SAFE ROUTES TO SCHOOL INFRASTRUCTURE, PROJECT
T0031 - PROJECT ACCEPTANCE

RECOMMENDED ACTION
1. City Council accept the completion of the Safe Routes to School Infrastructure,
Project T0031.
2. Direct the City Clerk to file the attached Notice of Completion.
Direct staff to release the 10 percent retention balance 35 days after the Notice of Completion
is recorded, provided no stop notices have been filed, as provided by law.
BACKGROUND
On May 10, 2011, City Council awarded a contract to construct the Safe Routes to School
Infrastructure, Project T0031, to R.C. Becker & Son, Inc. Construction began on June 8, 2011.
The project consisted of the construction of physical improvements at crossings near Old
Orchard Elementary School, Leona Cox Elementary School, and Rio Vista Elementary School.
The goal of the project was to enhance student safety by constructing physical improvements that
will reduce the speed of vehicles near school grounds and increase the visibility of school
crossings.
Work under this project included restriping crosswalks, replacing existing school signs with
oversized more visible fluorescent yellow -green signs, construction, of access curb ramps,
sidewalk improvements, school driveway widening, and constructing bulb -outs at selected school
crossings. Bulb -outs are traffic -calming measures that narrow the street by widening the
sidewalk, thereby reducing traffic speeds and shortening the crossing distance.
The construction contract was completed within budget to the satisfaction of the City Engineer
on August 31, 2011.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
The state's Safe Routes to School (SR2S) Program and Gas Tax funded this project. Adequate
funds were appropriated in expenditure Accounts T0031230-5161.001 and T0031259-5161.001.
The project's budget adequately provided for all project costs, including construction
management, inspection, and administration. The final contract cost for R.C. Becker & Son, Inc.,
is $461,552, which is within the original City Council authorized contract spending authority of
$462,057.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
1. The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as Safe Routes to School
Infrastructure, Project T0031.
The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196.
The general locations of said public improvements are streets adjacent to Old Orchard Elementary
School, Leona Cox Elementary School, and Rio Vista Elementary School.
4. On May 10, 2011, a contract to construct said public improvement was awarded to R.C. Becker & Son,
Inc., 28355 Kelly Johnson Parkway, Santa Clarita, California 91355.
Work under said contract was completed on August 31, 2011, to the satisfaction of the City Engineer,
and was accepted by the City on October 11, 2011.
