CARRIZO DRIVE PEDESTRIAN OVER CROSSING
REPLACEMENT, PROJECT M 10 14 - AWARD CONSTRUCTION

RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the Carrizo Drive Pedestrian Over Crossing
Replacement, Project M1014.
2. Reject the nonresponsive bid from Toro Enterprises, Inc.
3. Award the construction contract to C.A. Rasmussen, Inc., in the amount of $401,738 and
authorize a contingency in the amount of $60,261, for a total contract amount not to exceed
$461,999.
4. Authorize the City Manager or designee to execute all contracts and associated documents, or
modify the awards in the event issues of impossibility of performance arise, contingent upon
the appropriation of funds by the City Council in the annual budget for such fiscal year, and
execute all documents subject to City Attorney approval.
BACKGROUND
The City's Landscape Maintenance District is responsible for the maintenance of all pedestrian
bridges connecting the paseo system. This project will replace the existing pedestrian bridge
crossing at Carrizo Drive near the Valencia Valley Elementary School. Due to its deteriorated
condition, the existing timber bridge will be replaced with a new prefabricated steel truss bridge.
The substructure and superstructure require replacement as recommended in Los Angeles
County's bridge inspection report. The project scope will include removal and replacement of the

existing foundation, abutments, and reconstruction of a portion of each of the approaches. As
part of the ongoing effort to inform the local residents of construction activity in their
community, staff has worked with the North Valley Homeowners Association and Valencia
Valley Elementary School to infonn them that the pedestrian bridge crossing at Carrizo Drive
will be replaced.
An invitation to bid was published three times, July 8, July 18, and July 21, 2012, and was
noticed on the City's website. Plans and specifications were also sent to area plan rooms. Three
bids were submitted to the City and opened by Purchasing on August 7. The results of the bids
are shown below:

After review of the bids, City staff with assistance from the City attorney, determined the bid
from the first low bidder, Toro Enterprises, Inc., was non-responsive due to failure by Toro to
sign and return Addendum 1 as required by the bid documents. Addendum 1 changed the time of
completion of the project. Staff recommends that the City Council reject Toro's bid as
non-responsive and award the construction contract to C.A. Rasmussen, Inc., the second -lowest
responsive bidder. C.A. Rasmussen, Inc., possesses a valid state contractor's license and is in
good standing with the Contractors State License Board. The contractor's bid has been reviewed
for accuracy and conformance to the contract documents and found to be complete.
The construction contingency amount requested will cover costs for unforeseen site conditions
such as removal of unsuitable soil and costs associated with removal of the existing bridge
foundation and abutment.
Adequate funds have been appropriated for construction management, survey, geotechnical
inspection, material testing, labor compliance, and project administration costs.
City staff will notify local schools and homeowners associations prior to start of construction.

FISCAL IMPACT
Adequate funds are appropriated in the current fiscal year. The existing budget will fully fund
this project.
