RECOMMENDED ACTION
City Council:
1. Authorize and direct the City Manager, and/or his designees, to take all actions necessary for
the City of Santa Clarita to join the Southern California Library Cooperative.
2. Authorize the City Manager to issue a purchase order and/or contract in an amount not to
exceed $93,040 to SirsiDynix, Inc., for the purchase and installation of SirsiDynix Symphony
integrated library system software required to participate in the Inland Library Network.
Authorize a loan in the amount of $93,040 from the General Fund Capital Projects Reserve to
the Public Library Fund (Fund 309) at an interest rate equal to the rate of return on
investments of the City's cash and investment portfolio and to be repaid at such time as is
possible by Fund 309, and appropriate said amount within Fund 309.
3. Introduce and pass to second reading on January 25, 2011, an Ordinance entitled: "AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, ADDING CHAPTER 2.70, PUBLIC LIBRARY, TO THE SANTA
CLARITA MUNICIPAL CODE, ESTABLISHING FOR THE MUNICIPALITY A PUBLIC
LIBRARY."
BACKGROUND
With the transition of public library services within the City of Santa Clarita to an independent
municipal Santa Clarita Public Library, residents have expressed a desire to maintain direct
online access to a large catalog of library materials beyond those available at our three city
libraries. Two high-quality solutions recommended to meet the library materials needs of library

patrons are to participate in the library materials sharing partnership of the Inland Library
Network and to join the Southern California Library Cooperative.
Inland Library Network
The Inland Library Network (ILN) is a collaboration of seven independent library systems
totaling 73 library branches; inclusive of the Santa Clarita Public Library, it would total eight
independent library systems and 76 library branches. The independent library systems
participating in ILN use the same library catalog database system and freely share library
materials such as books, audiobooks, music CD's, and DVD's. By participating in ILN, the
patrons of the Santa Clarita Public Library will be able to easily search online and order library
materials from the collections of all eight library systems and 76 library branches. Library
materials ordered by Santa Clarita Public Library patrons from other library systems participating
in ILN will be available for pickup at our City libraries.
The catalogs of ILN and the Los Angeles County Public Library each contain approximately one
million unique titles. The ILN catalog has 1,068,000 million unique titles comprised of 858,000
book titles and 210,000 audio-visual titles. The Los Angeles County Public Library has 978,000
unique titles comprised of 779,000 book titles and 199,000 audiovisual titles. By way of further
comparison, the title per capita ratio for ILN is 0.40 titles per capita, and the title per capita ratio
for the Los Angeles County Public Library is 0.27 titles per capita. The ILN title per capita ratio
is 48% larger than that of the Los Angeles County Public Library, due to the larger title count and
smaller service area population of ILN when compared to that of the Los Angels County Public
Library. By participating in ILN, the patrons of the Santa Clarita Public Library will maintain
direct, ready access to a similar amount of library material titles as is currently available, but
which are shared within a smaller service area population.
Santa Clarita Public Library patrons will be able to order materials through the ILN catalog free
of charge. Although many libraries charge for interlibrary borrowing, Santa Clarita Public
Library patrons will not be charged for borrowing materials through ILN. Santa Clarita Public
Library patrons will have direct online access to the robust collection of library materials in the
ILN catalog, in addition to the holdings of our three library branches. The patrons of the Santa
Clarita Public Library will be able to easily and freely search the ILN catalog and initiate the
borrowing online of library materials located at any ILN member library. Upon arrival of
requested materials in Santa Clarita, library patrons will receive automatic notification via email
of the availability of the items for pickup and checkout. This is similar to how patrons of the Los
Angeles County Public Library search for and order items within the catalog of the County
Library. Library materials ordered from other independent library systems participating in ILN
will be available for pickup in Santa Clarita within three to four days, if the item selected is not
checked out by another patron. If the item is in use by another library patron, the request will be
placed in the "hold queue," and the patron will be notified by email when the item is available.
Each independent library system participating in ILN retains full autonomy and control over the
operations, hours, facilities, priorities, and policies of their individual libraries. As an
independent municipal library, the Santa Clarita Public Library will increase the hours of the
Canyon Country and Newhall Libraries by 20% and open both on Sundays, increase the annual
budget for library materials by 22%, and build and maintain beautiful library facilities. As a
participant in ILN, the Santa Clarita Public Library will provide patrons with access to an
enormous catalog of library materials, while maintaining full local independence over the
management of our libraries.
