Authorize the appropriation of $1,200,000 from available Proposition A Fund Balance (261) to Account T1012261-5201.004. 2. Authorize the City Manager or designee to acquire the property with a purchase price of $1,174,000, and an additional $26,000 for escrow, title, and all other required costs related thereto, and execute all required documentation to complete the acquisition of 6.4 +/- acres of vacant land in Santa Clarita (Assessor Parcel Nos. 2861-066-003, 2861-062-024, and 2861-062-160), subject to review by the City Attorney. BACKGROUND In June 2010, the City of Santa Clarita (City) entered into negotiations to purchase 6.4 +/- acres of vacant land on Valencia Boulevard near McBean Parkway. The subject property represents a unique opportunity to acquire property from a willing seller adjacent to the City's existing McBean Regional Transit Station. The subject property is ideally situated for the expansion of commuter services. The City Council identified this location for a park-and-ride facility with the November 2006 adoption of the Transit Development Plan and subsequent January 2007 approval of a Metro grant application. i The site consists of approximately 6.4 +/- acres and is mostly vacant. This proposed acquisition will facilitate implementation of the goals of the City Council to improve commuter services throughout the Santa Clarita Valley. The proposed park-and-ride facility will be constructed on approximately 4.9 acres of the proposed lot on Valencia Boulevard, west of McBean Parkway, adjacent to the existing McBean Regional Transit Station. The remaining proposed lot will be assigned as landscaped trail. The purchase price negotiated for the property is $1,174,000 and an additional $26,000 is needed for title research, appraisal, escrow, and issuance of a policy for title insurance. In addition, this acquisition has been found in compliance with Government Code Section 65402 regarding general plan consistency. The requested appropriation of Proposition A funds represents the required match to the funding agreement with Metro. The remaining Proposition A budget of $212,000 will be allocated for the completion of the design plans, specifications, and estimate. The proposed development of the subject property includes a maximum of 285 parking spaces including handicap -accessible spaces, five bus canopy bays, low -impact site lighting, fencing, public art exhibits approved by the City's Arts Commission, landscaping, and transit operation service features. At the Planning Commission meeting on October 18, 2011, the Commission approved the Conditional Use Permit, moving the project closer to the design stage. ALTERNATIVE ACTIONS 1. City Council may direct staff to cease the acquisition effort. 2. Other actions as determined by the City Council. FISCAL IMPACT The requested appropriation of $1,200,000 to T1012261-5201.004 will adequately provide for acquisition costs.
