RECOMMENDED ACTION
Mayor Pro Tem Kellar, Councilmember Boydston, and Councilmember Weste make
nominations, and Council make appointments to the Planning Commission, Parks, Recreation
and Community Services Commission, Arts Commission, and Open Space Preservation District
Financial Accountability and Audit Panel (FAAP).
BACKGROUND
At the regular meeting of May 8, 2012, the City Council declared vacancies and directed the City
Clerk to post and publish the Notice of Vacancy for two positions on each of the Planning
Commission, Parks, Recreation and Community Services Commission, Arts Commission, and
the Open Space Preservation District Financial Accountability and Audit Panel, as well as one
unscheduled vacancy on the FAAP due to the resignation of John Dortch.
The deadline for receipt of applications was June 15, 2012, at which time the City Clerk
submitted copies of the applications received to the City Council. At that time, six applications
were received for the Planning Commission (PC); six for the Parks, Recreation and Community
Services Commission (PR&CSC); four for the Arts Commission (AC); and four for the Financial
Accountability and Audit Panel (FAAP). Currently, there is a total of 20 applications for nine
vacancies.

Commission, and Open Space Preservation District Financial Accountability and Audit Panel
will expire July 31, 2016. It is anticipated each newly appointed member will be seated at the
first meeting of their respective body.

NOTICE OF VACANCY
NOTICE IS HEREBY GIVEN that the City of Santa Clarita and the Redevelopment Agency of the
City of Santa Clarita encourage residents to apply for a position to participate in local government as
a result of various upcoming vacancies.
Positions are available on the Planning Commission, Parks, Recreation and Community Services
Commission, Arts Commission, and the Open Space Preservation District Financial Accountability
and Audit Panel (FAAP). Three terms of office on each Commission/Panel expire on July 31, 2010;
the new terns will expire on July 31, 2014.
Positions are also available on the Newhall Redevelopment Committee. Six terms of office will
expire in January 2011; the new terms will expire January 2015.
Applicants must be 18 years or older and must maintain their principal residence in the City of Santa
Clarita during their term of office. Residents may obtain applications or further information from the
City Clerk's Office orby calling 661-255-4391. Applications are also available on the City's website
at All applicants must also submit three letters of recommendation with their
application. The deadline for submitting an application and letters to the City Clerk's Office is
5 p.m., Friday, June 18, 2010.

Reasons for wanting to serve on the commission
One of the great things about the city of Santa Clarita is that although we are soon to be the third largest
city in Los Angeles County, our community has a small town feel to it. As a member of the commission,
my goal would be to consider all projects with that balance in mind, so that growth and preservation go
hand-in-hand.
Qualifications or Experience
I have previously served on several non-profit boards and my Homeowner's Association Board. I'm
current a member of the Canyon Country Advisory Committee, so I have a strong sense of the wants and
needs of residents on the east side of the valley. Through my legal training and background, as well as
my experience in city government, I would be a very good fit on a well-rounded commission.

opposition to the Soledad Canyon Sand and Gravel Mine in 1999.
Mr. Cruz has excellent communication skills, is extremely organized, reliable and is very
personable. He works well independently and as part of a team and is able to follow
through to ensure that the job gets done. His background with the City of Los Angeles
Legal Department provides him with a platform to make informed decisions on the
important land -use issues that the Planning Commission faces.
As a long-time resident of Santa Clarita, Mr. Cruz is extremely committed to serving the
community and concerned regarding the growth and development of the City of Santa

