City Council accept the completion of the Photovoltaic System and Shade Structure for the Santa Clarita Transit Maintenance Facility, Project F1016. 2. Direct the City Clerk to file the attached Notice of Completion. 3. Direct staff to release the remaining retention 35 days after the Notice of Completion is recorded, provided no stop notices have been filed, as provided by law. BACKGROUND On June 22, 2010, the City Council awarded the design -build contract to Stronghold Engineering, Inc., for the Photovoltaic (PV) System and Shade Structure for the Santa Clarita Transit Maintenance Facility (TMF). Construction of the system began on November 1, 2010, and was completed to the satisfaction of the City Engineer on August 25, 2011. The project consisted of PV modules installed on top of three canopies that generate electricity while providing shade for the City's transit fleet. Additional PV modules were installed on top of the TMF's bus wash building. The energy production for the system is monitored and accessible 24 hours a day by the Deck Monitoring system, via an internet-based website. Stronghold Engineering, Inc., will also maintain the existing and new PV system for three years after City Council acceptance of the system. nA FPU9 00YED The estimated energy production for this system is 979,145 kilowatt hours (kWh) per year. This energy will no longer need to be purchased from Southern California Edison, saving the City approximately $137,000 a year in electrical bills. With the addition of this system, the estimated total energy production at the TMF site will be 1,154,145 kWh per year. This project was fully funded through the Federal Transit Administration through the American Recovery and Reinvestment Act (ARRA), Transit Investments for Greenhouse Gas and Energy Reduction JIGGER) grant program. Additionally, on April 7, 2011, the City received confirmation from Southern California Edison for their program. The program provides a financial incentive for new, self -generation equipment installed to meet a portion of the electric energy needs of a facility. Southern California Edison approved the City's application and reserved a total of $930,188 for reimbursement over a five-year period for this project. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Adequate ARRA funds were appropriated in expenditure Account F 1016700-5161.001 for this project. The project's budget adequately provided for all project costs, including design, construction management, inspection, maintenance, and administration. The final contract cost for Stronghold Engineering, Inc., is $4,339,178, which is within the original City Council authorized contract spending authority of $4,385,955 approved at the City Council meeting on June 22, 2010. The City's address is 23920 Valencia Boulevard, Suite 300, Santa Clarita, California 91355-2196. The general location of said public improvements is 28250 Constellation Road, Santa Clarita, California 91355. 4. On June 22, 2010, a contract to construct said public improvement was awarded to Stronghold Engineering, Inc., 2000 Market Street, Riverside, California 92501. 5. Work under said contract was completed on August 25, 2011, to the satisfaction of the City Engineer, and was accepted by the City on September 27, 2011. Sarah P.
