RECOMMENDED ACTION
City Council make appointments to the Parks, Recreation and Community Services Commission
and Arts Commission.
BACKGROUND
At the regular meeting of May 8, 2012, the City Council declared vacancies for positions on the
Planning, Parks, Recreation and Community Services, and Arts Commissions, as well as the
Open Space Preservation District (OSPD) Financial Accountability and Audit Panel. The
deadline for receipt of applications was June 15, 2012, at which time the City Clerk submitted
copies of the applications received to the City Council. At that time a total of 20 applications
were received for nine vacancies. Seven appointments were made at the regular meeting of
July 10, 2012.
Mayor Pro Tem Kellar's nominations were ratified as follows:
Charles Heffernan - Planning Commission
Duane Harte - Parks, Recreation and Community Services Commission
John Dow - Arts Commission
Spencer Leafdale - OSPD Financial Accountability and Audit Panel
Councilmember Boydston's nominations were ratified as follows:
Diane Trautman - Planning Commission
James Farley - OSPD Financial Accountability and Audit Panel

At this time it is appropriate for nominations for two remaining vacancies as follows:
One regular term on the Parks, Recreation and Community Services Commission (four-year
term — currently held by Matt Halliday)
One regular term on the Arts Commission (four-year term — currently held by Eric Schmidt)
After appointment to said bodies, regular terms for the Parks, Recreation and Community
Services Commission and Arts Commission will expire July 31, 2016. It is anticipated each
newly appointed member will be seated at the next meeting of their respective body following
ratification of the City Council.

NOTICE OF VACANCY
NOTICE IS HEREBY GIVEN that the City of Santa Clarita encourages residents to apply for a
position to participate in local government as a result of various upcoming vacancies and one
unscheduled vacancy.
Positions are available on the Planning Commission, Parks, Recreation and Community Services
Commission, Arts Commission, and the Open Space Preservation District Financial Accountability
and Audit Panel (FAAP). Two terms of office on each Commission/Panel expire on July 31, 2012;
the new terms will expire on July 31, 2016. One term of office for the FAAP is currently open due to
an unscheduled vacancy; the appointment to this office expires, July 31, 2014.
Applicants must be 18 years or older and must maintain their principal residence in the City of Santa
Clarita during their term of office. Residents may obtain applications or further information from the
City Clerk's Office or by calling 661-255-4391. Applications are also available on the City's website
at www. Santa-clarita.com. All applicants must also submit three letters of recommendation with their
application. The deadline for submitting an application and letters to the City Clerk's Office is
5 p.m., Friday, June 15, 2012.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA
PRESCRIBING THE PROCEDURE FOR
APPLICATION, NOMINATION AND APPOINTMENT
TO CITY COMMISSIONS
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Council does hereby prescribe the following procedure
for the application, nomination and appointment process to City Commissions:
Within twenty (20) days of the creation of a vacancy on a
Commission, the City Clerk shall cause to be advertised a
notice of the vacancy and solicitation of applications.
The application period shall not be less than fourteen (14)
calendar days.
Completed applications shall be submitted to the City
Clerk. Applications shall require not less than three
references.
The City Clerk shall submit copies of the applications to
the nominating authority on the City Council and the other
members of the City Council.
The nominating authority shall submit a nomination for
ratification by the City Council. Ratification shall
consist of not less than three affirmative votes for the
nominee.
Failure of a nominee to receive ratification by the full
City Council shall cause the nominating authority to submit
a new nominee to the City Council for ratification at the
next regular meeting of the City Council.
Failure of a nominating authority to receive ratification
on three nominees, shall cause a nomination for the
appointment to be made by any member of the City Council
from the list of applicants for that position.
Ratification votes shall be taken until such time as a
nominee is approved.
The final appointment shall not be made less than ten (10)
days after publication of the notice in conformance with
Government Code 54974.
The appointee of the City Council shall be seated on the
Commission at the nest regular meeting of the Commission.
Reappointments to Commissions are not automatic.
Commissioners desiring reappointment for another term of
office shall be required to follow the full Commission
appointment procedure as outlined.

Reasons for wanting to serve on the commission:
As a father of two school -aged children, I treasure the parks of Santa Clarita and the recreation
opportunities available to our family. I want to make sure that the future development of our parks and
recreation programs meet the needs and interests of the community in a way that is engaging, productive
and fun.
Qualifications or Experience
I have previously served on several non-profit boards and my Homeowner's Association Board. I'm
current a member of the Canyon Country Advisory Committee, so I have a strong sense of the wants and
needs of residents on the east side of the valley. Through my legal training and background, as well as
my experience in city government, I would be a very good fit on a well-rounded commission.

through to ensure that the job gets done. His background with the City of Los Angeles
Legal Department provides him with a platform to make informed decisions on the

Michael Cruz for a connnission position with the City of Santa Clarita.
I came to know Mr. Ci rz over the years as an intensely involved citizen who strives to
make a positive impact on his community. This is evidenced by his runs for Santa Clarita
City Council in 2006 and Newhall County Water District Board of Directors in 2009. As
a married man for 17 years with two children entering their teenage years, his devotion to
community stems from his devotion to family. Just like you, Michael wants to maintain
Santa Clarita's safe and healthy family environment.
Having been raised in Santa Clarita myself and now pursuing a Juris Doctorate, I know
what that type of environment entails: a commitment to abating gang activity, providing
safe activities for youths, and guiding Santa Clarita's growth in a way that reduces
harmful air quality and long commute times, which keep parents separated from their
children.
Michael's public and private career further these worthy goals. As a legal professional
with the Los Angeles City Attorney Office's Safe Neighborhoods and Gang Division for
more than 10 years, he executes the process of ridding gang members and narcotics users
of safehouses.
His current and previous service on the Siemia Ridge Homeowner's Association, SCV
Jaycees board, Community Hiking Club board, and Canyon Country Advisory
Cormnittee gives him the required foresight and creativity to help plan for a safe and
healthy enviromnent for local children.
He has also been a longtime advocate of public transportation and irmovative urban
plarming strategies that promote safer air quality levels and counter traffic congestion.
Given these qualities, Michael Cruz would be a valuable asset to the citizens of Santa

