City Council:
1) Conduct the public hearing;
2) Adopt a resolution approving General Plan Amendment 08-001(b) for Norland
Road/Robinson Ranch 2 Annexation Area;
3) Introduce and pass to second reading an ordinance entitled: AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING PREZONE
NO. 08-001(b) (MASTER CASE 08-112) FOR THE NORLAND ROAD/ROBINSON RANCH
2 ANNEXATION AREA, AS SHOWN IN EXHIBIT "A"; and
4) Adopt a resolution authorizing the City Manager, or designee, to submit an application to the
Local Agency Formation Commission (LAFCO) to annex 187 acres of land to the City of Santa
Clarita for the Norland Road/Robinson Ranch 2 Annexation Area.
BACKGROUND
On February 17, 2009, the Planning Commission heard Master Case 08-112 for the project

known as the Northeast Annexation. The total annexation/project area is comprised of six
project areas that staff has grouped into four separate annexation areas ("A", "B", "C", and "D"
on the attached Exhibit A) totaling approximately 1,515 acres of land. At the Planning
Commission hearing, the Planning Commission unanimously voted to recommend that the City
Council approve the Prezone and General Plan Amendment for the purpose of annexation into
the City of Santa Clarita.
While the Northeast Annexation consists of four distinct annexation areas, staff is proposing to
move forward with the Norland Road/Robinson Ranch 2 Annexation Area (Area"C") totaling
approximately 187 acres at this time. The annexation of Soledad Commons (Area "B") was
approved by the City Council on October 12, 2010, leaving the remaining portions of the
Northeast Annexation (Areas "A" and "D") to be considered by the Council at a later time.
The Norland Road/Robinson Ranch 2 Annexation area was originally noticed for the August 24,
2010, City Council meeting. At the August 24th meeting, the City Council opened the public
hearing on the project, however, due to time constraints of the meeting, continued the item to the
September 14, 2010, City Council meeting. At the September 14, 2010 meeting, the City
Council considered the staff report, public comment, and continued the item to the September 28,
2010 City Council meeting, directing staff to research the noticing for the public hearing for the
project and discuss annexation with surrounding property owners. Following the September 14th
City Council Meeting, the Planning Division met with a property owner within the proposed
Norland Road/Robinson Ranch 2 Annexation Area to discuss the benefits of annexation into the
City. It was determined that the boundaries for the Norland Road/Robinson Ranch 2 Annexation
would need to be revised, and would require additional noticing. Therefore, the Norland
Annexation was separated from the Soledad Commons Annexation Area.
PROJECT DESCRIPTION
The proposed project consists of approximately 187 acres of land pertaining to the Norland
Annexation area depicted in the attached Exhibit "A" to this Agenda Report. The project
requires the approval of Prezone 08-001(b), General Plan Amendment 08-001(b), and
Annexation 08-001(b), to allow staff to submit an application to the Local Agency Formation
Commission (LAFCO) for the purposes of annexation of the Norland Road/Robinson Ranch 2
Annexation area. The Norland Road/Robinson Ranch 2 Area consists of 130 acres of
undeveloped land, as well as an existing 57 -acre parcel of open space land owned by the City of
Santa Clarita. The open space area is comprised of undeveloped land, primarily within the Santa
Clara River floodplain. An incomplete, inactive development application has been submitted to
develop single-family homes on 88 of the 130 undeveloped acres within the annexation area.
The 187 acres is fully within the City's current Sphere of Influence.
ANALYSIS
General Plan Amendment and Prezone
Pursuant to the State of California Cortese -Knox -Hertzberg Local Government Reorganization
Z
Act of 2000, annexing cities are required to prezone land prior to annexation. The project
proposes a GPA and Prezone that would designate the subject site consistent with existing vacant
land designations, along with approved and proposed development and uses as follows:
General Plan Amendment
The existing City General Plan land use designation for the Norland Road/Robinson Ranch 2
Annexation area is BP (Business Park — 1:1 Floor Area Ratio) within an SEA (Significant
Ecological Area) overlay, and RE (Residential Estate - .5 du/ac). GPA 08-001(b) would
redesignate the 187 acre sub -area into 57 acres as OS (Open Space) on City -owned land and, 42
acres as RE (Residential Estate - .5 du/ac), and 88 acres as Residential Low (RL — 2.2 du/acre) on
privately owned land contemplated for future residential development. The SEA areas are not
affected by this amendment and will remain in place on the General Plan map. The proposed
General Plan Land Use Map is attached as Exhibit "A" to the General Plan Amendment
Resolution.
The proposed General Plan Amendment would be in place upon adoption of the Resolution,
since this site is within the City's adopted planning area.
General Plan Consistency
General Plan Amendment 08-001(b) for the Norland Road/Robinson Ranch 2 Annexation Area
is consistent with the goals and objectives of the Land Use Element of the City's General Plan
and development policies. More specifically, the Land Use Element Goal 2 which states, "To
achieve the development of a well-balanced, financially sound, and functional mix of residential,
commercial, industrial, open space, recreational, institutional and educational land uses" (L-26).
This proposed land use designation change complies with this policy because it would create
similar land use designations as those surrounding the project site, allowing for a well balanced
community including a mixture of residential, commercial, and open space uses.
One Valles One Vision Consistency
Although it is not yet adopted, the proposed General Plan Amendment would also be consistent
with the land use designations proposed in One Valley One Vision (OVOV), the joint City and
County General Plan. The proposed General Plan Amendment would be consistent with the
Open Space (OS), and Non -Urban 2 (NU2) land use designations under OVOV, which permit
the existing open space uses, and residential designations in the annexation area.
Prezone
The existing County zoning for the area consists of A-2-1 (Heavy Agricultural — 1 acre minimum
lot size). PZ 08-001(b) would redesignate the 187 acre sub -area as 57 acres of OS (Open Space)
on City -owned land; 42 acres of RE (Residential Estate - .5 du/acre); and 88 acres of RL
(Residential Low — 2.0 du/acre) consistent with GPA 08-001(b). The proposed Prezone Map is
shown in the attached Exhibit "A" to the Prezone Ordinance.

