City Council award a contract to ABM Company for janitorial services at the Santa Clarita Sports Complex in the amount of $130,200, subject to the right of the City Manager to modify the award in the event issues of impossibility of performance arise. 2. Execute up to two (2) annual renewal options not to exceed $130,200 each, plus Consumer Price Index (CPI) adjustments, contingent upon the appropriation of funds by the City Council in the annual budget for such FiscalYear. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND In accordance with the City's purchasing policy, the contract for janitorial services at the Santa Clarita Sports Complex was recently bid. Once awarded, a new janitorial contract will provide for routine cleaning services for up to seven days per week, with one day porter working at both the Gymnasium and Activities Center for additional services as required. The City of Santa Clarita published bids for janitorial services at the Santa Clarita Sports Complex on April 20 and 22, 2011. A mandatory walk-through of the site was conducted on April 29, with ten vendors in attendance. The bid opening was held on May 25, with the four vendors submitting bids: LA-fiWyke Company Bid Amount Come Land Maintenance Company of Los Angeles, CA $101,661.24 ABM Company of Irvine, CA $120,132.00 Lee's Maintenance Services of Van Nuys, CA $175,008.84 Bell Building Maintenance of Sherman Oaks, CA $210,780.00 After a review of the bid submittals, all four bidders were found to be responsive. During the month of July, City staff completed the research necessary to determine the best qualified responsive bidder. Janitorial contracts are awarded on a multiple criteria basis, and not based solely on low bid. The criteria evaluated for this bid include cost, references and site inspections, estimated number of work hours needed, demonstration of ability to perform, and letters of recommendation. After completing research and site inspections on .July 20, ABM Company was found to be in compliance with the conditions and terms of the janitorial contract and had the highest point total in the multiple criteria list. Staff recommends that ABM Company be awarded the janitorial services contract for the Santa Clarita Sports Complex for the total amount not to exceed $130,200. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Funding for this contract in the amount of $130,200 is available for Fiscal Year 2011-12, in expenditure account 15203-5161.001.
