AWARD CONTRACT FOR PROCUREMENT AND
INSTALLATION OF THE PUBLIC INFORMATION RELAY
SYSTEM

RECOMMENDED ACTION
City Council:
1. Award a contract to Connexionz for the purchase, installation, and support of the Public
Information Relay System (Relay System) in the amount of $252,271, plus a contingency of
10% in the amount of $25,271, for a total contract not to exceed $277,542.
2. Appropriate $184,843 to account 12400-5201.003 and $92,699 to account 14204-5201.003.
Increase revenues in account 700-4424.009 by $184,843. The remaining balance is funded
by Proposition C Local Return Funds (Fund 260).
3. Authorize the City Manager or designee to execute all documents, or modify the award in the
event that issues of impossibility of performance arise, subject to City Attorney approval.
BACKGROUND
As a part of the City's effort to improve the quality of the transit services to our citizens, staff is
continuing its efforts to enhance the Transit Information Network (TIN) by purchasing additional
real-time customer display units. In support of this, the City applied and received funding for
this project through the Metro Call for Project process.
PROVED
The grant -funded Information Relay System will expand the availability of transit -related
information and allow transit riders to determine the "best" mode of transportation, depending on
traffic conditions, schedules, and projected travel times. Through the TIN system, the expanded
network of electronic signs will display valuable information such as real-time bus arrival
information, public service announcements, and have the capability to display traffic conditions
on key transportation corridors in and around the Santa Clarita Valley. This technology will also
play a critical role in alerting transit riders and the public in the event of an emergency.
The Relay System includes a combination of two 55 -inch outdoor plasma displays, nine two-line
LED wayside signs, and 25 battery -powered touch screen units, nearly doubling the number of
electronic signs within the City. These signs would be programmed to receive and display
information specific to the routes and connecting services at an individual location.
As part of this procurement, bidders were asked to provide base pricing for all equipment, labor,
and installation of the Relay System. An invitation to bid was prepared and published three (3)
times: May 19, 22, and 26, 2011. The bid was posted on the City's website and downloaded by
11 vendors. The bid was conducted in compliance with federal procurement standards.
On June 27, 2011, the City received a single bid from Connexionz for the purchase, installation,
and integration of the Public Information Relay System. Staff has determined the proposed
pricing to be reasonable based on comparison of pricing for similar work performed previously.
As a result of the bid process, Connexion was determined to be the lowest responsive bidder for
the requested products and services.

FISCAL IMPACT
There is no impact to the General Fund with this procurement. Staff is requesting that funds be
appropriated for the full contract amount of $277,542 in the FY 2011-12 budget and has received
a Call for Projects grant from Metro in the amount of $184,843, with the remaining local match
of $92,699 from Proposition C Local Return Funds (Fund 260).
