CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 6 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: April 26, 2011 SOLEDAD CANYON ROAD MEDIAN LANDSCAPE REFURBISHMENT, PROJECT B4006 - AWARD CONSTRUCTION CONTRACT Public Works RECOMMENDED ACTION City Council approve the plans and specifications for the Soledad Canyon Road Median Landscape Refurbishment, Project B4006, award the construction contract to America West Landscape in the amount of $931,114, and authorize a contingency in the amount of $139,667, for a total contract amount not to exceed $1,070,781. 2. Authorize an increased expenditure in the amount of $45,000 to the existing professional. services contract with Pacific Coast Land Design for landscape architect design and support services during construction. 3. Authorize an expenditure in the amount of $15,000 to Santa Clarita Water, a division of Castaic Lake Water Agency, for meter services for the irrigation system. 4. Appropriate $507,272 from Landscape Maintenance District Fund Balance 357 to Expenditure Account B4006357-5161.001. 5. Transfer $80,000 from Account B4006357-5161.001 Soledad Canyon Road Median Landscape Refurbishment to Account B4007357-5161.001 Bouquet Canyon Road Median Landscape Refurbishment design (Plum Canyon to Urbandale). 6. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. A r--% PPROVED BACKGROUND Located on Soledad Canyon Road from Shadow Pines to Luther Drive, this median refurbishment project will improve water management practices, beautify 4.5 miles of median landscape, and make preparations to use recycled water when it becomes available in approximately three to five years. The major median landscape refurbishment project is also part of the City's adopted Capital Improvement Program. These medians were chosen for refurbishment for two reasons: to tie the look and benefits of well-maintained medians located throughout the City to medians on the east side of the City and to replace the old, patchy irrigation system with a new, more efficient irrigation delivery system. These improvements will unify the median landscape and hardscape appearance on major thoroughfares citywide, reduce water use, and improve plant health and survival. This project exemplifies the City's commitment to maintaining the high quality of life enjoyed by Santa Clarita residents. Investing in high-quality landscape projects within the public right-of-way, such as this project, helps maintain higher property values and keeps the City on water management's cutting edge. This project is one facet of an overall program to improve our water management infrastructure while keeping the City's public areas well landscaped. Since 2007, the City's award winning efforts have reduced water use by nearly 15 million gallons. An invitation to bid was prepared and published three times, February 20, February 23, and February 27, 2011, and was noticed on the City's Website. Plans and specifications were also sent to area plan rooms. Eight bids were submitted to the City and opened by Purchasing on March 22, 2011. Coast Construction Encino, CA $1,347,869.20 Staff recommends that the project be awarded to America West Landscape, the lowest responsive bidder, for a total contract amount not to exceed $1,070,781. America West Landscape possesses a valid state contractor's license and is in good standing with the Contractors State License Board. References indicated that this contractor has performed work to their satisfaction. The bid was reviewed for accuracy and conformance to the contract documents. The additional spending authority of $45,000 requested for Pacific Coast Land Design will provide for landscape architect services during construction. The expenditure in the amount of $15,000 for Santa Clarita Water, a division of Castaic Lake Water Agency, is requested to provide meter services for the irrigation system. a Approximately $215,000 of the remaining budget will be used for construction management, landscaping and irrigation inspection services, labor compliance services, and miscellaneous project adminstration costs necessary to complete the project. The $80,000 transfer into the account for the Bouquet Canyon Road Median Landscape Refurbishment project will provide funding for the design. The funds for this project are from Landscape Maintenance District 1, Zone 2008-1 (Major Median Thoroughfares) and may only be used on landscaped medians on the City's major thoroughfares. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Funds in the amount of $1,000,000 were previously appropriated from Landscape Maintenance District (LMD) Fund Balance 357 to Expenditure Account B4006357-5161.001 for this project. The recommended action of appropriating $507,272 from LMD Fund 357, and subsequent transfer of $80,000 to Account B4007357-5161.001, will provide for a total Soledad Canyon Road Median Landscape project budget of $1,427,272 in Expenditure Account B4006357- 5161.001, and an $80,000 design budget for the Bouquet Canyon Road Median in Expenditure Account B4007357-5161.001.