Michael Cruz for a commission position with the City of Santa Clarita.
1 came to know Mr. Cruz over the years as an intensely involved citizen who strives to
make a positive impact on his community. This is evidenced by his runs for Santa Clarita
City Council in 2006 and Newhall County Water District Board of Directors in 2009. As
a married man for 17 years with two children entering their teenage years, his devotion to
community stems from his devotion to family. Just like you, Michael wants to maintain
Santa Clarita's safe and healthy family environment.
Having been raised in Santa Clarita myself and now pursuing a Juris Doctorate, I know
what that type of environment entails: a conunitrnent to abating gang activity, providing
safe activities for youths, and guiding Santa Clarita's growth in a way that reduces
harmful air quality and long commute times, which keep parents separated from their
children.
Michael's public and private career further these worthy goals. As a legal professional
with the Los Angeles City Attorney Office's Safe Neighborhoods and Gang Division for
more than 10 years, he executes the process of ridding gang members and narcotics users
ofsafehouses.
His current and previous service on the Sienna Ridge Homeowner's Association, SCV
Jaycees board, Community Hiking Club board, and Canyon Country Advisory
Committee gives him the required foresight and creativity to help plan for a safe and
healthy environment for local children.
He has also been a longtime advocate of public transportation and irmovative urban
planning strategies that promote safer air quality levels and counter traffic congestion.
Given these qualities, Michael Cruz would be a valuable asset to the citizens of Santa
Clarita in any capacity in which lie serves.

I have been a resident of the Santa Clarita for over 26 years. I have the desire to
serve the residents of the City of Santa Clarita because I feel a sense of duty to
help the community that has given me so much as a young citizen (before the
City was incorporated) and now as an adult citizen. I believe my degrees in civil
& environmental engineering and project planning & management coupled with
two master's degree in business administration and executive management have
prepared me to be able to work with fellow commissioners to make sound
recommendations to the Santa Clarita City Council with respect to specific plans,
regulations or amendments. I would like to apply and share my professional
knowledge and experience in working in the areas of public works, planning,
housing, transportation and economic development as a City of Santa Clarita
Planning Commissioner. I, also, would demonstrate and apply 15 years of
experience in managing and overseeing budgets from $500,000 to $95 million.in
both private and public sectors and dealing with projects and funding at Local,
State and Federal levels.
If selected, I will honor the responsibility to hold public hearings on proposed
zoning; hear and decide applications for conditional uses or other permits; hear
and decide applications for exceptions or variances; consider tentative maps of
proposed subdivisions; and have and exercise all of the powers, duties, rights,
privileges and authorities of a City Planning Commission, as provided for by the

Reasons for wanting to serve
As a 47 year resident of the Santa Clarita Valley, I have always been of the opinion, what makes
a community vibrant and healthy is for the residents to stay informed and take an active role in
community affairs. When a person feels as strongly about community involvement as I do, the only
option is to lead by example. Starting with volunteering for LA County Department of Parks and
Recreation in 1975 and continuing through today, I continue to search out those areas where my skills,
experience and background can help keep Santa Clarita a great place to call home.

• over 40 years of industrial aerospace experience in Department and Project Management.
These activities required the ability to build team consensus and cohesion in order to bring large
projects to successful completion. Experience in the management of projects with challenging
schedule and budgets constraints provided an understanding related to the complexity of
developing and maintaining long term project plans.
• Being a 47 year resident of the Santa Clarita Valley has provided me with "first hand" knowledge
of our areas growth patterns and continuing challenges. Planning for the City's future is greatly
aided by having an understanding of historic development patterns to better comprehend
development concepts that have been successful and how to apply those concepts in our future
endeavors.
• As.a member of the LA County Homeless Shelter Task Force I was fortunate to become aware of,
and help implement, a process enabling Emergency Winter Shelter site locations be determined
in a way that truly established a win-win scenario. When you witness an issue, as contentious as
this one was, be resolved in a way that the entire committee can support, it provides the
realization that any problem can be solved if approached in a thoughtful and non -threatening
way. 2 years later, when the City was asked to implement zoning for permanent Homeless
Shelter locations, the team was called back in session to comment on the staff zone overlay
plan. Comments provided using the identical criteria established by the Task Force allowed a
plan to be implemented and supported without opposition.
• 12 year membership in the Canyon Country Advisory Committee, with the last 10 years as Chair,
has made me privy to numerous local projects. I have been fortunate to experience many
development presentations, listened to community concerns, made recommendations and
witnessed developers become more attentive to the community. Good projects appear to be
those that are planned collaboratively with the surrounding community and therefore gain the
residents trust and support. As a Planning Commissioner it would be my goal to maintain a fair,
open and constructive atmosphere thereby providing Santa Clanta with a bright and productive
future.

