REPLACEMENT PROGRAM FOR TRAFFIC SIGNALS, PROJECT M0076 - PROJECT ACCEPTANCE Public Works RECOMMENDED ACTION 1. City Council accept the completion of the Light Emitting Diode (L.E.D.) Replacement Program for Traffic Signals Phase V, Project M0076. 2. Direct the City Clerk to file the Notice of Completion. 3. Direct staff to release the remaining retention 35 days after the Notice of Completion is recorded, provided no stop notices have been filed, as provided by law. 4. Approve a budget transfer of $80,000 from Account M0076354-5161.001 to Signal Maintenance Account 14402-5161.001 for maintenance of the existing L.E.D. modules.. BACKGROUND This last phase of the 5 -year L.E.D. Replacement Program will replace incandescent traffic signal lamps with energy-efficient L.E.D. modules and install pedestrian countdown modules at 29 intersections. At the completion of this phase, the L.E.D. Replacement Program modernized a total of 176 signalized intersections. The existing incandescent traffic signal lamps within the City utilize 150 watts per lamp, while the energy-efficient L.E.D. modules use only 10 watts per lamp. This 93 percent reduction in energy consumption will save the City approximately $30,000 annually in utility costs. PPROVED' On February 8, 2011, the City Council awarded the construction contract to Republic Intelligent Transportation Services in the amount of $121,999, plus a 15 percent contingency in the amount of $18,300, for a total contract amount of $140,299. This project was completed within budget to the satisfaction of the City Engineer on April 4, 2011. The $80,000 in project savings is requested for the maintenance, replacement, and cleaning of the existing LED modules. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The total project cost including construction, inspection, and administration is approximately $143,018. Adequate SC Lighting District Funds in the amount of $230,000 were budgeted in Expenditure Account M0076354-5161.001. The budget transfer of $80,000 to Account 14402-5161.001 is requested for the maintenance, replacement, and cleaning of existing L.E.D. modules. Replacement Program for Traffic Signals Phase V, Project M0076. 2. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196. 3. The general location of said public improvements is citywide. 4. On February 8, 2011, a contract to construct said public improvement was awarded to Republic Intelligent Transportation Services, 371 Bel Marin Keys Boulevard, Suite 200, Novato, California 94949. Work under said contract was completed on April 4, 2011, to the satisfaction of the City Engineer, and was accepted by the City on May 24, 2011.