The prezone designations would not become effective until this area annexes and jurisdictional
authority shifts to the City.
Unified Development Code Consistency
Prezone 08-001(b) is consistent with the City's adopted Unified Development Code (UDC) in
that it meets the purpose of the UDC by implementing the goals and objectives of the General
Plan and promotes orderly development through establishment of prezone designations that are
consistent with existing open space uses and residential land uses.
Annexation
This is also a request for authorization from the City Council to submit an application to the
Local Agency Formation Commission (LAFCO) for the annexation of approximately 187 acres
for the Norland Road/Robinson Ranch 2 Annexation Area to the City of Santa Clarita. A copy of
the Annexation exhibit is attached as Exhibit "A" to the Resolution authorizing staff to submit an
application to LAFCO for the annexation of the project area to the City of Santa Clarita.
ENVIRONMENTAL STATUS
An initial study, evaluating the impacts associated the entire Northeast Annexation was prepared
as part of the project review. The Initial Study determined that there were no significant impacts
associated with the proposed annexation to the City. The Initial Study was circulated for review
from August 3, 2010 to August 24, 2010. At the September 28, 2010 City Council meeting, the
City Council adopted a Negative Declaration for the entire Northeast Annexation Area, including
the Norland Road/Robinson Ranch 2 Annexation Area.
PUBLIC NOTIFICATION
In preparation for the proposed annexation, staff reviewed the noticing information to ensure that
all noticing was completed as required by the City's Unified Development Code and further
consistent with the Government Code. Public notice was mailed to all property owners within
the proposed annexation area, as well as all property owners within 1,000 feet of the annexation
area, a public hearing sign was posted at the terminus of Lost Canyon on the land designated as
open space, and a 1/8th-page legal advertisement was placed in The Signal on March 22, 2011,
advertising the public hearing. As of the preparation of this report no correspondence has been
received regarding this project.
ALTERNATIVE ACTIONS
Other actions as determined by the City Council.