I would recommend Alan Ferdman because Alan has proven to be a very thorough representative for
the people of the SCV. Alan always looks out for the best interest of the community. Alan will always
present facts when needing to speak up or asked for more information. Alan is always well informed
and doesn't jump to conclusions when it comes to a topic. Alan also has the ability to speak with all
people and try and find some common ground to find a solution. Alan also has the ability to speak
clearly when representing a topic. I personally like the engineer in Alan Ferdman because it gives him
the aptitude to solve problems and come up with theories that most people would not even consider,
shedding more light on options outside the box. Alan has shown me for years that he is a good listener
and is willing to not just shut someone down because he/she doesn't agree with him; he is more of an
interested party to get to the bottom of why people feel the way they do. I have also watched Alan
Ferdman work with the folks at the city and he can manage to get answers where others are just shut
out of the process; this is a good leadership quality that others could learn from.

I am very proud to call Santa Clarita my home. I am also proud of any small
contribution I may have made to our community over the past 25 years. My
family has grown and prospered in this valley and we have reaped huge benefits
as citizens. Service on the Planning Commission will be an opportunity for me to
give back to the community that has given us so much.
We have watched as our City thrived as a result of local control of planning and
governance. My wife Wendy and I attended many of the early meetings on
Cityhood, and along with the more recent annexation of my neighborhood of
Northpark we are very happy residents.
Moving forward, planning issues facing the City will continue to be more complex
and far reaching. "Regional' matters such as sustainability and housing needs
assessments are ever increasingly a local responsibility and will make local
decisions more complicated.
It is my strong desire to apply my experience of living and working in Santa
Clarita over the past 25 years (and Southern California 30 years) to the important
work of the Planning Commission.

Chuck Heffernan has served as the City of Palmdale's City Engineer since August of 2009. As City
Engineer, Chuck oversees the Engineering Division within the Department of Public Works and also holds
the title of Assistant Director in that Department. His office oversees the public works and
residential/commercial development plan review and public works inspection, the implementation of the
City's drainage master plan and floodplain management ordinance, special district administration,

I believe people have a duty to use their skills to help the community. I have previously served the
City of Burbank on City organizations and non -profits. Since we moved to Santa Clarita I have only
worked with non-profit organizations. I have a background in planning since I sat on such a body.
However I have broad experience across a range of disciplines. I am a great believer in the power
of city planning to allow for quality development as well as protect the individual nature of
neighborhoods.

I bring strong and unique skills to any table. I have served on over 12 civic or non-profit boards and
have been chair of many. I am an attorney and possess licenses to practice engineering and geology.
I have been president of Geotechnologies, Inc. for 17 years which provides geotechnical engineering
services. I was the president of The Canyon Theatre Guild for four years. For three years I was the
chair the Child Care Resource Center, a $150 million child care agency which provides services to
low income children and families in an large area which includes the Santa Clarita Valley. I was the
president of California Geotechnical Engineer's Association(Ca1Geo) in 2003 and 2004 dealing with
statewide issues effecting the engineering profession. I have served on and chaired the Burbank
Planning Board which handles similar issues to those addressed by the Santa Clarita Planning

Santa Clarita Planning Commission. I have the pleasure of knowing Diane both
personally and professionally for over 17 years.
Diane was part of my PTA board at James Foster Elementary School where she
advocated for the needs of the children of our community. She not only served as unit
president but also went on to serve the SCV Council as its legislative chair.
At times even though we have looked at issues from different perspectives, I find Diane
to be very thorough in her research. She has the ability to analyze and assess situations
with much forethought. She has proven that she is committed to the time and energy
necessary to be a responsible commissioner. She is always open to a healthy discussion!

