SUBJECT: RAILROAD AVENUE FENCING AND LANDSCAPE, PROJECTS
B0004, B2011, AND B2012 - AWARD CONSTRUCTION

RECOMMENDED ACTION
1. City Council approve the plans and specifications for the Railroad Avenue Fencing and
Landscape, Projects B0004, B2011, and B2012, and award the construction contract to STL
Landscape, Inc., for a total contract amount not to exceed $514,272; -including contingency.
2. Appropriate $120,000 from Landscape Maintenance District, Zone 17, Fund Balance 357 to
Expenditure Account B0004357-5161.001.
3. Appropriate $30,000 from Landscape Maintenance District, Ad Valorem, Fund Balance 357
to Expenditure Account B2012357-5161.001.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
This effort will combine the similar efforts of Projects B0004, B2011, and B2012 to form the
Railroad Avenue Fencing and Landscape project as one project. This project will install an
irrigation system and landscaping in the Southern California Regional Rail Authority
right-of-way along Railroad Avenue in two locations. The limits of the northerly effort, which
will include the installation of a lodge pole fence, is between Cinema Drive and Oak Ridge
Drive. The limits of the southerly effort is between Placerita Creek and 13th Street and is
comprised of vine planting on the existing wire -mesh fence.

These projects were combined to take advantage of the potential cost savings of using one
contractor and by combining material quantities to effect lower unit and project costs. Upon
establishment and maturation of the foliage, the landscaping improvements will help screen the
railroad tracks and trains from the traveling public and improve the aesthetics of this highly
traveled corridor.
These efforts exemplify the City's commitment to maintaining the high quality of life enjoyed by
Santa Clarita residents. Investing in high-quality landscape projects such as this helps maintain
higher property values and implements cutting-edge water management practices. This effort is
one facet of an overall program to improve our water management infrastructure while keeping
the City's public areas well landscaped.
An invitation to bid was prepared and published three times, April 10, April 17, and
April 20, 2011, and was noticed on the City's website. Plans and specifications were also sent to
area plan rooms. Six bids were submitted to the City and opened by Purchasing on May 10, 2011.

Staff recommends that the project be awarded to STL Landscape, Inc., the lowest responsive
bidder, for a base bid amount of $355,970, with total contract amount not to exceed $514,272.
STL Landscape, Inc., possesses a valid state contractor's license and is in good standing with the
Contractors State License Board. References indicated that this contractor has performed
satisfactory work. The bid was reviewed for accuracy and conformance to the contract
documents.
The project construction award to STL Landscape, Inc., is not to exceed the construction budget
of $514,272, including contingency. In addition to the scope of work in the base bid, the City
plans to add more landscaping, irrigation, trees, clearing, and mulch, and may add other desired
work via contract change order up to the construction budget. The additional work would add to
the beautification of this travel corridor.
Approximately $103,981 of the remaining budget will be used for construction management,
landscaping and irrigation inspection services, labor compliance services, railroad administrative
costs, Castaic Lake Water Agency water connection fees, Newhall County Water District meter
construction fees, and miscellaneous project administration costs necessary to complete the
project.

While the City maintains a "Support of Local Businesses" policy that can be utilized by the City
Council when warranted, the City is governed by the State Public Contract Code with regard 'to
public works project procurement. In these types of procurement, the Public Contract Code does
not permit a City to utilize a "Support of Local Businesses" policy and instead requires the
contract be awarded to the "lowest responsible bidder." As confirmed by the City Attorney's
Office, this direction precludes the City from applying any superseding criteria for award except
in the case of a tie. Thus, in the awarding of Public Works contracts, the City is not permitted to
award to the second lowest bidder just because they are local as the State Public Contract Code
does not allow the City to recognize them as the "lowest" responsible bidder.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $562,087 were previously appropriated. The requested appropriation will
increase the combined budgets for a grand total of $712,087 as follows:

To date, $93,834 has been spent for railroad processing, City staff project costs, design costs, -and
other project management costs.The previous appropriation, along with the requested
appropriation, will adequately provide for anticipated project costs.