FISCAL IMPACT
No negative fiscal impact is anticipated as a result of this annexation, prezone, or General Plan
amendment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
CLARITA, CALIFORNIA APPROVING MASTER CASE 08-112 PERTAINING TO THE
NORLAND ROAD/ROBINSON RANCH 2 ANNEXATION AREA, INCLUDING GENERAL
PLAN AMENDMENT 08-001(b), TO AMEND THE GENERAL PLAN LAND USE MAP FOR
THE 187 ACRES GENERALLY LOCATED SOUTH OF STATE ROUTE 14 AND AT THE
NORTHEAST CORNER OF OAK SPRINGS CANYON ROAD AND LOST CANYON
ROAD, IN THE CITY OF SANTA CLARITA.
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. FINDINGS OF FACT. The City Council does hereby make the following
findings of fact:
a. The Norland Road/Robinson Ranch 2 Annexation Area is generally located south of
State Route 14 and at the northeast corner of Lost Canyon Road and Oak Springs
Canyon Road.
b. On June 25, 2008, staff initiated Master Case 08-112 consisting of Prezone 08-001,
General Plan Amendment 08-001, Annexation 08-001, and Sphere of Influence
Amendment 08-001 for 1,515 acres known as the Northeast Annexation. The
Northeast Annexation is broken into four annexation areas (Tick Canyon and Spring
Canyon (Area "A"), Soledad Commons (Area `B"), Norland Road/Robinson Ranch 2
(Area "C"), and Doug Road (Area "D")) contiguous to the corporate limits of the City
of Santa Clarita.
c. The Norland Road/Robinson Ranch 2 Annexation Area consists of 187 acres
including 57 acres owned by the City of Santa Clarita and 130 acres of undeveloped
land. An incomplete, inactive application was submitted to the City for development
of single-family homes on 88 of the 130 undeveloped acres. The entire site is
currently designated A-2-1 by the County of Los Angeles.
d. Surrounding land use within the unincorporated territory of Los Angeles County
consists primarily of vacant land and a sand and gravel mining operation.
Surrounding land uses in the City consist primarily of single-family residences.
e. GPA 08-001(b), as it pertains to the Norland Road/Robinson Ranch 2 Annexation
Area, proposes to amend the City's General Plan Land Use Map and change the land
use designations within the 187 -acre annexation area to include 57 acres of land
designated Open Space (OS), 88 acres of land designated Residential Low (RL), and
42 acres of land designated Residential Estate (RE) as shown on Exhibit "A".

f. The Planning Commission of the City of Santa Clarita held a duly noticed public
hearing on this issue on February 17, 2009. This public hearing was held at 7:00 p.m.
at City Hall, 23920 Valencia Boulevard, Santa Clarita, CA 91.355. At the hearing the
Planning Commission considered the staff presentation, staff report, the Negative
Declaration prepared for the project, and public testimony on the proposal.
g. At the public hearing noted above, the Planning Commission of the City of Santa
Clarita unanimously adopted Resolution P08-25 recommending that the City Council
adopt General Plan Amendment No. 08-001, an amendment to the General Plan Land
Use Map, and Prezone 08-001, for the purpose of prezoning approximately 1,515
acres and adopting the Negative Declaration prepared for the project.
h. The City Council of the City of Santa Clarita held a duly noticed public hearing on
this issue on August 24, 2010. This public hearing was held at 6:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita, CA 91355. At the hearing the City Council
opened the public hearing and continued the item to the September. 14, 2010 City
Council meeting, due to time constraints of the meeting.
At the September 14, 2010 meeting, the City Council considered the staff report,
public comment, and continued the item to the September .28, 2010 City Council
meeting, directing staff to research the noticing for the public hearing for the project
and discuss annexation with surrounding property owners. Following the September

