HomeMy WebLinkAbout2011-03-08 - AGENDA REPORTS - NORTH COPPERHILL ANNEX (2)Agenda Item: 3 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval Item to be presented by: i Sharon Sorensen DATE: March 8, 2011 SUBJECT: AUTHORIZATION TO PREPARE BOUNDARY MAPS AND LEGAL DESCRIPTIONS IN ANTICIPATION OF INITIATING PREZONE AND ANNEXATION PROCEEDINGS FOR THE NORTH COPPERHILL (SAUGUS) ANNEXATION PRIMARILY AFFECTING EXISTING RESIDENTIAL NEIGHBORHOODS AND OPEN SPACE IN THE UNINCORPORATED COUNTY NORTH OF THE CITY WITHIN THE CITY'S SPHERE OF INFLUENCE AND INCREASE AND EXTEND CONTRACT NO. 09-00061 WITH SIKAND ENGINEERING BY $20,000 FOR 90 DAYS. DEPARTMENT: Community Development RECOMMENDED ACTION City Council authorize the City Manager, or designee, to prepare annexation boundary maps and legal descriptions in anticipation of initiating prezone and annexation proceedings affecting primarily residential neighborhoods and open space in the unincorporated County territory generally located north of the City's boundary between Seco Canyon and Bouquet Canyon Roads within the City's Sphere of Influence and increase Contract No. 09-00061 with Sikand Engineering by $20,000 for a total contract amount not to exceed $70,000 for 90 days. ;• Jkk In response to a letter received in July 2008 from the Pacific Crest Homeowners Association to annex their neighborhood to the City, staff surveyed residents in this neighborhood as well as nearby residential areas in the unincorporated County territory north of the City to determine residents' overall support for annexation. Nineteen percent of those surveyed by the City responded and 87% of those indicated they would support annexation. Based on these overwhelmingly positive results, a third area generally located along both sides of Bouquet Canyon Road was included, which, if annexed, would bring most of the unincorporated County neighborhoods in the City's Sphere of Influence into the City. The one exception would be the Plum Canyon area (Tract 46018), which is currently going through a major amendment process APPROVEM / through the County and is also still under construction. The three areas included thus far are called Raintree, Haskell Canyon and Bouquet Canyon because of their proximity to these streets, collectively making up the North Copperhill (Saugus) annexation area. Within the Haskell Canyon area, there is one small 18,000 square foot shopping center located at the northeast comer of Haskell Canyon Road and Copperhill Drive. There is also one County -approved subdivision (Vesting Tentative Tract 52829) consisting of approximately 95 single family lots and a public school site within this area. This area has been included to avoid creating an unincorporated County "island," which LAFCO would not approve. Since it has been some time since the City surveyed most of these areas, as a courtesy, notice of tonight's meeting was mailed to over 3,000 property owners within the three neighborhoods shown on the attached vicinity map (Exhibit A). Should the City Council direct staff to prepare the North Copperhill annexation boundary maps and legal descriptions, it is anticipated that these would be prepared within the current fiscal year and prezoning of these areas could follow after adoption of OVOV. Also at that time, a resolution directing staff to file applications with LAFCO for these areas could be scheduled for City Council consideration along with the prezoning. The annexation services budget approved by the City Council for FYI 0-11 has funds available to cover costs for the boundary maps, legal descriptions, prezoning and annexation proceedings associated with this potential annexation. Two annexation proposals that were not originally anticipated to be initiated in FYI 0-11, Elsmere Canyon and North Copperhill, could now be considered. In purchasing the Elsmere Canyon property earlier this year, the Council indicated a desire to annex this property to the City. Therefore, prezoning of the Elsmere Canyon annexation is currently in scheduled for consideration by the Planning Commission on March 8, 2011. ALTERNATIVE ACTIONS 1. Council may choose not to direct staff to prepare the boundary maps and legal descriptions. 2. Other direction as determined by the City Council. FISCAL IMPACT The cost for preparing the maps and legal descriptions is $33,400, and is budgeted in Account 13100-5161.003 Annexation Services.
