SUBJECT: RESOLUTION AUTHORIZING THE CITY TO ACCEPT THE
BEVERAGE CONTAINER GRANT, AUTHORIZE THE
PURCHASE OF BIGBELLY RECYCLING UNITS AND
APPROPRIATE GRANT FUNDS

RECOMMENDED ACTION
1. City Council adopt resolution authorizing the acceptance of a Beverage Container Grant in
the amount of $120,000 from the Department of Resources Recycling and Recovery and
authorize the purchase of BigBelly recycling units using designated grant funds.
2. Increase revenues in Beverage Container Grant account 259-4471.007 by $120,000, and
appropriate $120,000 to expenditure account 14609-5161.001.
3. Authorize the City Manager or designee to execute all contracts and associated documents
upon the appropriation of funds by the City Council in the annual budget for such fiscal year,
and execute all documents subject to City Attorney approval.
BACKGROUND
In April, the City applied for a competitive grant through the Department of Resources Recycling
and Recovery (CalRecycle) to fund an innovative recycling program. This recycling and
educational program aims to motivate and prompt residents to increase recycling by installing 30
solar compactor recycling systems (paired with existing or new trash receptacles) along streets,
parks, pedestrian paseos, and trail systems. The units are powered without batteries and use solar
technology, making them more efficient and providing an attractive container for residents to
dispose of recyclable materials. Only one solar compactor with this intelligent waste and
recycling collection system is on the market.

The recycling units would be deployed in City parks, as well as pedestrian walkways and other
City facilities. Specifically, the awarded funds will be used to secure 30 BigBelly solar systems,
implement new monitoring technology, and launch an educational campaign.
The City has identified the following goals for this project:
1. Increase the capture of beverage containers in public areas by minimizing scavenging and
providing additional opportunities for residents to recycle conveniently.
2. Create awareness to the residential and business communities about their recycling options.
3. Decrease fuel consumption and greenhouse gas emissions.
4. Reduce overall energy and man-hour costs for waste collection while maintaining the same
level of service to the community.
5. Showcase Santa Clarita's commitment to sustainable and innovative ventures, demonstrating
the same behavior to local schools and enterprises, government, and the community at -large.
The City recognizes the need to continually enhance recycling in public areas. Providing better
access is a key step in the process. The proposed partnership with BigBelly and the City will help
residents recycle their beverage containers faster and easier by being accessible and user-friendly.
The City has proposed a clean technology that will improve recycling and decrease litter to help
the City become more environmentally sustainable. Servicing existing recycling containers is
expensive and requires a significant amount of energy and fuel. The solar panels power an
internal wireless system which sends information over the internet so staff knows exactly when a
unit is ready to be emptied and provides power for compacting the recyclables. This technology
reduces unnecessary pickups and carbon dioxide emissions while saving money on fuel.
Additionally, the BigBelly system will help eliminate overflowing bins and decrease litter. The
compactor's enclosed design will reduce animal infestations and scavenging. The City estimates
the number of beverage containers recycled with this project to be 39,000 containers on an
annual basis. This is a conservative estimate based on collecting approximately 25 containers in
each of the 30 BigBelly units weekly during a period of a year.
The City has been approved for a sole -source procurement by the State of California because the
BigBelly units are unique to the nature of the grant. The recycling container specifications are
unique and no other vendor provides the exact specifications needed to meet the goal of the
grant.

FISCAL IMPACT
The total cost of the program is $120,000 to be offset completely with CalRecycle grant funds.
The Beverage Container Grant account 259-4471.007 will increase by $120,000, and funds
totaling $120,000 will be appropriated in expenditure account 14609-5161.001.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF A
BEVERAGE CONTAINER GRANT AND AUTHORIZING THE PURCHASE OF BIGBELLY
RECYCLING UNITS, USING DESIGNATED GRANT FUNDS, FROM THE DEPARTMENT
OF RESOURCES RECYCLING AND RECOVERY AWARDED TO THE CITY OF SANTA
CLARITA
WHEREAS, the Department of Resources Recycling and Recovery (CalRecycle),
has awarded the City of Santa Clarita the Beverage Container Recycling Grant Program in the
amount of $120,000 for implementation of a beverage container collection program utilizing the
unique BigBelly recycling units; and
WHEREAS, CalRecycle's procedures for administering the Beverage Container
Recycling Grant Program require, among other things, an Applicant's governing body to declare
by resolution certain authorizations related to the administration of the Beverage Container
Recycling Grant Program.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. The City of Santa Clarita is authorized to receive the Beverage Container
Recycling Grant Program grant funds; and
SECTION 2. The City Manager, or the authorized designee, is hereby authorized as
Signature Authority to execute all documents necessary to implement and secure payment under
the grant guidelines; and
SECTION 3. This authorization is effective until June 30, 2015.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