approved of the General Plan Amendment for the Soledad Commons Annexation
Area, and introduced, and passed to second reading an ordinance to prezone
approximately 8.3 acres for the Soledad Commons Annexation Area. Further, the
Council adopted a resolution to direct staff to submit an application to the Local
Agency Formation Commission (LAFCO) regarding the annexation of the Soledad
Commons Annexation Area.
k. The City Council of the City of Santa Clarita held a duly re -noticed public hearing on
the Norland Road/Robinson Ranch 2 Annexation Area on April 12, 2011. At that
hearing, the City Council considered the staff report, staff presentation, and public
comment on the project. The City Council further adopted a resolution to approve
General Plan Amendment No. 08-001(b) for the Norland Road/Robinson Ranch 2
Annexation Area, introduced, and passed to second reading, an ordinance to prezone

the project site, and adopted a resolution directing staff to submit an application to the
Local Agency Formation Commission (LAFCO) for the annexation of the project area
to the City of Santa Clarita
1. Public participation and notification requirements pursuant to Sections 65090, 65391
and 65854 of the Government Code of the State of California were duly followed.
in. No letters of opposition were received as a result of the public notification process.
SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS. Based
upon the testimony and other evidence received, the City Council further finds as follows:
a. At the September 28, 2010 City Council meeting, -the City Council adopted a
Negative Declaration for the entire Northeast Annexation, including the Norland
Road/Robinson Ranch 2 Annexation Area (Area "C" of the Northeast Annexation
Area). The project proposed at this time is consistent with the environmental
documents approved for this project and no further work under the California
Environmental Quality Act is required. The documents and materials associated with
the Northeast Annexation are on file with the Community Development Director in
the Department of Community Development; City Hall, 23920 Valencia Boulevard,
Suite 302, Santa Clarita, CA, 91355.
SECTION 3. GENERAL PLAN AMENDMENT FINDINGS. Based upon the foregoing
facts and findings, the City Council hereby finds as follows:
a. The proposed General Plan Amendment 08-001(b), pertaining to the Norland
Road/Robinson Ranch 2 Annexation Area, as shown in the attached Exhibit "A", is
consistent with the goals, policies and objectives of the General Plan in that the
proposed land use change is consistent with the anticipated development of the
project site;
b. Pursuant to Government Code Section 65358 (a), General Plan Amendment
08-001(b) pertaining to the Norland Road/Robinson Ranch 2 Annexation Area is
deemed to be in the public interest and is incompliance with Section 65358(b) in that
the Land Use Element has been amended no more than four times in the current
calendar year; and
c. Based upon the testimony and other evidence, if any, received at the public hearing,
and upon studies and investigations made by the City Council and on its behalf, the
Council further finds and determines that this proposal is consistent with the City's
General Plan.
SECTION 4. This resolution will take effect upon the adjournment of the City
Council's April 12, 2011, City Council meeting. The change to the City's General Plan
contemplated herein will take effect upon adjournment of the April 12, 2011, City Council
meeting simultaneously with any other changes to the General Plan approved by the City Council
at that same meeting so that for purposes of Government Code section 65358, all such changes
shall constitute one amendment to the General Plan.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution and certify
this record to be a full, complete, and correct copy of the action taken.

