City Council:
1. Conduct the public hearing.
2. Adopt a resolution establishing a schedule of fees and charges for City services.
BACKGROUND
In 1990, the City Council directed staff to prepare a study, identifying the full cost of providing
services. The result of this effort was the adoption of City Council policy establishing
cost -recovery standards, adoption of the City's first full -cost based fee schedule, and an ongoing
mechanism to assess the cost of City services and to adjust fees accordingly.
Propositions 4 and 13 establish the "costs reasonably borne" philosophy. The philosophy
necessitates the determination of the full business cost of each City -provided service, the
identification of the beneficiary of each service, and the evaluation of services to determine an
appropriate level of cost recovery for each. "Costs reasonably borne" implies a direct
relationship between payment of fees and charges and receipts of services. The'direct fee/service
and tax equity relationship does not exist when tax monies are used to subsidize services
received by only a small portion of the taxpaying public, or by non-residents.
Every five years, the City examines the costs associated with providing services to the public.
During Fiscal Year 2008-09, staff worked in conjunction with an independent third party to
conduct a time -motion study and create a cost allocation plan to determine the most accurate cost

of providing services to the public. All City departments participated in the study to determine
the amount of time the employee is involved in each City service. Beginning with Fiscal Year
2009-10, all of the proposed fees are based on the costs determined by this study.
Proposed Fees and Charges for Fiscal Year 2012-2013
For Fiscal Year 2012-13, in order to stay current with the costs of providing City services as
determined by the study, staff recommends Citywide fees and charges, including fees for
Development, Parks, Recreation, and Community Services, Facility Rentals, and Administrative
Services be increased by the December year-end Consumer Price Index (CPI) - all urban
consumers for the Los Angeles, Riverside, and Orange County area. That percent increase, as
reported by the United States Department of Labor, is 2.2 percent. Certain recreation fees are
market-driven and have been adjusted accordingly or remain unchanged. Aquatic fees have the
effective date of January 1, 2013, development related fees will go into effect September 1, 2012,
and all other fees will go into effect July 1, 2012.
Business Licenses
The City has contracted with Los Angeles County to collect Business License Permit revenue on
the City's behalf. Permit revenues are collected from business license program users within the
City's jurisdiction. Fees are based on the original 1994 fee structure that was adopted by the City
Ordinance No. 94-10.
At the City Council meeting of July 13, 2010, the Council adopted Ordinance No. 10-7 adopting
by reference Title 7 of the Los Angeles County Code pertaining to business license regulations,
and Resolution No. 10-64 establishing a schedule of business license fees for City services, with
Council direction to incrementally phase in the County's business license fee structure over a
period of three years. At the Council meeting of May 24, 2011, Council approved the second
year of the three-year incremental fee adjustment. Based on Resolution No. 10-64, staff is hereby
requesting the third year of the three-year business license fee adjustment plan for Fiscal Year
2012-2013, effectively establishing a business license fee structure consistent with the County's.
Parking Violations
Beginning with Fiscal Year 2004-05, fees related to parking citations were reviewed in an effort
to provide consistency and mirror the Los Angeles County bail fee schedule. For Fiscal Year
2012-2013, staff recommends no change in the fees.
Development Fees
The Building Industry Association (BIA) was directly contacted regarding the proposed
development -related fees and industrial -waste fees. The California Government Code section
66017(a) requires a development -related fee to be effective no sooner than 60 days following
adoption of the fee, charge, or increase. The City historically has allowed for a 90 -day waiting
period between fee adoption and implementation; therefore, development related fees will have
an effective date of September 1, 2012.

FISCAL IMPACT
It is estimated that if adopted and implemented, the proposed schedule of fees and charges for
services will result in additional annual revenue to the General Fund of approximately $179,000.
Revenues will be reviewed at midyear, and any appropriate adjustments will be recommended at
that time.

RESOLUTION NO. 12-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, ESTABLISHING A SCHEDULE
OF FEES AND CHARGES FOR CITY SERVICES
WHEREAS, the City of Santa Clarita has conducted an extensive and exhaustive analysis
of its services, the costs reasonably home of providing those services, the beneficiaries of those
services, and the revenues produced by those paying fees and charges for special services; and
WHEREAS, the City wishes to comply with the letter and the spirit of Article XIIIB of
the California Constitution and limit the growth of taxes; and
WHEREAS, the City desires to establish a policy of recovering the full costs reasonably
bome of providing special services of a voluntary and limited nature, such that general taxes are
not diverted from general services of a broad nature and thereby utilized to subsidize unfairly and
inequitable such special services; and
WHEREAS, heretofore the City Council adopted Ordinance 90-17 on the 10th day of
July 1990, establishing its policy as to the recovery of costs and more particularly the percentage
of costs reasonably borne to be recovered from users of City services and directing staff as to the
methodology for implementing said Ordinance as codified in Chapter 3.32 of the Santa Clarita
Municipal Code; and
WHEREAS, pursuant to Government Code Section 66016, the specific fees to be charged
for services must be adopted by the City Council by Ordinance or Resolution, after providing
notice and holding a public hearing; and
WHEREAS, notice of public hearing has been provided per Government Code
Section 6062a, oral and written presentations made and received, and the required public hearing
held; and
WHEREAS, a schedule of City service fees and charges to be paid by those requesting
such special services need to be adopted so that the City might carry into effect its policies; and
WHEREAS, it is the intention of the City Council to develop a revised schedule of fees
and charges based on the City budgeted and projected costs reasonably borne for the fiscal year
beginning, July 1, 2012; and
WHEREAS, pursuant to the California Government Code Section 6062a, a general
explanation of the hereinafter contained schedule of fees and charges has been published as
required; and

