Item to be presented by: Curtis Nay DATE: November 13, 2012 SUBJECT: FY 11-12 BRIDGE PREVENTIVE MAINTENANCE PROGRAM, PROJECT M0087, FEDERAL AID PROJECT BHLS-5450(073) - AWARD CONSTRUCTION CONTRACT DEPARTMENT: Public Works RECOMMENDED ACTION City Council: 1. Approve the plans and specifications for the FY 11-12 Bridge Preventive Maintenance Program, Project M0087, Federal Aid Project BHLS-5450(073). 2. Award the construction contract to Peterson -Chase General Engineering Construction, Inc., in the amount of $154,273, and authorize a contingency in the amount of $23,141, for a total contract amount not to exceed $177,414. 3. Approve the continuance of funds in the amount of $5,047 in Expenditure Account M0087230-5161.001 from Fiscal Year 2011-12 to Fiscal Year 2012-13; approve the continuance of funds in the amount of $200,555 in Expenditure Account M0087229-5161.001 from Fiscal Year 2011-12 to Fiscal Year 2012-13. 4. Authorize the City Manager or designee to execute all contracts and associated documents, or modify the awards in the event issues of impossibility of performance arise, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year, and execute all documents subject to City Attorney approval. BACKGROUND This project will provide preventive maintenance and repair to various bridges in the City, including sealing the bridge decks, patch spalling, and the replacement of expansion joints and sealants on the following: Valencia Boulevard over South Fork Santa Clara River; Garzota Drive over Dry Canyon Channel; Ridgegrove Drive over Haskell Canyon Channel; Benz Road over Bouquet Canyon Channel; and Avenue Scott over San Francisquito Creek. The attached map shows the location of these bridges. An invitation to bid was prepared and published three times, September 19, September 30, and October 6, 2012, and was posted on the City's website. Plans and specifications were also sent to area plan rooms. On October 17, 2012, the City's Purchasing division received the following bids for the project: Company Location Bid Amount Peterson -Chase General Engineering Construction, Inc. Irvine, CA $154,273.00 Truesdell Corporation of California, Inc. Tempe, AZ $188,188.00 Staff recommends the project be awarded to Peterson -Chase General Engineering Construction, Inc., the lowest responsive bidder. This contractor possesses the required State contractor's license and is in good standing with the Contractors State License Board. The contractor's bid was reviewed for accuracy and conformance to the contract documents and found to be complete. The current budget of $36,431 in addition to the requested continuances will create a current year budget of $242,033. Project funds in the amount of $64,619 will provide for labor compliance services, staff oversight, construction engineering, inspection, and project management. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The current budget in addition to the requested continuances from Fiscal Year 2011-12 to Fiscal Year 2012-13 of $5,047 in Gas Tax Funds (230); and $200,555 in Federal Grant Funds (229) to Accounts M0087230-5161.001 and M0087229-5161.001 respectively, will provide for all anticipated project costs.
