City Council approve the plans and specifications for the Class II Bikeway Improvements, Project T1013. 2. Award the construction contract to Stemdahl Enterprises, Inc., in the amount of $178,900 and authorize a contingency in the amount of $17,890, for a total contract amount not to exceed $196,790 from expenditure accounts T1013238-5161.001 and T1013259-5161.001. 3. Authorize the City Manager or designee to execute all contracts and associated documents, or modify the awards in the event issues of impossibility of performance arise, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year, and execute all documents subject to City Attorney approval. BACKGROUND The Class II Bikeway Improvements, Project T1013, will restripe and add signage to Centre Pointe Parkway from Golden Triangle Road to Golden Valley Road, Golden Triangle Road from Centre Pointe Parkway to Rainbow Glen Drive, Orchard Village Road from McBean Parkway to Lyons Avenue, Tourney Road from Valencia Boulevard to Magic Mountain Parkway, and Decoro Drive from Copper Hill Drive to Copperstone Drive to accommodate bikeways. The project will provide a designated path of travel for bicyclists. No vehicle lanes will be removed as part of this project. This project is consistent with the City's adopted Non -Motorized Transportation Plan, making bicycling more convenient and building a comprehensive citywide bicycle network. APPROVED Public outreach for this project was extensive and included sending letters to adjacent businesses and property owners, working with the City's Economic Development division to contact and inform major businesses in the project areas, and developing an informative webpage on the City's website with a feedback mechanism. The project webpage contains background information, funding sources, bicycle facility descriptions, project description, project benefits, and an interactive map. The letters sent to businesses and property owners provided similar information with the addition of construction details. The project is 90 percent grant funded through the Caltrans Bicycle Transportation Account program with the remaining 10 percent funded through a local match using TDA Article 3 funds. An invitation to bid was published three times (September 10, September 13, and September 16, 2012) and was noticed on the City's website. Plans and specifications were also sent to area plan rooms. Three responsive bids were submitted to the City and opened by Purchasing on October 8, 2012. The results are shown below: Company Location Bid Amount Stemdahl Enterprises, Inc. Sun Valley, CA $178,900 Chrisp Company Bloomington, CA $195,415 PCI Long Beach, CA $216,220 Staff recommends the project be awarded to Stemdahl Enterprises, Inc., the lowest responsive bidder. This contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Caltrans Bicycle Transportation Grant funds in the amount of $241,248 are currently budgeted in Expenditure Account T1013259-5161.001 and TDA Article 3 matching funds of $27,222 are currently budgeted in Expenditure Account T1013238-5161.001 and will adequately provide for all anticipated project costs.
