SUBJECT: FISCAL YEAR 2011 EDWARD BYRNE MEMORIAL JUSTICE
ASSISTANCE GRANT (JAG) PROGRAM
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. City Council accept Fiscal Year 2011 Edward Byrne Memorial .Justice Assistance Grant
(JAG) funds from the U.S. Department of Justice, Bureau of Justice Assistance.
2. Increase estimated revenues in account 206-4461.012 by $36,780.00.
3. Increase estimated expenditures in account 16113-5111.001 (Special Supplies) by $8,538, in
account 16113-5161.001 (Contractual Services) by $23,142, and in account
16113-5191.001 (Travel and Training) by $5,100.
4. Authorize City Manager, or designee, to execute any contract documents.. change orders, or
amendments arising out of this program, subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita has been awarded a grant for $36,780 by the U.S. Department of
..Justice, Bureau of Justice Assistance, through the Fiscal Year 201 l Edward Byrne Memorial
.Justice Assistance Grant (JAG) program. This program allows state and local governments to
support a broad range of activities to prevent and control crime, based on local needs and
conditions. It provides agencies with the flexibility to prioritize and place justice funds where
they are needed most.
The funding distribution is based on population and Part I violent crime statistics. Grant funds
will be used for overtime that will enable the Sheriff Station's Crime Prevention Unit to conduct

operations that include, but are not limited to: comprehensive drug enforcement and education;
gang and graffiti enforcement; T3 and bike patrols; curfew/truancy sweeps; alcohol and tobacco
stings; probation/parole enforcement; and other surveillance, undercover, and sting operations as
needed. In addition, funds are set aside for the purchase of six GPS tracking devices, a drug
education program, and for travel and training for Sheriff Department staff.
JAG funding will allow operations that will enhance existing law enforcement and community
policing efforts to help reduce crime, protect Santa Clarita youth from drugs and gangs, and
safeguard public safety in Santa Clarita.
ALTERNATIVE ACTIONS
1. Decline the Fiscal Year 2011 Edward Byrne Memorial Justice Assistance Grant finding.
2. Other direction as determined by City Council
FISCAL IMPACT
The total cost of this program is $36,780, to be offset completely by grant funds.