As a 47 year resident of the Santa Clarita Valley, I have always been of the opinion, what makes

These activities required the ability to build team consensus and cohesion in order to bring large
projects to successful completion. Experience in the management of projects with challenging

• 30 years as a Team Manager and Player in the City of Santa Clarita Adult Slo-Pitch Softball
League.
• 13 years as the Chair of the Santa Clarita Adult Sports Committee. This group used a Consensus
Driven decision making process along with Team Surveys, implemented at each league sign up,
to set league playing rules and norms. Santa Clarita Staff members Rick Putnam and Chris Daste

the people of the SCV. Alan always looks out for the best interest of the community. Alan will always
present facts when needing to speak up or asked for more information. Alan is always well informed
and doesn't jump to conclusions when it comes to a topic. Alan also has the ability to speak with all
people and try and find some common ground to find a solution. Alan also has the ability to speak
clearly when representing a topic. 1 personally like the engineer in Alan Ferdman because it gives him
the aptitude to solve problems and come up with theories that most people would not even consider,
shedding more light on options outside the box. Alan has shown me for years that he is a good listener
and is willing to not just shut someone down because he/she doesn't agree with him; he is more of an

I am an avid proponent of a strong network of parks, recreation and community services and the
benefits that they bring to our community. Whether encouraging healthy outdoor activity, promoting
community through town events or contributing to smart development that ensures a rapidly growing
city maintains the space to ensure a healthy balance and hometown atmosphere, I would welcome the
chance to represent and advocate on behalf of our community for the continued evolution and growth
of our parks, recreation and community services.
I've had the good fortune to travel and lived abroad, as well as lived in several small to medium sized
communities recognized as some of the "best places to live" in America (Cary, North Carolina; McKinney,
Texas; Castle Rock, Colorado). My wife and I purposely chose these towns because they demonstrated
progressive thinking and execution as relates to the importance of parks, recreation, community
services and historic preservation in balancing and providing a superior quality of life.
While living in Castle Rock, CO, I served as Vice Chair of the town's Parks & Recreation Commission in
2007 and 2008 (Castle Rock was a 2008 National Recreation and Park Association (NRPA) Gold Medal
Finalist). In this capacity, I advocated for expanding and networking the trails system within town,
promoted P&R-sponsored events, spoke at new park facility launch events and volunteered on P&R-led
soft surface trail construction projects within the town's open space areas.
When we chose to buy a home in the Los Angeles area, we looked at several communities but were
drawn to Santa Clarita in large measure due to the clear priority the town places on its parks and
recreation system. Case in point, the vision and execution of Santa Clarita's paseo network is truly
second to none. This said, I believe the best always is always looking to get better. As with my time in
Castle Rock, I'd welcome the opportunity to join Santa Clarita's Parks, Recreation and Community
Services Commission as a conduit to the community and advocate for the continued growth and
innovation of this vital element of our town.
Qualifications or Experience
Served as Vice Chair of the Parks and Recreation Commission, Castle Rock, CO from 2007-2008. Castle

Mr. Doug Spicher was a valuable member of the Town of Castle Rock's Parks and Recreation
Commission from June 2007 through November 2008. During his tenure, Doug participated it
monthly Commission meetings, Town Council meetings related to Parks and Recreation and
attended numerous grand opening celebrations including Festival Park, Ridgeline Open
Space, Rhyolite Regional Park and Bison Park. He scheduled luncheons for Commission
members to network outside of regularly scheduled Commission meetings. He was always
highly involved and interested in all aspects of the Parks and Recreation Department. He
was very interested in updates on construction projects, volunteer community workdays, public

YOUR REASONS FOR WANTING TO SERVE:
I am passionate about the city that I live in and the impact Art (all forms) can have on our community.
My reasons for wanting to serve on the Santa Clarita Arts Commission are:
First, it is my fundamental belief that Art has the power to make a community better. Art has the power
to create awareness within the City of Santa Clarita, as well as beyond its four borders. It also has the
power to connect the community by presenting ideas that everyone can relate to in a universal way.
Pragmatically, it can be a tool to sell and market the City and help drive economic growth.
Second, I have a personal interest in the success of the Arts community in Santa Clarita
0 1 am a home owner and 18 -year resident of Santa Clarita. I believe a well -marketed Arts
community and events can help spur economic growth for Santa Clarita.
a I am a parent of a 9 year-old boy in the Newhall School district. I have seen firsthand through
my son, the confidence, the self-esteem, and the talent children develop by being involved in
the arts. I want to continue that growth and opportunity for the children in our community.
e 1 am a local business person, owning and operating a boutique business consulting practice
headquartered in Santa Clarita.
0 1 am a respected member of the Santa Clarita Arts Community; I am on the Advisory Board for
the Repertory East Theater, past Advisory Board Member for the Santa Clarita Artist
Association, and former Board President for the Santa Clarita Symphony
0 1 have invested in the arts; I have donated hundreds of volunteer hours and thousands of dollars
of my personal income to help promote the above mentioned organizations.