To participate in ILN, the Santa Clarita Public Library must operate on the same SirsiDynix
Symphony library system used by ILN. The one-time cost to purchase and install the software
for this system is $93,040. This amount was anticipated and included in the estimate of library
start-up costs. The annual cost for maintaining the SirsiDynix system and for transporting library
materials is included in the annual library administration contract with LSSI.
Given the large number of titles available through the robust ILN catalog, the vast majority of
patron needs for library materials will be easily and quickly met through ILN. For those unique
circumstances where a patron needs a library material not available through ILN, requests can be
fulfilled through interlibrary borrowing, such as that available through the Southern California
Library Cooperative.
Southern California Library Cooperative (SCLC)
Public library cooperatives, which are created and governed pursuant to the provisions of the
California Library Services Act, assist libraries to enhance service to the public through resource
sharing, training, and networking. The Southern California Library Cooperative (SCLC) is
composed of 46 independent county, city, and special district public libraries located in Los
Angeles, Orange, and Ventura counties. The public library members of SCLC have agreed to
cooperate in providing library service to the residents of all participating jurisdictions. As a
member of SCLC, the patrons of the Santa Clarita Public Library would have access through
interlibrary borrowing to many of the library materials held in the collections of the other library
members of SCLC. In total, SCLC public libraries hold 27.3 million volumes of print materials.
While SCLC is an outstanding resource for public libraries, the members of SCLC do not share
an integrated library system and catalog; therefore, obtaining materials from other SCLC libraries
involves a more manual process of searching and ordering (as compared to the automated, online
process of searching and ordering library materials through ILN).
To join SCLC requires the City Council adopt an ordinance formally creating the Santa Clarita
Public Library, effective July 1, 2011. Attached to this report is a proposed ordinance that
complies with the requirements of the California Education Code regarding municipal libraries.
As part of this ordinance, State Law requires the creation of a Library Board of Trustees.
Frequently, the city councils of other cities that have recently created independent municipal
libraries have chosen to initially appoint the City Council as the Board of Trustees. Per State
Law, the Library Trustees serve three-year terms. The application of the City of Santa Clarita to
join SCLC must be approved by the Administrative Council of SCLC and by the Library of
California Board. The Los Angeles County Public Library has agreed to support the application
of Santa Clarita for membership in SCLC.
By participating in ILN, patrons of the Santa Clarita Public Library will have both direct, online
access to a robust collection of library materials beyond those available at our three local
libraries. And by joining SCLC, library patrons will have access to additional resource -sharing
opportunities.
City staff continues to regularly meet with the Library Ad Hoc Committee comprised of Mayor
McLean and Mayor Pro Tem Ender to keep them apprised of all library transition efforts. All
recommendations provided in the report have been presented to the Ad Hoc Committee for
feedback.

FISCAL IMPACT
Funds of $93,040 will be loaned from the General Fund Capital Projects Reserve to the Public
Library Fund (Fund 309). The funds will incur interest and be repaid in the future by Fund 309.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
ADDING CHAPTER 2.70, PUBLIC LIBRARY,
TO THE SANTA CLARITA MUNICIPAL CODE,
ESTABLISHING FOR THE MUNICIPALITY A PUBLIC LIBRARY
WHEREAS, the City Council wishes to establish for the municipality a public library;
and
WHEREAS, the City of Santa Clarita is authorized to establish for the municipality a
public library pursuant to the California Education Code § 18900 et seq. and the requirements
therein.
NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does
hereby ordain as follows:
SECTION 1. The Santa Clarita Municipal Code is hereby amended by adding Chapter
2.70, Public Library, to read as follows:
2.70.010 Public Library Established.
The City Council of the City of Santa Clarita hereby establishes the Santa Clarita Public
Library. The Santa Clarita Public Library shall be governed and operated in accordance with the
provisions of the Municipal Libraries Act (Education Code Section 18900 et seq). The
establishment of the Santa Clarita Public Library shall be effective July 1, 2011.
