HomeMy WebLinkAbout2011-10-11 - AGENDA REPORTS - LAND WATER GRANT (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: 5 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: October 11, 2011 RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF PARKS AND RECREATION FOR LAND AND WATER CONSERVATION FUNDS Parks, Recreation, and Community Services RECOMMENDED ACTION City Council adopt a resolution authorizing submittal of a grant application to the State of California Department of Parks and Recreation for Land and Water Conservation Funds to acquire 1,141 acres of open space in Agua Dulce Canyon, owned by Calmat Company. BACKGROUND The State of California Department of Parks and Recreation is accepting applications for funding from the Land and Water Conservation Fund to preserve the State's extraordinary biological diversity, protecting its most valued natural and cultural resources. and creating opportunities for high-quality outdoor recreation. A total of $1,047,489 is available to applicants in Southern California for acquisition or development projects, with a maximum grant amount of $250,000. Projects will be evaluated based on the proposed recreation facilities to be developed on the property. Priority is given to projects that will create future public trails for hiking, picnicking, and wildlife viewing in the natural open space. Staff is interested in seeking out this grant opportunity to leverage funds from the Open Space Preservation District to purchase 1,141 acres of vacant land that is adjacent to over 1,100 acres of already protected, City -owned open space. This property is significant for the connection of the two sections of the Angeles National Forest east of the City of Santa Clarita in an area identified in the Angeles Linkage Conceptual Area Protection Plan. Upon approval of the resolution, a copy will accompany the grant application to be sent to the California Department of Parks and Recreation. ATTACHMENTS Resolution Map of Calmat Properties and the Eastern Greenbelt N RESOLUTION 1I - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING THE APPLICATION FOR LAND AND WATER CONSERVATION FUND FOR THE ACQUISITION OF CALMAT CO. PROPERTY PROJECT WHEREAS, the Congress under Public Law 88-578 has authorized the establishment of a federal Land and Water Conservation Fund Grant -In -Aid program, providing Matching funds to the State of California and its political subdivisions for acquiring lands and developing Facilities for public outdoor recreation purposes; and WHEREAS,the California Department of Parks and Recreation is responsible for administration of the program in the State, setting up necessary rules and procedures governing Applications by local agencies under the program; and WHEREAS, said adopted procedures established by the State Department of Parks and Recreation require the APPLICANT to certify by resolution the approval of Applications and the availability of eligible Matching funds prior to submission of said Applications to the State, and WHEREAS, the proposed Acquisition of Calmat Co. Property Project is consistent with the most recent California Outdoor Recreation Plan (Corp); and WHEREAS, the Project must be compatible with the land use plans of those jurisdictions immediately surrounding Project; NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. Approves the filing of an Application for land and Water Conservation Fund assistance; and SECTION 2. Agrees to abide by SECTION 6(F)(3) of Public Law 88-578 which states "No Property acquired or developed with assistance under this section shall, without the approval of the National Secretary of the Interior, be converted to other than public outdoor recreation uses. The Secretary shall approve such conversion only if he finds it to be in accord with the then existing comprehensive statewide outdoor recreation plan and only upon such conditions as he deems necessary to assure the substitution of other recreation properties of at least equal fair market value and of reasonably equivalent usefulness and location." SECTION 3. Certifies that said agency has matching funds from eligible source(s) and can finance 100 percent of the Project, which up to half may be reimbursed; and SECTION 4. Certifies that the Project is compatible with the land use plans of those jurisdictions immediately surrounding the Project; and SECTION 5. Appoints the Ci1y Manager as agent of the APPLICANT to conduct all negotiations and execute and submit all documents, including, but not limited to, Applications, contracts, amendments, payment requests, and compliance with all applicable current state and federal laws which may be necessary for the completion of the aforementioned Project. SECTION 6. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this day of 2011.