ANNEXATION OF THE NORLAND ROAD/ROBINSON RANCH 2 ANNEXATION AREA,
AS SHOWN ON THE ATTACHED EXHIBIT "A".
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA DOES ORDAIN
AS FOLLOWS:
SECTION 1: FINDINGS OF FACT. The City Council does hereby make the following
findings of fact:
a. On June 25, 2008, staff initiated Master Case 08-112 consisting of Prezone 08-001,
General Plan Amendment 08-001, Annexation 08-001, and Sphere of Influence
Amendment 08-001 for 1,515 acres of land known as the Northeast Annexation. The

d. The Norland Road/Robinson Ranch 2 Annexation Area totals approximately 187 acres
including 57 acres owned by the City of Santa Clarita and 130 acres of undeveloped land.
An active development application has been submitted to the City for the development of
single-family homes on 88 of the 130 undeveloped acres. The entire area is currently
zoned A-2-1 by the County of Los Angeles.
e. Surrounding land use within the unincorporated territory of Los Angeles County consists
primarily of vacant land, along with a sand and gravel mining operation. Surrounding
land uses in the City consist primarily of single-family residences.
f. Prezone 08-001(b), pertaining to the Norland Road/Robinson Ranch 2 Annexation Area,
proposes to prezone 187 acres as follows: 57 acres as Open Space (OS), 88 Acres as
Residential Low (RL), and 42 acres as Residential Estate (RE).
g. On September. 28, 2010, the City Council adopted a Negative Declaration for the entire
Northeast Annexation Area, including the Norland Road/Robinson Ranch 2 Annexation
Area. Pursuant to the California Environmental Quality Act (CEQA) the Initial Study

concluded that adverse environmental impacts associated with the project were less than
significant and a Negative Declaration was prepared.
h. The Planning Commission of the City of Santa Clarita held a duly noticed public hearing
on this issue on February 17, 2009. This public hearing was held at 7:00 p.m. at City
Hall, 23920 Valencia Boulevard, Santa Clarita, CA 91355. At the hearing the Planning
Commission considered the staff presentation, staff report, the Negative Declaration
prepared for the project, and public testimony on the proposal.

Area on April 12, 2011. All property owners within the proposed annexation area, along
with all property owners within 1,000 feet of the proposed project area were sent
notification of the proposed public hearing. Further, a 1/8th-page advertisement was
placed in The Signal Newspaper on March 22, 2011, and a sign was placed at the
northeast corner of the intersection of Oak Springs Canyon Road and Lost Canyon Road.
n. Public participation and notification requirements pursuant to Sections 65090, 65391 and
65854 of the Government Code of the State of California were duly followed.
o. No letters of opposition were received as a result of the public notification process.
SECTION 2. Based upon the testimony and other evidence received at the hearing, and
upon the study and investigation made by the Planning' Commission and on its behalf, the City
Council further finds as follows:

a. The purpose of the proposal is to prezone the 187 -acre project area from Los Angeles
County zoning designations to include 57 acres of land designated as Open Space (OS),
88 acres of land designated as Residential Low (RL), and 42 acres of land designated as
Residential Estate (RE) upon adoption of proposed General Plan Amendment No.
08-001(b), pertaining to the Norland Road/Robinson Ranch 2 Annexation Area, approved
under separate resolution, prior to annexation.
b. That the prezone has been reviewed for consistency with the City's proposed General Plan
Amendment No.08-001(b) pertaining to the Norland Road/Robinson Ranch 2 Annexation
Area.
C. Public participation and notification requirements pursuant to Sections 65090 and 65391
of the Government Code of the State of California were duly followed.
SECTION 4. FINDINGS FOR PREZONE. Based upon the foregoing facts and findings,
the City Council hereby finds as follows:
a. Prezone 08-001(b) pertaining to the Norland Road/Robinson Ranch 2 Annexation Area,
as shown in the attached Exhibit "A", is consistent with the objectives of the Unified
Development Code, the General Plan and development policies of the City in that the
proposed prezoning designations are consistent with existing land uses in the area and
would not result in a substantive change to the existing zoning of the project site, as the
area and the adjacent developed and open space areas is developed in compliance with
the proposed zones' development standards.
SECTION 5. The City Council hereby introduces and passes to second reading, this