2.70.020 Board of Library Trustees.
The Santa Clarita Public Library shall be managed by the Board of Library Trustees,
consisting of five members, to be appointed by the mayor, with the consent of the City Council.
Each trustee shall hold office for three (3) years, except the terms of the members of the first
Board of Library Trustees shall expire as provided for in Education Code Section 18911.
2.70.030 Meetings
The Board of Library Trustees shall meet at least once a month at such time and place as
they may fix by resolution.
SECTION 2. If any section, subsection, sentence, clause, phrase, part, or portion of this
Ordinance is for any reason held to be invalid or unconstitutional by any court of competent
jurisdiction, such decision shall not affect the validity of the remaining portions of this
Ordinance. The City Council declares that it would have adopted this Ordinance and each
section, subsection, sentence, clause, phrase, part, or portion thereof, irrespective of the fact that
any one or more section, subsections, sentences, clauses, phrases, parts, or portions be declared
invalid or unconstitutional.
SECTION 3. This Ordinance shall be become effective thirty (30) days after its passage
and adoption.
SECTION 4. The City Clerk shall certify to the passage and adoption of this Ordinance;
shall enter the same in the book of original ordinances of said City; shall make a minute of the
passage and adoption thereof in the records of the proceedings of the City Council at which the
same is passed and adopted; and shall, within fifteen (15) days after the passage and adoption
thereof, cause the same to be published once in The Signal, a newspaper of general circulation, as
defined in Section 6008 of the Government Code, for the City of Santa Clarita, and which is
hereby designated for that purpose.

SirsiDynix software is licensed based upon annual circulation. You are licensed for up to 45,000 annually circulated
items; an increase in circulation beyond the number noted requires additional license fees.
Enriched Content is based upon annual circulation. You are licensed for up to 1,000 annually circulated items; an
increase requires additional licenses.
SirsiDynix may add and/or substitute equivalent products for any third parry items in the event of product
unavailability, Software requirements and/or model number changes.
Customer's data must be provided to SirsiDynix in a format approved by SirsiDynix or additional data
conversion/migration charges will apply. De -duping is the Customer's responsibility, unless stated otherwise in
writing.
"Go Live Date" means, with respect to the SirsiDynix Software license orders, the date on which the SirsiDynix
Software is available for operational use for normal daily business, including searching the public access catalog and
circulating materials.
Customer's System shall remain within two (2) previously released software versions of the most recent version of
the software at all times or a maintenance surcharge will be added and any increase cap may become void at the
discretion of SirsiDynix.
Fees and Payment Terms
The term of any quoted subscriptions is for no less than three (3) years from the date of initial use of the
subscription. Subscriptions shall be paid in advance and early termination of any quoted subscription for any reason
will incur a reassessment fee of the full amount of the discount on the Quote of the subscription received by the
customer plus interest. Reassessment amount will be due within thirty (30) days of the date of early termination. All
subscriptions auto -renew annually after the initial three (3) year term unless sixty (60) days prior to termination
notice is received in writing to legal sirsidynix.com or to Legal Dept. 400 Dynix Dr. Provo, UT 84604.
The Initial Term of maintenance and support is no less than three (3) years, and shall commence on the Go Live
Date, to be paid in 12 -month installments in advance and shall automatically renew for the length of the Initial Term.
Subsequent years' Support, Subscription and SaaS Services fees are to be paid annually in advance.
Third Party Products/Software license fees
100% due upon installation of third party products/software on Customer's system
SirsiDynix Software license fees
100% due upon installation of client SirsiDynix Software on Customer's system

The above document is hereby fully incorporated into the current Agreement executed between SirsiDynix and Customer. If there is no current
agreement between the parties, the terms and conditions of the current SirsiDynix Master Software License and Services Agreement shall be
deemed the controlling Agreement between the parties, a copy of which shall be furnished upon Customer's request. Any and all pre-printed
terms and conditions on Customers Purchase Order(s) submitted to SirsiDynix are hereby rejected and shall be superseded by the current
Agreement, unless such additional terms are statutorily required of the Customer. In the event of a conflict, the terms, payment terms,
discounts, product lists and/or statement of work contained within this document shall take precedence over the current Agreement between

What is the Inland Library Network?
