SUBJECT: LIGHT EMITTING DIODE (L.E.D.) REPLACEMENT PROGRAM
FOR TRAFFIC SIGNALS, PROJECT M0076 - AWARD

RECOMMENDED ACTION
1. City Council approve the plans and specifications for the Light Emitting Diode (L.E.D.)
Replacement Program, Project M0076.
2. Award the construction contract to Republic Intelligent Transportation Services for
$121,999, plus a 15 percent contingency in the amount of $18,300, for a total contract
amount not to exceed $140,299, and authorize the expenditure from Account
M0076-5161.001.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
In 2002, the California Energy Commission adopted standards for vehicular traffic signal lamps
and modules, adding standards for pedestrian lamps in 2004. The state mandate now requires
traffic signals to be energy efficient by utilizing L.E.D. technology.
This program will replace incandescent traffic signal lamps with L.E.D. technology throughout
the City. The 2010-11 effort is the last phase of the 5 -year program that will replace signal lamps
with L.E.D. modules at 29 intersections identified on the attached vicinity map.
The existing incandescent traffic signal lamps utilize 150 watts per lamp. Once the incandescent
lamps are replaced with L.E.D. technology, the wattage will be reduced to 10 watts per lamp,
resulting in an average energy consumption reduction of 93 percent. Staff anticipates that this
year's program will be the final replacement phase. Beginning Fiscal Year 2011-12, the energy
saving program scope will complete the replacement of all incandescent light bulbs to L.E.D.
lam
light displays -for all traffic signals in the City. Signal L.E.D. modules are typically guaranteed by
the manufacturer. However, the City's experience with L.E.D. light technology has demonstrated
that L.E.D. indications may last up to eight years. Based on this expectancy, staff recommends
implementing a maintenance program to meet this 8 -year goal. Maintenance will include
replacement and/or cleaning signal displays as necessary. Staff intends to pursue the required bid
process to award a new maintenance contract to perform these services. The estimated savings of
$64,000 will be used to fund the first effort to clean L.E.D.s installed during Phases I and II of
the City's replacement program.
An invitation to bid was prepared and published three times, December 5, 8, and 12, 2010. The
notice was forwarded to the required trade journals, Chamber of Commerce, and Valencia
Industrial Association. The bid was posted on the City's Website and downloaded by 14
companies. Three suppliers submitted bids opened by Purchasing on January 6, 2011. The results
of the bids are shown below:

Staff recommends that the project be awarded to the lowest responsive bidder Republic
Intelligent Transportation Services. The contractor possesses a state contractor's license and is in
good standing with the Contractors State License Board. References indicated this contractor
performed work to their satisfaction. The bid of $121,999 was reviewed for accuracy and
conformance to the contract documents.
The project includes the installation and furnishing of L.E.D. displays and pedestrian countdown
modules.
Staff estimates $25,000 will be used for inspection services, labor compliance, staff oversight,
and miscellaneous project administration costs.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Sufficient funds have been budgeted in Account M0076-5161.001. These funds will adequately
provide for the contractual obligation and anticipated construction management and project
administration costs.
