RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the Lyons Avenue / Interstate 5 Interchange
Beautification, Project B2010, and award the construction contract to Mariposa Landscape,
Inc., in the amount of $606,426 and authorize a contingency in the amount of $121,284, for a
total contract amount not to exceed $727,710.
2. Authorize a reduction of $4,453 in Landscape Maintenance District funds from Account
B2010357-5161.001.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
This project will install an irrigation system and landscaping in the California Department of
Transportation (Caltrans) right-of-way within the City boundary for the on- and off -ramps at the
Interstate 5 and Lyons Avenue intersection. The project will include landscape and irrigation,
decorative fencing, and hardscape improvements.
This project exemplifies the City's commitment to maintaining the high quality of life enjoyed by
Santa Clarita residents. This landscape design is certified and compliant with Assembly
Bill 1881, the state law regarding water efficiency. Investing in high-quality landscape projects
within the public right-of-way helps maintain higher property values and keeps the City on water
management's cutting edge. Since 2007, the City's award-winning Landscape Maintenance
District efforts have reduced annual water use by nearly 149 million gallons.
An invitation to bid was prepared and published three times, August 28, August 31, and
September 2, 2011, and was noticed on the City's website. Plans and specifications were also sent
to area plan rooms. Seven bids were submitted to the City and opened by Purchasing, on
September 28, 2011. The results of the bids are shown below:

Staff recommends the project be awarded to Mariposa Landscape, Inc., the lowest responsive
bidder, with total contract amount not to exceed $727,710. Mariposa Landscape, Inc., possesses a
valid state contractor's license and is in good standing with the Contractors State License Board.
References indicated this contractor has performed satisfactory work, and the bid was reviewed
for accuracy and conformance to the contract documents.
The construction contingency amount requested will cover the cost of unforeseen site conditions
such as removal of existing unsuitable soil and costs associated with soil abatement within the
Caltrans right-of-way and the project limits. Completed soils investigations indicate variable
amounts of unsuitable planting material. Additional soils testing during construction will be
required, which could result in increased costs. The requested budget adjustment brings the
budget in line with anticipated expenses.
Adequate Landscape Maintenance District Funds and General Fund have been appropriated for
electrical connection to Southern California Edison, water meter installation, quality assurance
inspection, landscape architect design, survey, and engineering construction support, labor
compliance services, project administration, and miscellaneous project costs.

FISCAL IMPACT
The current budget, including the requested adjustment, provides adequate funds for all project
costs.