the Boys & Girls Club and have actively participated in fundraising activities for numerous
other local charities including: Betty Ferguson Foundation, SCV Senior Center, and

America Week, reading storybooks to local elementary school children.
Third, and finally, I have the skills to do the job. I currently serve as an Arts Commissioner.
Professionally, I am skilled in Business Architecture and Process Design, which is to say that I am
experienced at building companies and organizations, often from the ground up. I have strong project
management skills and understand the challenges in needing to balance the demands/requirements of
multiple stakeholders whether it is IT, Product Management, Sales teams and Shareholders, or City

I would like to recommend J. Eric Schmidt to continue as a member of the Santa Clarita Arts Commission.
Eric has been an incredible asset to our church musically as a director, composer and musician with all
the choirs and bands of the congregation. In this capacity he has been the director of both the children
and youth choirs for over ten years. Eric is a vital asset to our congregations music program by bringing
both excellence to the program and inspiring young people of various musical abilities. He has served in
these various capacities for almost twenty years.
I feel Eric would also continue to bring great wisdom and relevance to the Arts Commission as I have
heard the amazing vision he has for arts in the Santa Clarita Valley. Eric is not only an accomplished
artist but one who understands the need to bridge both classic and modern arts. He also is gifted in the
arts beyond music. Last year we were in need of some architectural advice to update our campus and
Eric put together an amazing plan that is now in use. In a time when the arts are being removed from the
schools, we need highly creative and visionary people such as Eric to find ways to guide the SCV on the
Arts Commission.
I have also been to Eric's home on a number of occasions and am always highly impressed by his
personal music and art collections. As I'm sure you are aware he is greatly respected for his musical gifts
at USC and within the SCV has been instrumental in putting together the "Arts Blueprint."
As both a community leader and a Santa Clarita resident, I would highly recommend J. Eric Schmidt to
continue his role as one of the Arts Commissioners. I know that my congregation, family and our
community will benefit from the vision he has for our city. Eric has given back to our congregation for over
30 years through his support, funding (Founding Circle Member of the Santa Clarita Master Chorale) and

Valerie Thomas has expressed to me her desire to apply for the City of Santa Clarita Arts
Commission. 1 think she would be an excellent asset to the Commission, as she minored in Fine
Arts in college. Accordingly, I offer this as a personal letter of recommendation on her behalf.
1 have known Valerie for more than 30 years. We worked closely together at The Newhall Signal
for nine years during the 1980s. She worked in our advertising department, eventually becoming
our Advertising Director during the most important years in our growth. She also served on the
board of the statewide California Newspaper Advertising Executives Association.
From the beginning, Valerie demonstrated that she knew the value of artwork and design — she
helped create our newspaper's first Art Department which integrated artwork and design into out-
advertising,
uradvertising, which gave a whole new look to our newspaper.
After The Signal, Valerie immersed herself into community work. Besides pursuing a career in
local Real Estate, she served on the Newhall County Water Board and represented them on the
state level. She also served on the City's Transportation Advisory Committee from its inception,
and was one of the founding members of the Citizens' Advisory Group on the Whittaker-Bermite
property.
Valerie knows this community like few others. She has constantly worked close to home with
her neighbors, serving on the Placenta Canyon Property Owners Association, campaigning to
preserve the original natural environment of our community.
Valerie Thomas possesses all the tools to serve with distinction on the Arts Commission — she
has incredible institutional knowledge of our valley, she knows the workings of business, the
media, local schools, civic boards, and has worked side-by-side with neighborhoods and long-
established families. She is a tireless worker, a dedicated community supporter, has unlimited
energy, and is never afraid to speak her mind.

