HomeMy WebLinkAbout2011-01-25 - AGENDA REPORTS - NAMING OF CVC GV BRIDGE (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT Agenda Item: 3 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by January 25, 2011 Tina Haddad NAMING OF CROSS VALLEY CONNECTOR'S GOLDEN VALLEY BRIDGE City Manager's Office RECOMMENDED ACTION City Council approve honoring Santa Clarita residents who have lost their lives while serving the United States in Iraq and Afghanistan by naming the Cross Valley Connector's Golden Valley bridge "Fallen Warrior Memorial Bridge." BACKGROUND At the September 14, 2010, Council Meeting, the City Council expressed interest in naming the Golden Valley bridge located on the Cross Valley Connector in honor of Santa Clarita residents who have died while serving the United States in Iraq and Afghanistan. Council directed staff to agendize this matter at a future Council meeting. This item was first agendized at the October 26, 2010, Council Meeting. During the public comment period, several members of the public spoke, and all were supportive of the concept. Subsequent to public comment, the Council requested that the Gold Star Families organization suggest a name for the bridge. On December 7, 2010, members of the Gold Star Families gathered to discuss potential names for the bridge. After thorough discussion, the Gold Star Families determined "Fallen Warrior Memorial Bridge" to be the most appropriate name. The group concluded that the term "Warrior" was nearly universally recognized as a respectful tribute to those men and women who serve in the military. The group agreed that adding the modifier "Fallen" was important for the official name of the bridge. This term is general enough to include all manner of death, yet specific enough to exclude all warriors who survived. Following the suggestion of the Gold Star Families, staff is proposing the Golden Valley bridge be officially named "Fallen Warrior Memorial Bridge." AppROdED WA �uvkevI&Ma�f s At the October 26, 2010 meeting, Council approved including a memorial monument be located at the bridge site which will contain the names of those who have died in the line of duty while serving the United States in Iraq and Afghanistan that were residents of the City of Santa Clarita at the time 'of their death. The proposed site for the location of the memorial monument is the side panel at the intersection of Valley Center Drive and Golden Valley Road, just prior to the bridge entrance. This site is included in the River Village Landscape Maintenance District and $50,000 has been appropriated from that district to pay for the monument and landscaping surrounding the monument. A picture of the proposed site is attached to this report as is an example of a similar style of memorial monument as the one proposed to commemorate "Fallen Warrior Memorial Bridge." At that meeting, Council also approved conducting annual ceremonies on an as needed basis to honor each resident who has died in the line of duty while serving the United States during the previous year. At that time, the name of the fallen resident(s) will be added to the memorial monument. This action was based on precedent established by both the Los Angeles County Sheriffs Department and the Los Angeles County Fire Department which each hold annual memorial ceremonies to honor those deputies and fire fighters whom have lost their lives. ALTERNATIVE ACTIONS Do not approve the naming Golden Valley bridge "Fallen Warrior Memorial Bridge." 2. Other action as determined by Council. FISCAL IMPACT The cost of the monument, monument installation, and lanscaping around the monument site is expected to be $50,000 and funds in that amount have been appropriated from Fund 357 to LMD Zone 15 operations account number 12533-5161.013. In subsequent years, there will be a $175 cost for each name added to the plaque. This cost of adding future names is subject to change due to inflation.