The Inland Library Network is a collaboration of eight independent library systems
totaling 76 branches (including the Santa Clarita Public Library). The member library
systems of the Inland Library Network share a library catalog system and share library
materials such as books, audiobooks, music CD's and DVD's. The Santa Clarita Public
Library is joining this partnership.
What is the benefit of Santa Clarita joining the Inland Library Network?
By joining the Inland Library Network, Santa Clarita Public Library patrons will be able
to search for and borrow library materials from the catalogs of ILN member libraries.
Items selected will be available for pickup at one of our 3 city libraries.
How many unique titles are available within the shared catalog of the Inland Library
Network? How does this compare with the Los Angeles County Public Library?
The catalog of the Inland Library Network has 1,068,000 million unique titles comprised
of 858,000 book titles and 210,000 audio-visual titles. By comparison, the Los Angeles
County Public Library has 978,000 unique titles comprised of 779,000 book titles and
199,000 audio-visual titles.
How is a partnership with the Inland Library Network different than being a part of the
Los Angeles County Public Library?
Each library system participating in the Inland Library Network retains full independence
over the operations, hours, facilities, priorities and policies of their individual libraries.
As an independent municipal library, the Santa Clarita Public Library will increase the
hours of the Canyon Country and Newhall libraries by 20% and open both on Sundays,
increase the annual budget for library materials by 22%, and build and maintain beautiful
library facilities. And as a member of ILN, the Santa Clarita Public Library will be able
to provide our patrons with access to a large, robust collection of library materials and
maintain full local independence over the management of our city libraries.
Will there be a charge to borrow items through the Inland Library Network?
No. Santa Clarita Public Library patrons will not be charged for borrowing items through
the ILN. Patrons can borrow materials through the ILN catalog free of charge.
Is it true that people will have to drive to a local library, fill out a form and pay a fee to
order library materials from ILN libraries outside of Santa Clarita?
No, that is not true! Santa Clarita Public Library patrons will have online access to a
robust collection of library materials including the holdings of our three library branches
and those of the entire ILN catalog. You will be able to easily and freely search the ILN
catalog and initiate the borrowing online of library materials located at any ILN member
library. Upon arrival of requested materials in Santa Clarita, patrons will receive
automatic notification via email of the availability of items for checkout. This process is
similar to how patrons of the County of Los Angeles Public Library search for and select
items held at County libraries located outside of Santa Clarita.
Will it take long for library materials ordered from other ILN libraries to be delivered to a
branch of the Santa Clarita Public Library and be available for pickup?
No, it will not take long to receive items ordered from other ILN libraries. If the item
selected is not checked out it will be available for pickup within 3 to 4 days. If the item
is in use by another library patron, your request will be placed in the "hold queue" and
you will receive the item in order.
Will I be able to renew items borrowed from other ILN libraries?
Yes.
Will I be able to borrow audio-visual materials from other ILN libraries?
Yes. The members of ILN share audio visual materials (audio books, music CD's,
DVD's) as well as books.
Are you sure I will be able to borrow audio-visual materials from other ILN libraries?
I've heard that audio-visual materials can't be borrowed through interlibraryloan.
Yes, we are sure. You will be able to borrow audio-visual materials from other ILN
libraries, similar to how you can now borrow audio-visual materials from other branches
of the Los Angeles County Public Library.
How does the Inland Library Network (ILN) differ from the Southern California Library
Cooperative (SCLC)?
Public library cooperatives, such as the Southern California Library Cooperative, are
created and governed pursuant to the provisions of the California Library Services Act
and serve to assist libraries to enhance service to the public through resource sharing,
training, and networking. While the independent libraries that participate in ILN share an
integrated library system and catalog, the library members of SCLC do not; therefore,
obtaining library materials from other SCLC libraries involves a more manual process of
searching and ordering (as compared to the automated, online process of searching and
ordering library materials through ILN).
By participating in ILN, patrons of the Santa Clarita Public Library will have both direct,
online access to a robust collection of library materials in addition to those available at
our three local libraries. And by joining SCLC, library patrons will have access to
additional resource -sharing opportunities.