A RESOLUTION OF APPLICATION BY THE CITY COUNCIL OF THE CITY OF SANTA
CLARITA, CALIFORNIA, REQUESTING THAT THE LOCAL AGENCY FORMATION
COMMISSION OF LOS ANGELES COUNTY INITIATE PROCEEDINGS TO ANNEX
CERTAIN UNINHABITED TERRITORY TO THE CITY OF SANTA CLARITA FOR THE
NORLAND ROAD/ROBINSON RANCH 2 ANNEXATION AREA (MASTER CASE NO.
08-112)
WHEREAS, the City of Santa Clarita desires to initiate proceedings pursuant to the
Cortese -Knox -Hertzberg Local Government Reorganization Act of 2000, commencing with
Section 56000 of the California Government Code, for Annexation of approximately 187 acres of
unincorporated County territory; and
WHEREAS, the territory proposed to be annexed is uninhabited, and a map of the
boundaries is set forth in Exhibit "A", attached and by this reference incorporated; and
WHEREAS, the project consists of Annexation No. 08-001(b) (Master Case No. 08-112),
which includes the Norland Road/Robinson Ranch 2 Annexation Area (Area "C" of the
Northeast Annexation); and
WHEREAS, the reasons for this proposed annexation are to create a logical extension of
City boundaries, to respond to the property owners' request for local representation and to
promote the efficient provision of municipal services in the affected territory; and
, WHEREAS, the City Council of the City of Santa Clarita has considered all evidence,
oral and documentary, and is advised of the foregoing.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa
Clarita, California, does hereby determine and find as follows:
SECTION 1. This Resolution of Application is hereby adopted by the City Council, and
the Local Agency Formation Commission of Los Angeles County is hereby requested to initiate
proceedings for the annexation of ' that territory shown in Exhibit "A", incorporated by this
reference, according to the terms and conditions stated above, if any, with notice and hearing by
the Local Agency Formation Commission, and in the manner provided by the Cortese -Knox
Hertzberg Local Government Reorganization Act of 2000.
SECTION 2. The City Council hereby directs and authorizes the City Manager, or
designee, to file the application with LAFCO to annex the subject site to the City of Santa Clarita
on behalf of the City Council.
SECTION 3. The City Council hereby directs and authorizes the City Clerk of the City of
Santa Clarita to forward a certified copy of this Resolution with applicable fees and other

information as required by Section 56383 of the Government Code to the Executive Officer of
the Local Agency Formation Commission of Los Angeles County.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.

PROJECT TITLE: Norland Road/Robinson Ranch 2 Annexation (Area "C" of the Northeast Annexation)
APPLICATION: Master Case 08-112 for the Norland Road/Robinson Ranch 2 Annexation:
Annexation 08-001(b), Prezone 08-001(b), and General Plan Amendment 08-001(b)
PROJECT APPLICANT: City of Santa Clarita
PROJECT DESCRIPTION: The proposed project consists of a General Plan Amendment, Prezone, and
Annexation of 187.4 acres of primarily vacant land generally located south of State Route 14 and east of the
existing City boundary up to the Angeles National Forest as shown on the vicinity map associated with Area
"C" of the Northeast Annexation (Master Case 08-112). The project will establish City of Santa Clarita
prezoning and General Plan land use designations for the project area that would become effective should
these areas annex to the City. No new development is associated with this proposal.
PLANNING COMMISSION ACTION: On February 17, 2009, the Planning Commission recommended that
the City Council approve the proposed General Plan Amendment and Prezone for Master Case 08-112
including the Robinson Ranch 2 project area (Annexation Area "C") for the purposes of annexation.
r A NEGATIVE DECLARATION was prepared for this project and was posted for public review from
August 3, 2010 to August 24, 2010. On September 28, 2010, the City Council of the City of Santa Clarita
adopted the Negative Declaration for the entire Northeast Annexation, including therNorland Road/Robinson
Ranch 2 Annexation proposed at this time.
