APPROVE THE PLANS AND SPECIFICATIONS AND AWARD
CONSTRUCTION CONTRACT

RECOMMENDED ACTION
1. City Council approve the plans and specifications for the Traffic Signal Installation at Golden
Valley Road and Newhall Ranch Road, Project C4008, and award the construction contract to
Flatiron Electric Group, Inc., in the amount of $184,370, and authorize a contingency in the
amount of $36,874, for a total contract amount not to exceed $221,244.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Traffic Signal Installation at Golden Valley Road and Newhall Ranch Road, Project C4008,
will install a complete traffic signal system to allow for controlled access to Fire Station 104,
located immediately north of this intersection, which is scheduled to be built later this year. The
signalization of this intersection is critical to the successful operation of the fire station and
future connection of Golden Valley Road to Plum Canyon Road.
This project will install traffic signal equipment, fiber optic cable, R -Vision closed-circuit
television cameras with internal pan, tilt, and zoom, a video detection system with two cameras,
a battery back-up system, fiber -related equipment and enclosures, conduit, system detection and
miscellaneous cabling and wiring, a concrete curb ramp, as well as any marginal street, sidewalk,
pavement, and curb and gutter improvements at the intersection of Golden Valley Road and
Newhall Ranch Road. f
This project is federally funded under the Omnibus Appropriations Act of 2009. Funds in the
amount of $285,000 have been allocated for traffic signal installation on this portion of the Cross
Valley Connector, which is immediately adjacent to the Golden Valley Road Bridge over the
Santa Clara River. On December 7, 2010, the City received authorization from the California
Department of Transportation to proceed with a call for bids and construction.
An invitation to bid was published three times (December 19, December 22, and
December 26, 2010), and was noticed on the City's Web site. Plans and specifications were also
sent to area plan rooms. Seven responsive bids were submitted to the City and opened by
Purchasing on January 19, 2011. The results are shown below:

Staff recommends the project be awarded to Flatiron Electric, Inc., the lowest responsive bidder.
This contractor possesses a valid state contractor's license and is in good standing with the
Contractors State License Board. The contractor's bid has been reviewed for accuracy and
conformance to the contract documents and was found to be complete.
Adequate funds have been appropriated for inspection services, labor compliance services, staff
oversight, construction engineering, and surveying.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are budgeted in Expenditure Account C4008229-5161.001 for this project. These
funds will adequately provide for anticipated construction costs.
