HomeMy WebLinkAbout2011-01-25 - AGENDA REPORTS - PROJ T1011 BIKE LANES (2)Agenda Item: 7 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: January 25, 2011 SUBJECT: VALENCIA INDUSTRIAL CENTER BIKE LANES, PROJECT T1011 - AWARD CONSTRUCTION CONTRACT DEPARTMENT: Public Works RECOMMENDED ACTION City Council approve the plans and specifications for the Valencia Industrial Center Bike Lanes, Project T1011, and award the contract to Sterndahl Enterprises in the amount of $112,995, and authorize a contingency in the amount of $16,950, for a total contract amount not to exceed $129,945. 2. Transfer $11,000 from Expenditure Account M0067233-5161.001 to Expenditure Account T1011233-5161.001. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Valencia Industrial Center Bike Lanes, Project T1011, will restripe and add signage to Avenue Scott between Rye Canyon Road and Avenue Rockefeller, Avenue Stanford between Vanderbilt Way and Avenue Scott, and Vanderbilt Way to accommodate bicycle lanes. Bicycle detection will also be added at signalized intersections. The project will improve traffic flow and provide a designated path of travel for bicyclists. This project is consistent with the City's adopted Non -Motorized Transportation Plan, making bicycling more convenient and building a comprehensive citywide bicycle network. Public participation for this project has been extensive and included meeting with the Valley Industrial Association and the Santa Clarita Valley Chamber of Commerce, developing a Web page on the City's Web site with a feedback mechanism, and sending letters to adjacent property owners. The project is 90 percent funded through the Caltrans Bicycle Transportation Account program with the remaining 10 percent funded through a local match. An invitation to bid was published,three times (November 21, November 24, and November 28, 2010), and was noticed on the City's Web site. Plans and specifications were also sent to area plan rooms. Two responsive bids were submitted to the City and opened by Purchasing on December 21, 2010. The results are shown below: Company Location Bid Amount Sterndahl Enterprises Sun Valley, CA $112,995 PCI Long Beach, CA $149,865 Staff recommends the project be awarded to Sterndahl Enterprises, the lowest responsive bid. This contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Grant funds in the amount of $116,167 are currently budgeted in Expenditure Account T1011259-5161.001 and matching funds of $5,225 are currently budgeted in Expenditure Account T1011233-5161.001. The requested transfer of $11,000 from Account M0067233-5161.001 to T1011233-5161.001 will adequately provide for all anticipated project costs. ATTACHMENTS Location Map al,
