SAFE ROUTES TO SCHOOL INFRASTRUCTURE, PROJECT
T0031 - APPROVE PLANS AND SPECIFICATIONS AND
AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
1. City Council approve the plans and specifications for the Safe Routes to School
Infrastructure, Project T0031.
2. Award -the construction contract to R.C. Becker & Son, Inc., in the amount of $412,057, plus
a contingency in the amount of $50,000, for a total contract amount not to exceed $462,057.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Safe Routes to School Infrastructure project consists of the construction of physical
improvements at crossings near Leona Cox Elementary School, Rio Vista Elementary School,
and Old Orchard Elementary School. The project will enhance students' safety by reducing the
speed of vehicles near school grounds and increasing the visibility of school crossings. The
improvements will also allow students to safely walk and bike to school. This project received
support from the selected schools and school districts.
Work under this project includes restriping crosswalks, replacing existing school signage with
oversized and more visible signs,. sidewalk improvements, constructing access ramps, and
constructing bulb -outs at selected school crossings. Bulb -outs are traffic -calming features that

narrow the street by widening the sidewalk at crossings, thereby reducing traffic speeds and
shortening the crossing distance for pedestrians.
This is the City's fourth round of improvements, having completed similar projects at -nine other
school locations throughout the City.
This project is funded under the state's Safe Routes to School grant in the amount of $507,000.
On November 4, 2009, the City received authorization from the California Department of
Transportation to proceed with design and construction.
The City issued a Notice Inviting Bids on March 20, 2011. On April 19, 2011, the City's
Purchasing Division received the following bids for the project:

The lowest responsive bid was submitted by R.C. Becker & Son, Inc., in the amount of
$412,057.20. Staff recommends the project be awarded to R.C. Becker & Son, Inc. The
contractor possesses a valid state contractor's license and is in good standing with the Contractors
State License Board. The contractor's bid has been reviewed for accuracy and conformance to the
contract documents and was found to be complete.
Adequate funds have been budgeted to provide for labor compliance services, staff oversight,
construction engineering, survey, quality assurance inspection, and miscellaneous project
adminstration costs
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Adequate grant funds and Gas Tax funds are available and appropriated in Expenditure Accounts
T0031259-5161.001 and T0031230-5161.001 for this project.
