HomeMy WebLinkAbout2011-09-27 - AGENDA REPORTS - INTELLIGENT TRANS MGMT SYSTEM (2)Agenda Item: q_ CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval:�- Item to be presented by: Curtis Nay DATE: September 27, 2011 SUBJECT: INTELLIGENT TRANSPORTATION MANAGEMENT SYSTEM PHASE III AND SIGNAL SYNCHRONIZATION GAP CLOSURE, PROJECT I0006 - PROJECT ACCEPTANCE DEPARTMENT: Public Works RECOMMENDED ACTION City Council accept the work performed by Moore Electrical Contracting, Inc., and Roadway Data & Electrical, Inc., on behalf of Fidelity and Deposit of Maryland, on the Intelligent Transportation Management System Phase III and Signal Synchronization Gap Closure, Project I0006. 2. Direct the City Clerk to file the attached Notice of Completion. Direct staff to release the retention 35 days after the Notice of Completion is recorded, provided no stop notices have been filed, as provided by law. BACKGROUND In April 2008, the City executed a Letter of Agreement with Los Angeles County Metropolitan Transportation Authority (Metro) after successfully obtaining Proposition C 25 Percent Funds for the design and construction of the Intelligent Transportation Management System Phase III and Signal Synchronization Gap Closure (Phase III) project. On February 23, 2010, the City Council awarded a construction contract to Moore Electrical Contracting, Inc, for the project. The Phase III project built upon the success of the previously completed Intelligent Transportation System Phase II project and the Thoroughfare Signal Interconnect projects. The current phase installed the necessary infrastructure to expand the traveler information data collection, integration, and dissemination systems in the City. Exhibit A shows the existing fiber optic cable and the new fiber optic cable that was installed as part of this project. This project enhanced the existing communication system by installing Closed Circuit Television (CCTV) cameras and system detection equipment at various intersections. This project also installed fiber optic interconnect on arterial roads at various locations throughout the City that did not have existing interconnect to enhance the City's traffic monitoring efforts. Additionally, the project included a redundant fiber optic interconnect system that functions like a ring system so intersections and all other design elements such as CCTV cameras will be accessible at all times. Finally, this project provided backup communications between City Hall and the Activities Center, Newhall Community Center, and Central Park. Communication links were also added to the Canyon Country Library, the Valencia Library, and for the future Old Town Newhall Library. The existing computer network between these facilities has been enhanced and network speed increased. For users, upgrading the connections to fiber optics will enhance overall network speed and reliability, resulting in increased performance of programs and email/file access from these facilities to City Hall. Also, monthly recurring costs for a slower T1 data connection have been eliminated. The existing and recently installed communication equipment was integrated in order to function properly. As the project progressed toward completion, Moore Electrical Contracting, Inc., (Moore Electrical) closed its business resulting in Fidelity and Deposit of Maryland (Fidelity) taking over the rights and responsibilities of Moore Electrical with respect to the original contract. On June 24, 2011, a Takeover Agreement was executed between the City of Santa Clarita and Fidelity. Fidelity then hired Perini Management Services, Inc., (Perini) to complete the construction items remaining on the contract. Perini subcontracted with Roadway Data & Electrical, Inc., to perform the actual work. The work was inspected by Public Works Inspectors and found to be in compliance with the plans and specifications. This project was completed within budget and to the satisfaction of the City Engineer on August 19, 2011. TERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Miscellaneous Grant Funds, Proposition C 25 Percent Funds, and Streetlight Maintenance District Funds were appropriated for Project I0006 in Expenditure Accounts 10006259-5161.001, 10006260-5161.001, and 10006354-5161.001. The project's budget adequately provided for all project costs, including construction management, inspection, and administration. The final contract cost for Moore Electrical and Perini is $2,308,368, which is within the original City Council authorized contract spending authority of $2,353,507 approved at the City Council meeting on February 23, 2010. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196. The general location of said public improvements is citywide, including but not limited to the following roads: Soledad Canyon Road, McBean Parkway, Bouquet Canyon Road, Seco Canyon Road, Plum Canyon Road, Whites Canyon Road, and Via Princessa. 4. On February 23, 2010, a contract to construct said public improvement was awarded to Moore Electrical Contracting, Inc. Effective June 20, 2011, a Takeover Agreement between the City and Fidelity and Deposit Company of Maryland was executed granting the rights and responsibilities of the original contract to Fidelity and Deposit Company of Maryland. 6. Work under said contract was completed on August 19, 2011, to the satisfaction of the City Engineer, and was accepted by the City on September 27, 2011.
