Authorize the City Manager or designee to execute renewals in accordance with the term of the contract, subject to City Attorney approval. BACKGROUND The City of Santa Clarita's (City) Used Oil and Household Hazardous Waste (HHW) Door -To -Door Collection program began in 1995 as a partnership with Curbside Inc. In Fiscal Year 2010-11, the company's name changed to WM Curbside, LLC. The program was offered as a free service to City residents as a safe and convenient means to properly dispose of used motor oil and HHW materials such as paint, car batteries, and other common household chemicals. Other than the Door -To -Door Collection program, residents have only two options to properly dispose of most of their HHW items all at once. Residents can either transport their materials to a permitted collection facility in Sun Valley or the Antelope Valley or wait for the annual Los Angeles County one -day collection event in Santa Clarita. The current Door -To -Door Collection program continues to be the most convenient and successful option in the following ways: • Provides a disposal option to discourage residents from stock piling chemicals in their homes between annual one -day collection events; • Provides a pickup service for residents unable to transport their HHW (such as seniors and the infirm); and • Allows residents to schedule their disposal time rather than waiting to take it to a collection facility with limited hours. ED During Fiscal Year 2010-11, the City's Door -To -Door contractor collected over 16,187 pounds of HHW from 360 households within the City. It is important the City continue to offer safe and convenient outlets to residents to avoid potentially expensive clean-up costs of illegally disposed HHW and to protect the environment. The Request for Proposal (RFP) was advertised on February 26, 2012. Notifications were sent to 18 vendors, and 15 requests for proposal packages were downloaded from the City's website. On April 3, 2012, proposals were received from two hazardous materials collection firms: COMPANY LOCATION Environmental Logistics Inc. Bloomington, CA WM Curbside, LLC Anaheim, CA Staff reviewed and evaluated the proposals using the criteria outlined in the RFP. WM Curbside, LLC, received the higher score and costs less in most categories. Therefore, staff recommends WM Curbside, LLC, be awarded the contract for the Door -To Door Collection program. This contractor has performed this service for the City of Santa Clarita since 1995, under the name of Curbside Inc., and continues to provide similar collection services for other cities in California and throughout the United States. References indicate high marks for their collection performance, billing procedures, advertising efforts, and overall satisfaction of their customers. WM Curbside, LLC, has a large pool of experienced staff to provide the services. Their proposal costs and rates per stop for the various collection types are as follows: General Household Hazardous Waste $120.00 Antifreeze, Batteries (car and household), Oil, and Paint $ 85.00 Used Motor Oil and Filters $ 75.00 Universal Waste (fluorescent bulbs, mercury switches, etc.) $115.00 The term of the agreement will be for two years, and costs and rates in the proposal are valid for five years. The contract allows staff the option of extending the agreement for up to three additional years. Contract extensions will be evaluated based on the status of the two program funding sources, Storm Water Utility Fee and Used Oil and Filter Recycling Grant (provided by the California Department of Resources Recycling and Recovery). ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The Used Motor Oil Block Grant (Fund 100) and Stormwater Utility Fund (Fund 356) contribute to the entire cost of this program. $16,000 is budgeted from the Used Motor Oil Block Grant (Expenditure Account 14607-5161.001), and $44,000 is budgeted from the Storm Water Utility Fund (Expenditure Account 14600-5161.007) in the proposed Fiscal Year 2012-13 budget for a total of $60,000.
