- APPROVE PLANS AND SPECIFICATIONS AND AWARD
CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council approve the plans and specifications for Valencia Meadows Pool Renovation,
Project M0080.
2. Award the construction contract to California Commercial Pools, Inc., in the amount of
$107,000, include add -alternates 1-2 in the amount of $61,200, and authorize a 10 -percent
contingency in the amount of $16,820 for a total contract value of $185,020.
3. Appropriate $87,298 from Fund 305 Fund Balance to Expenditure Account
M0080305-5161.001.
4. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.
BACKGROUND
The Valencia Meadows Pool was built in 1969, and the facility has seen several renovations over
the years. The last renovation in 2006, when the filter system was replaced, was part of an
ongoing preventive maintenance program.
Valencia Meadows Pool has had an issue with water seepage, which has worsened over the
years. This renovation project was intended to address the water leakage by replacing the
original circulation plumbing, both under the pool deck and in the bottom of the pool, and

replacing the pool skimmers. During the design phase of the renovation project, it was
determined -that the pool plaster is near the end of its useful life, and the black algae present is
causing the existing plaster to deteriorate rapidly.
The project was advertised for bid to include the base bid of the plumbing repair, the replacement
of the related pool decking in the area of the plumbing repair, and patching the plaster in the area
of the plumbing repair, with additive alternative bid items for two additional items of work
identified through the design process. The additive alternate bid items included a pool pump and
replastering of the entire pool.
On .lune 9, 2011, the following bids were received by the Purchasing Division:

John Burgeson Contractors, Inc. - Canyon Country, CA $128,824.00
The apparent low bidder, Waterworks Industries, Inc.,- informed staff in writing that, due to a
clerical error in their bid package, they 'needed to withdraw their bid. Their bid was withdrawn
on July 13, 2011. The second low bidder, California Commercial Pools, Inc., will honor their
bid.
The additive alternate bid items include replacement of the pool pump at a cost of $6,200 and
replastering of the entire pool at a cost of $55,000.
There is currently $103,010 available in the project budget, but this amount is not sufficient to
pay for the additive alternates. There are funds available in Fund 305, Park Dedication Fund
Balance to assist with the project. The requested appropriation will provide sufficient funding
for the entire project, including the additive alternates.
ALTERNATIVE ACTIONS
Other action as approved by City Council.
FISCAL IMPACT
Funding for this project has been budgeted for $103,010, and is available in Account
M0080305-5161.001. Upon approval of this item, the total amount of $190,308 will be available
in account M0080305-5161.001 Fiscal Year 2011-12.
