RECOMMENDED ACTION
City Council conduct the second reading for the ordinance entitled: AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING
PREZONE NO. 08-001(b) (MASTER CASE 08-112) FOR THE NORLAND
ROAD/ROBINSON RANCH 2 ANNEXATION AREA, AS SHOWN IN EXHIBIT "A"
BACKGROUND
At the April 12, 2011, City Council meeting, the City Council conducted the public hearing for
Master Case 08-112 for the annexation of approximately 187 acres to the City of Santa Clarita.
The project consisted of General Plan Amendment 08-001(b), Prezone 08-001(b), and
Annexation 08-001(b). At that meeting, the City Council approved the General Plan
Amendment and Annexation entitlements and introduced, and passed to second reading, an
ordinance to Prezone approximately 187 acres for the annexation known as the Norland
Road/Robinson Ranch 2 Annexation.

ORDINANCE NO. I I -
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA APPROVING PREZONE NO. 08-001(b) (MASTER CASE 08-112) FOR
ANNEXATION OF THE NORLAND ROAD/ROBINSON RANCH 2 ANNEXATION AREA,
AS SHOWN ON THE ATTACHED EXHIBIT "A".
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA DOES ORDAIN
AS FOLLOWS:
SECTION 1: FINDINGS OF FACT. The City Council does hereby make the following
findings of fact:
a. On June 25, 2008, staff initiated Master Case 08-112 consisting of Prezone 08-001,
General Plan Amendment 08-001, Annexation 08-001, and Sphere of Influence
Amendment 08-001 for 1,515 acres of land known as the Northeast Annexation. The
Northeast Annexation is broken into four annexation areas (Area "A" (Tick Canyon and
Spring Canyon), Area "B" (Soledad Commons), Area "C" (Norland Road/Robinson
Ranch 2); and Area "D" (Doug Road ) contiguous to the corporate limits of the City of
Santa Clarita.
b. The project area for the Norland Road/Robinson Ranch 2 Annexation Area is generally
located south of State Route 14 at the northeast corner of Lost Canyon Road, and Oak
Springs Canyon Road.
C. The project site associated with this annexation consists of approximately 187 acres of
the Northeast Annexation, contiguous to the corporate limits of the City of Santa Clarita.
The remaining approximately 1,330 acres will be considered by separate action.
d. The Norland Road/Robinson Ranch 2 Annexation Area totals approximately 187 acres
including 57 acres owned by the City of Santa Clarita and 130 acres of undeveloped land.
An active development application has been submitted to the City for the development of
single-family homes on 88 of the 130 undeveloped acres. The entire area is currently
zoned A-2-1 by the County of Los Angeles.
e. Surrounding land use within the unincorporated territory of Los Angeles County consists
primarily of vacant land, along with a sand and gravel mining operation. Surrounding
land uses in the City consist primarily of single-family residences.
f. Prezone 08-001(b), pertaining to the Norland Road/Robinson Ranch 2 Annexation Area,
proposes to prezone 187 acres as follows: 57 acres as Open Space (OS), 88 Acres as
Residential Low (RL), and 42 acres as Residential Estate (RE).
g. On September 28, 2010, the City Council adopted a Negative Declaration for the entire
Northeast Annexation Area, including the Norland Road/Robinson Ranch 2 Annexation
Area. Pursuant to the California Environmental Quality Act (CEQA) the Initial Study
concluded that adverse environmental impacts associated with the project were less than
significant and a Negative Declaration was prepared.
h. The Planning Commission of the City of Santa Clarita held a duly noticed public hearing
on this issue on February 17, 2009. This public hearing was held at 7:00 p.m. at City
Hall, 23920 Valencia Boulevard,. Santa Clarita, CA 91355. At the hearing the Planning
Commission considered the staff presentation, staff report, the Negative Declaration
prepared for the project, and public testimony on the proposal.
At the public hearing noted above, the Planning Commission of the City of Santa Clarita
unanimously adopted Resolution P08-25 recommending that the City Council adopt
General Plan Amendment No. 08-001, an amendment to the General Plan Land Use Map,
and Prezone 08-001, for the purpose of prezoning approximately 1,515 acres and
adopting the Negative Declaration prepared for the project.
j. The City Council of the City of Santa Clarita held a duly noticed public hearing on this
issue on August 24, 2010. This public hearing was held at 6:00 p.m. at City Hall, 23920
Valencia Boulevard, Santa Clarita, CA 91355. At the hearing the City Council opened the
public hearing and continued the item to the September 14, 2010 City Council meeting.
k. At the September 14, 2010 meeting, the City Council considered the staff report, public
comment, and continued the item to the September 28, 2010 City Council meeting.
1. Following the September 14th City Council Meeting, the Planning Division met with a
property owner within the proposed Norland Road/Robinson Ranch 2 Annexation Area to
discuss the benefits of annexation into the City. It was determined that the boundaries for
the Norland Road/Robinson Ranch 2 Annexation Area need to be revised, would require
additional noticing, and therefore, was removed from the project at that time.
in. Staff re -noticed a public hearing for the Norland Road/Robinson Ranch 2 Annexation
Area on April 12, 2011. All property owners within the proposed annexation area, along
with all property owners within 1,000 feet of the proposed project area were sent
notification of the proposed public hearing. Further, a 1/8th-page advertisement was
placed in The Signal Newspaper on March 22, 2011, and a sign was placed at the
northeast corner of the intersection of Oak Springs Canyon Road and Lost Canyon Road.
n. Public participation and notification requirements pursuant to Sections 65090, 65391 and
65854 of the Government Code of the State of California were duly followed.
o. No letters of opposition were received as a result of the public notification process.
SECTION 2. Based upon the testimony and other evidence received at the hearing, and
upon the study and investigation made by the Planning Commission and on its behalf, the City
Council further finds as follows:

a. The purpose of the proposal is to prezone the 187 -acre project area from Los Angeles
County zoning designations to include 57 acres of land designated as Open Space (OS),
88 acres of land designated as Residential Low (RL), and 42 acres of land designated as
Residential Estate (RE) upon adoption of proposed General Plan Amendment No.
08-001(b), pertaining to the Norland Road/Robinson Ranch 2 Annexation Area, approved
under separate resolution, prior to annexation.
b. That the prezone has been reviewed for consistency with the City's proposed General Plan
Amendment No.08-001(b) pertaining to the Norland Road/Robinson Ranch 2 Annexation
Area.
C. Public participation and notification requirements pursuant to Sections 65090 and 65391
of the Government Code of the State of California were duly followed.
SECTION 4. FINDINGS FOR PREZONE. Based upon the foregoing facts and findings,
the City Council hereby finds as follows:
a. Prezone 08-001(b) pertaining to the Norland Road/Robinson Ranch 2 Annexation Area,
as shown in the attached Exhibit "A", is consistent with the objectives of the Unified
Development Code, the General Plan and development policies of the City in that the
proposed prezoning designations are consistent with existing land uses in the area and
would not result in a substantive change to the existing zoning of the project site, as the
area and the adjacent developed and open space areas is developed in compliance with
the proposed zones' development standards.
SECTION 5. The City Council hereby introduces and passes to second reading, this
ordinance approving Prezone 08-001(b) pertaining to the Norland Road/Robinson Ranch 2
Annexation Area as escribed herein and shown on attached Exhibit "A".

SECTION 6. The City Clerk shall certify to the passage of this Ordinance and shall cause
the same to be published as required by law.