WHEREAS, all requirements of California Government Code Sections 66016-66018 are
hereby found to have been complied with; and
WHEREAS, the State of California Legislature has imposed certain State surcharges on
parking violations, including an additional four dollars and 50 cents ($4.50) for courthouse
construction through the passage of SB 1407, effective January 1, 2009; and
WHEREAS, it is equitable that this new surcharge, and any future federal, state, or
county surcharges on parking citations be added to the total fee, as reflected in attached
Exhibit C, so that the City remains revenue neutral; and
WHEREAS, heretofore the City Council adopted Ordinance 07-11 on the 11th day of
December 2007, establishing a fee for lobbyist registration as to the recovery of costs and more
particularly the percentage of costs reasonably borne to be recovered from users of this City
service and directing staff as to the methodology for implementing said Ordinance as codified in
Chapter 7.03 of the Santa Clarita Municipal Code; and
WHEREAS, the annual lobbyist registration fee, which covers the cost of registration,
processing, and record keeping by the office of the City Clerk, shall be $127 effective
July 1, 2012; and
WHEREAS, the fee for purposes of amending a lobbyist registration, which may include,
but is not limited to, change in the legislative or administrative action for which the lobbyist has
been engaged, addition of a client by a lobbyist, termination of a client represented by a lobbyist,
or other information change relative to the registration on file with the City, shall be $27
effective July 1, 2012.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. Fee Schedule Adoption. The following schedule of fees and charges, as
outlined in Exhibit A, B, C, and D, are hereby directed to be computed by and applied by the
various City departments and to be collected by the City's Administrative Services Department
for the herein listed special services when provided by the City or its designated contractors.
SECTION 2. Separate Fee for Each Process. All fees set by this Resolution are for each
identified process; additional fees shall be required for each additional process or service that is
requested or required. Where fees are indicated on a per-unit of measurement basis, the fee is for
each identified unit or portion thereof within the indicated ranges of such units.
A. Added Fees and Refunds. Where additional fees need to be charged and collected
for completed staff work, or where a refund of excess deposited monies is due,
and where such charge or refund is ten dollars ($10) or less, a charge or refund
need not be made, pursuant to California Government Code Sections 29373.1 and
29375.1 and amendments thereto.

B. Defining and Timing of Fee Schedule. Definitions regarding and the timing of the
implementation of the hereinafter enumerated fee schedules shall be as stipulated
in Chapter 3.32 of the Santa Clarita Municipal Code.
SECTION 3. New Fees. Any fees for new services established throughout the year shall
be incorporated into the City's fee structure and collected with recovery percent consistent with
similar services.
SECTION 4. Interpretations. This Resolution may be interpreted by the several City
Department Heads in consultation with the City Manager, and should there be a conflict between
two fees, then the lower in dollar amount of the two shall be applied.
A. Intent. It is the intention of the City Council to review the fees and charges as
determined and set out herein, based on the City's next Annual Budget and all of
the City's costs reasonably bome as established at that time, and if warranted, to
revise such fees and charges based thereon.
SECTION 5. Constitutionality. If any portion of this Resolution is declared invalid or
unconstitutional, then it is the intention of the City Council to have passed the entire Resolution
and all its component parts, and all other sections of this Resolution shall remain in full force and
effect.
SECTION 6. Repealer. All resolutions and other actions of the City Council in conflict
with the contents of this Resolution are hereby repealed.
SECTION 7. Effective Date. This Resolution shall go into full force and effect
immediately but shall be subject to the terms and conditions of Chapter 3.32 of the Santa Clarita
Municipal Code. Development related fees will go into effect September 1, 2012 and Aquatic
fees go into effect January 1, 2013, while all other fees will go into effect on July 1, 2012.

NOTICE OF PUBLIC HEARING
A Public Hearing will be held by the City Council of the City of Santa Clarita to consider
annual adjustment to fees and amendments to the fee schedule in the City Hall Council
Chamber, 23920 Valencia Boulevard, lst Floor, on the 22nd day of May, 2012, at or after
6:00 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter at
that time. Further information may be obtained by contacting Clint Osorio, Financial
Analyst, 661-286-4069, Santa Clarita City Hall, 23920 Valencia Boulevard, Suite #295,
Santa Clarita, California.
