RECOMMENDED ACTION
1. City Council accept the National Inclusion Project's Let's ALL Play Grant in the amount of
$10,000.
2. Increase revenues in account 259-4621.001 by $10,000 in Fiscal Year 2010-11.
, 3. Increase expenditures in accounts 15114-5002.001 by $9,405, 15114-5011.004 by $147,
15114-5011.005 by $228 and 15114-5011.006 by $220.
4. Authorize the City Manager, or designee, to execute any contract documents, change orders,
or amendments arising out of this program, subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita applied for and was awarded a grant for $10,000 from the National
Inclusion Project to implement Let's ALL Play - Inclusion in Recreational Programs. The
National Inclusion Project is an organization that serves to bridge the gap between young people
with disabilities and the world around them through partnerships with communities and
programs to create awareness about the possibilities that inclusion can bring.
The United States Department of Justice regulates the Americans with Disabilities Act (ADA)
and provides technical assistance on compliance with standards. Inclusion in recreation
programs falls under this unfunded federal mandate. Cities are obligated to comply with the
laws set forth by the ADA, and need to provide means for special needs patrons to participate in
mainstream recreation programs. Although this is- an unfunded mandate, it is unlawful for an
agency to turn an applicant away for budgetary reasons. Special needs patrons who meet

program and registration requirements, have the ability and willingness to participate in group
activities, who are able to understand and follow program rules (codes of conduct) and conduct
themselves safely and appropriately within a group setting, and can successfully transition from
one activity to another are eligible for accommodations. These accommodations are typically
aides to help special needs participants in recreational programs.
This grant will help allow children with special needs to enjoy a successful Camp Clarita
summer camp experience in an inclusive setting. The grant funds will be used to pay for
part-time inclusion aides. With the grant, the City will be able to fund two part-time staff at
approximately 32 hours per.week for nine weeks to assist during summer Camp Clarita. Staff
will also benefit from receiving a full day of Let's ALL Play training by the National Inclusion
Project, designed to further enhance the City's Recreation program and offer staff valuable
information.
ALTERNATIVE ACTIONS
1. Decline National Inclusion Project's Grant.
2. Other direction as determined by the City Council.
FISCAL IMPACT
The expenditures carried out through the National Inclusion Project's grant will be completely
paid for by the grant funds. There is no matching requirement of this grant.

The National Inclusion Project is pleased to inform you that our Board of Directors has reviewed your proposal
for partnership and has agreed to provide our Let's ALL Play program model, training, and funding in the amount
of $10000 to City of Santa Clarita.
Please see the Terms and Conditions attachment for the details of the agreement which explain your
responsibilities and expectations in our partnership. It is the intent of this partnership to work together for
mutual benefit. Please complete the "First Steps" by March 31. Upon completion, the monies will be released
as outlined in the agreement. w
We look forward to seeing you and/or other representatives from your organization at our first annual National
Inclusion Project Conference in Raleigh, NC on April 20-21. You will not need to register for the conference or
hotel other than returning to us the two names of the attendees. You will be responsible for arranging travel.