Reasons for wanting to serve on the panel
The community entrusted the city with a bond, to meet the goal of providing a greenbelt around our
community and the preservation of open space. If in the future, the city desires to have additional bonds,

to be a very effective tool for enhancing the concept of open government and maintaining community
support. Continuing to staff the FAAP team with conscientious community members, throughout the

When Mr. Farley first applied to serve on this panel I sent in a letter of
recommendation, He is still well qualified to serve so the letter below is the same
as I sent in 2007 with a few revisions.
I am writing in recommendation of Jim Farley for Open Space Preservation
District Financial Acoountability and Audit Panel. I am aware that Mr. Farley, who
opposed the formation of the Open Space Preservation District, is asking to be
considered fora place on the panel. l believe his incJusion on the on the panel
would be a great asset.
By including an individual who was opposed to the district on the panel the
council can meet the goal as stated in a Signal article of having "...Abroad
spectrum of thoughts, ideas and recommendations...". Clearly, Mr. .Farley is a
person who would reflect these standards. Mr. Farley can be trusted when he
says his only goal in serving on this panel is to make..sure the money is properly
spent on property that meets the goals of the district. He will serve well as the
eyes of the property owners paying the tax.

I am writing on behalf of Jim Farley who is seeking a position on the Financial

I have personally known Mr. Farley for over 10 years. We first met when my sons joined
Cub Scouts at Valencia Valley Elementary School. We worked closely together as he
was Assistant Cub Master and Cub Master while I served as a Den Leader. After his
boys bridged to Boy Scouts I eventually became Cub Master and we continued to keep
in close contact.
I have always been impressed by Mr. Farley's quiet but effective leadership style. He
was equally well respected by both the scouts and their parents. He also demonstrated
excellent organizational skills in the behind the scenes management of the Cub Scout
Pack. He set a very high standard for the Pack which I tried to emulate during my tenure.
Mr. Farley is very community minded and concerned about the environment. He has
been an avid backpacker who can appreciate the value of preserving valuable open
spaces. That coupled with his penchant for fiscal responsibility will make him an
outstanding candidate for the Financial Accountability and Audit Panel for the City of
Santa Clarita's Open Space Preservation District.

Farley regarding the Audit Panel position in the Open Space Preservation District

James has worked for me as a Quality Assurance Specialist since March 2007.
In his current role, James performs after the fact audits for customer service field
representatives at the So Cal Gas Co. Many of the responsibilities that James is
accountable for are very much in line with what will make him successful as a
member of your Audit Panel. As a Quality Assurance Specialist, James works
with different departments and a variety of management styles in the So Cal Gas
Co. territory from EI Centro to Paso Robles. The diversity of the work that James
is involved with requires strong analytical skills in assessing others performance
and it requires excellent written and verbal skills.
James has performed above expectations in all aspects of his current job
responsibilities. Given his ability to prepare accurate and fair assessments of
employees in his current assignment, his prior involvement in the Santa Clarita
Open Space Preservation issue and the fact that James is a man of strong
character, I would highly recommend him for the position on the Audit Panel.
In all honesty, I really can't think of anything of consequence on the negative side

Reasons for Wanting, to Serve:
My reasons for wanting to serve are numerous. As a resident of Santa Clarita since
March, 1975 1 desire to continue to be a member of the Open Space Preservation District
Financial Accountability and Audit Panel (FAAP). As a member, i have, and will
continue to be an integral part of a dedicated and progressive team. A team of people
W110 continue to use a common sense approach to performing the tasks of, reviewing and
approving an annual work program. The team will be ensuring land acquisition priorities
are adhered to, reviewing the accounting of funds generated by the Preservation District,
working in conjunction with the City of Santa Clarita's independent auditor to ensure that
the Preservation District funds were spent properly and that good fiscal management of
the fiend is occurring. Additionally the FAAP will continue to make determinations as to
whether the proposed expenditures are consistent with the criteria and the requirements
established in the Engineer's Report and to assist in preparation of an annual written
report for the public.
I am also desirous of ensuring that "Open Space" is perpetuated and sustained for years
to come so that the citizens of Santa Clarita, including my grand children, are guaranteed
there is a "Vision for the Future" that they and future generations may enjoy and
experience the benefits of open space.
Filially in endeavoring to enhance the quality of life for the residents of the City Santa
Clarita, while serving on the FAAP, my ultimate loyalty would always be to those same
residents and citizens.
