BACKGROUND The State of California Bicycle Transportation Account (BTA) provides state funds for city and county projects to improve safety and convenience for bicycle commuters. Competitive grants are awarded to eligible local agencies by the California Department of Transportation (Caltrans) annually. The City became eligible to apply for BTA grant funding with adoption of the City's BTA Compliance Document at the City Council meeting on November 27, 2007. All bicycle facilities for which funds are requested in a BTA grant application must be included in the BTA Compliance Document. The City recently completed the Industrial Bike Lanes project using BTA grant funding that added bicycle facilities on Avenue Stanford, Avenue Scott, and Vanderbilt Way. In September 2009, the City received a BTA grant for the installation of Class 11 and Class III bicycle facilities. As part of the grant, Class 11 bicycle lanes are proposed on Centre Pointe Parkway and Tourney Road and Class III bicycle routes are proposed on Orchard Village Road and Golden Triangle Road. As Centre Pointe Parkway and Orchard Village Road are currently listed in the City's BTA Compliance Document, no further action is needed to use BTA grant funds for bicycle facilities at those locations. However, as Tourney Road and Golden Triangle Road are not listed in the City's BTA Compliance Document, they must first be added to the document, before BTA funds can be used at these locations. Background information in the BTA Compliance Document, such as demographics and recently completed bicycle facilities, trails, and parks was also updated. Design for the proposed bicycle lanes/routes is complete. No impact is expected for motorists on the roadways where bicycle lanes/routes are being added because the number of vehicle travel lanes will remain the same. Staff conducted public outreach on the proposed bicycle facilities beginning in January 2012, which included creating a project webpage on the City's website, distributing a project letter to nearby residents and property owners, and contacting the local homeowners associations. In addition, Economic Development staff discussed the project with nearby businesses. To date, all feedback on the project has been positive. Upon City Council adoption of the updated BTA Compliance Document, it will be submitted to Caltrans for review and approval. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact by this action. ATTACHMENTS Resolution BTA Compliance Document 2 RESOLUTION 12- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, ADOPTING THE 2012 REVISED BICYCLE TRANSPORTATION ACCOUNT COMPLIANCE DOCUMENT WHEREAS, on November 27, 2007, the Santa Clarita City Council adopted the City of Santa Clarita Bicycle Transportation Account Compliance Document; and WHEREAS, a current Bicycle Transportation Account Compliance Document is required to obtain and utilize California Bicycle Transportation Account funds; and WHEREAS, the City may adopt a revised Bicycle Transportation Account Compliance Document at any time during the year to ensure eligibility for Bicycle Transportation Account funding. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. Approves and adopts the 2012 Revised Bicycle TransportationAccount Compliance Document, SECTION 2. The City Clerk shall certify to the adoption of this Resolution. City Clerk By Deputy City Clerk 3 5 Bicycle Transportation Account Compliance Introduction A key purpose of the Bicycle Transportation Account Compliance Document is to qualify the City of Santa Clarita to apply for ftinding from the Caltrans Bicycle Transportation Account (BTA). The Bicycle Transportation Account is a significant source of funding for bicycle facility construction in the State of California. To become eligible for such fimding, a jurisdiction must adopt a bicycle plan that meets certain BTA requirements. This document has been developed as a companion document to Santa Clarita's Non-Motolized Transportation Plan and is provided for the convenience of Caltrans Staf� to list elements within the Santa Clarita, Non -Motorized Transportation,Plan that comply with the BTA requirements. The document answers the required elements of the BTA. Required Plan elements are summarized in tabular form. This document focuses on bicycle -related elements of the Non -Motorized Transportation Plan. Please refer to the Cityls Non -Motorized Transportation Plan for a complete understanding of how the City will be promoting and supporting all modes of non-mototized transportation.
