City Council award the environmental consulting services and design contract to Dokken Engineering for the McBean Parkway Bridge Widening Over the Santa Clara River, Project S1037, in the amount of $954,465, plus a contingency in the amount of $143,170, for a total contract amount not to exceed $1,097,635. 2. Authorize the transfer of $425,000 from Expenditure Account S1003303-5161.001 to Expenditure Account S1037303-5161.001. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The McBean Parkway Bridge over the Santa Clara River was constructed in 1985 with three lanes in the northbound direction and three lanes in the southbound direction. A fourth northbound lane was added in 2009 by re -delineating a portion of the striped center median to provide interim traffic relief until the bridge widening is completed. The existing bridge measures 590 feet long by 102 feet wide. Immediately north and south of the bridge, McBean Parkway has already been widened to its ultimate eight -lane section. Lanes are delineated with the existing paved area to accommodate safe and efficient traffic flow through the transitions. McBean Parkway is a major arterial roadway with increasingly severe traffic congestion, particularly during the evening commute hours. A PROVED The McBean Parkway Bridge Widening project mitigates several independent but related deficiencies in the McBean Parkway corridor, from Avenue Scott to Creekside Road and within the City trail system. The existing bridge does not have barriers separating high speed vehicular traffic from pedestrians on the sidewalks. The Santa Clara River Trail exists both east and west of McBean Parkway. However, currently there is no direct connection under the bridge, forcing trail users to make a circuitous connection through the nearest roadway intersections. Also, no direct trail connection currently exists between the Santa Clara River Trail and the South River Trail. The current Level of Service is "D." Level of Service (LOS) is a measure of the quality of traffic flow through an intersection or along a roadway segment. LOS "A" represents free flow conditions with minimal delay to motorists. LOS "F" represents severe traffic congestion with gridlock conditions. This project will improve the deficiencies by widening the existing 102 -foot -wide bridge by 31 feet, allowing for the addition of a fourth southbound travel lane, which will raise the LOS to "C." A direct connection between segments of the Santa Clara Trail will be constructed beneath the McBean Parkway bridge and a new 16 -foot -wide Class I Trail will be installed on the bridge, which will be protected by a barrier. The Class I Trail on the bridge will provide a new direct trail connection from the Santa Clara River Trail to the South River Trail. An additional beautification improvement is the construction of a landscaped median from Avenue Scott to Creekside Road. Staff prepared a Request for Proposal (RFP) for this project. The purpose of this RFP was to obtain the services of a qualified civil engineering firm to prepare complete plans, specifications, and estimates for construction. The RFP was sent to the firms on the City's Design Consultants List. On December 8, 2010, the following four firms submitted proposals: Rankin Company Location Design Cost 1 Dokken Engineering Folsom, CA $1,097,635 2 Tetra Tech Irvine, CA $1,125,508 3 CH2M Hill Santa Ana, CA $1,216,886 4 Biggs Cardosa Associates, Inc. Orange, CA $1,008,338 California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architectural and engineering services based on cost. Dokken Engineering's proposal demonstrated the necessary professional qualifications and full understanding of the project with recent experience on similar projects in the City and the ability to meet an aggressive design timeline. The firm's experience includes the Bouquet Bridge Widening Over the Santa Clara River, Golden Valley Road Bridge Over the Santa Clara River, and Wiley Canyon Road Bridge Over the Santa Clara River South Fork. Furthermore, a majority a of the work performed on this project will be completed in-house by Dokken Engineering and not involve other subcontractors. Dokken Engineering is a civil engineering firm with an in-house environmental division that will prepare the environmental document. Both teams working at the same firm will help coordination efforts on the two key components of this project. The City was able to reach an agreement with Dokken Engineering at a fair and reasonable price. The proposal amounts include a contingency and tasks necessary to complete the bridge widening design. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The requested appropriations, combined with current available budget, will provide for all anticipated costs.
