valley Road and Newhall Ranch Road, Project C4008.
2. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
3. The location of said public improvements is at the intersection of Golden Valley Road and Newhall
Ranch Road.
4. On February 22, 2011, a contract to construct said public improvement was awarded to Flatiron
Electric Group, Inc., 15701 Heron Avenue, La Mirada, California 90638.
5. Work under said contract was completed on September 29, 2011, to the satisfaction of the City
Engineer, and was accepted by the City on November 8, 2011.
