AWARD CONTRACT FOR TRASH MAINTENANCE AND
GENERAL CLEANING SERVICES OF BUS STOPS

RECOMMENDED ACTION
City Council:
1. Award a contract to Great Cleaning Service for the trash maintenance and general cleaning
services of bus stops, Bid No. TRA 1-12-23, in the amount of $71,927, and authorize a
contingency of 10% of the award, or $7,193, for a total of $79,120.
2. Authorize the City Manager or designee to execute all contract documents, or modify the
award in the event that issues of impossibility of performance arise, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita has approximately 438 bus stops located within the City limits, of
which 251 are equipped with shelters, benches, and/or trash receptacles. In order to ensure these
City amenities are properly maintained to our high standard, the City contracts with a private
sector firm to visit and clean each City -owned bus stop amenity on a regular basis.
The contract with the City's last provider, Steven R. Rodgers, was terminated due to
impossibilities regarding required insurance.
As a result, the Purchasing Division, in partnership with the Transit Division, issued an Invitation
to Bid for Trash Maintenance and General Cleaning Services of Bus Stops. The notice was
published two times, on February 26, 2012, and March 2, 2012, and notifications were sent to
"RAVED
seven known suppliers on file, as well as the Chamber of Commerce and the Valley Industry
Association (VIA). Additionally, 45 firms downloaded the bid package from the City's website.
As a result, four suppliers submitted a bid opened by Purchasing on February 26, 2012. The
results of the bids follow:

Of the four bids received, Santa Fe Building Maintenance did not include the required
non -collusion affidavit, bid bond, or security form and check. As a result, their bid was
determined to be non-responsive.
Staff recommends that Great Cleaning Service, Inc. be awarded the contract to perform trash
maintenance and general cleaning services of bus stops within the City of Santa Clarita. This
contract is for one year with four successive one-year renewal options to be instituted at the
City's discretion.

FISCAL IMPACT
Funds for this expenditure are available in the proposed 2012-13 budget. No General Fund
dollars will be used for this procurement.
