City Council award the design contract for engineering services to Rick Engineering Company for the Newhall Metrolink Parking Expansion, Project T2005, in the amount of $118,000, plus a contingency in the amount of $17,700, for a total contract amount not to exceed $135,700. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Newhall Metrolink Parking Expansion, Project T2005, will add 93 additional parking spaces to the existing joint parking lot for the Newhall Metrolink Station and the Newhall Community Center (NCC) to provide additional parking for Metrolink riders. Opened to the public on January 20, 2006, the NCC project scope included the construction of the community center and expansion of an existing asphalt -paved Metrolink parking lot. The expanded parking lot was used by both Metrolink riders and visitors to the NCC. The area to be used for this parking lot expansion project is approximately 38,000 square feet and currently consists of an existing grass -paved parking area and vacant unimproved land. The grass -paved parking area is currently utilized by the Newhall Community Center as a passive recreation area for the local community. In order to offset the loss of this passive recreation area to parking, a new passive recreation area will be designed under this contract and constructed directly east of the Newhall Community Center as part of this project (see Location Map, Area A). The existing parking capacity for the Newhall Metrolink Station does not meet the existing demand. Currently, there are 226 parking spaces at the NCC/Metrolink joint parking lot and 31 parking spaces at the parking lot west of the station platform. These parking lots are routinely filled to capacity during weekdays with the vehicles of passengers commuting to downtown Los Angeles and other employment centers. Furthermore, street parking in the vicinity of the project is limited due to the competing demands for parking generated by the numerous commercial establishments in downtown Newhall. The feasibility study for the NCC project identified the shared parking demand to be 300 spaces. The proposed parking expansion project will increase the number of available shared parking to 319 spaces, exceeding this demand. Staff prepared a Request for Proposal (RFP) for this project. The purpose of this RFP was to obtain the services of a qualified civil engineering firm to prepare complete plans, specifications, and estimates for construction. The RFP was sent to the firms on the City's Design Consultants List. On December 3, 2010, six firms submitted proposals. The companies are listed in order of ranking. San Luis Obispo, CA $135,700 Santa Clarita, CA $205,725 Irvine, CA $215,879 Bakersfield, CA $130,048 Santa Clarita, CA $129,194 Santa Clarita, CA $214,849 California Government Code 4526 prescribes selection of architectural and engineering services is to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architectural and engineering services based on cost. The City was able to reach an agreement with Rick Engineering Company, the highest ranked firm, at a fair and reasonable price. Rick Engineering Company's proposal demonstrated the necessary professional qualifications and full understanding of the project with recent experience on similar projects, experience with working on American Recovery and Reinvestment Act projects, and the ability to meet an aggressive design timeline. Rick Engineering Company has two subconsultants that are both located in Santa Clarita. The proposal amount includes a contingency and the necessary tasks to complete the parking expansion design. ALTERNATIVE ACTIONS Other action as determined by the City Council. 11 FISCAL IMPACT Adequate funds are currently appropriated in Expenditure Accounts T2005305-5161.001 and T2005700-5161.001.