I have known and worked very closely with John for the past four years. He is currently Senior Vice
President of Corporate Benefit Marketing, Inc. in Valencia, Chairman of the YMCA Golf Committee, and
former chair of the Santa Clarita YMCA Board of Managers.
John was one of the major proponents of a local re -branding of the YMCA and has worked tirelessly to

Your Reasons For Wanting to Serve
I am an avid proponent of a strong network of parks, recreation and community services and the
benefits that they bring to our community. Whether encouraging healthy outdoor activity, promoting
community through town events or contributing to smart development that ensures a rapidly growing
city maintains the space to ensure a healthy balance and hometown atmosphere, I would welcome the
chance to represent and advocate on behalf of our community for the continued evolution and growth
of our parks, recreation and community services.
I've had the good fortune to travel and lived abroad, as well as lived in several small to medium sized
communities recognized as some of the "best places to live" in America (Cary, North Carolina; McKinney,
Texas; Castle Rock, Colorado). My wife and I purposely chose these towns because they demonstrated
progressive thinking and execution as relates to the importance of parks, recreation, community
services and historic preservation in balancing and providing a superior quality of life.
While living in Castle Rock, CO, I served as Vice Chair of the town's Parks & Recreation Commission in
2007 and 2008 (Castle Rock was a 2008 National Recreation and Park Association (NRPA) Gold Medal
Finalist). In this capacity, I advocated for expanding and networking the trails system within town,
promoted P&R-sponsored events, spoke at new park facility launch events and volunteered on P&R-led
soft surface trail construction projects within the town's open space areas.
When we chose to buy a home in the Los Angeles area, we looked at several communities but were
drawn to Santa Clarita in large measure due to the clear priority the town places on its parks and
recreation system. Case in point, the vision and execution of Santa Clarita's paseo network is truly
second to none. This said, I believe the best always is always looking to get better. As with my time in
Castle Rock, I'd welcome the opportunity to join Santa Clarita's Parks, Recreation and Community
Services Commission as a conduit to the community and advocate for the continued growth and
innovation of this vital element of our town.
Qualifications or Experience
Served as Vice Chair of the Parks and Recreation Commission, Castle Rock, CO from 2007-2008. Castle
Rock, CO was a 2008 National Recreation and Park Association (NRPA) Gold Medal Finalist. Please see

Personally, my wife and I believe in the benefits of having a strong network of parks, recreation and
community services and the value they bring to our family and community. As parents we have actively
limited our children's "screen time" and encouraged outdoor activity. More often than not, our family
leisure time revolves around discovering new outdoor places through hiking, biking or geocaching.
Professionally, throughout my career I have served successfully in central roles in start-ups or in new
ventures within mature companies, demonstrating the ability to envision new products and services,
advocate for them across all levels of management and see them through to successful launch. This
includes serving as a founding team member of Travelocity, building and growing it into one of the

Re: Letter of recommendation for Doug Spicher
To Whom It May Concern:
Mr. Doug Spicher was a valuable member of the Town of Castle Rock's Parks and Recreation
Commission from June 2007 through November 2008. During his tenure, Doug participated in
monthly Commission meetings, Town Council meetings related to Parks and Recreation and
attended numerous grand opening celebrations including Festival Park, Ridgeline Open
Space, Rhyolite Regional Park and Bison Park. He scheduled luncheons for Commission
members to network outside of regularly scheduled Commission meetings. He was always
highly involved and interested in all aspects of the Parks and Recreation Department. He
was very interested in updates on construction projects, volunteer community workdays, public
open houses and suggested wireless Internet at our park locations and benches to be placed
on our open spaces and trails. Several benches have since been built as Eagle Scout
Projects and placed on multiple properties throughout Town. While on the Commission, he
also heard updates and presentations and voted for items such as endorsing the Parks and
Recreation Master Plan Update in 2007, grant applications and naming nominations for parks,
open space and trails, Recreation Center scholarship recommendations, proposed fees for
recreation and golf, deed of conservation easements, outside lighting for a regional park,

Eric has been an incredible asset to our church musically as a director, composer and musician with all
the choirs and bands of the congregation. In this capacity he has been the director of both the children
and youth choirs for over ten years. Eric is a vital asset to our congregations music program by bringing
both excellence to the program and inspiring young people of various musical abilities. He has served in
these various capacities for almost twenty years.
I feel Eric would also continue to bring great wisdom and relevance to the Arts Commission as I have
heard the amazing vision he has for arts in the Santa Clarita Valley. Eric is not only an accomplished
artist but one who understands the need to bridge both classic and modern arts. He also is gifted in the
arts beyond music. Last year we were in need of some architectural advice to update our campus and
Eric put together an amazing plan that is now in use. In a time when the arts are being removed from the
schools, we need highly creative and visionary people such as Eric to find ways to guide the SCV on the

I have also been to Eric's home on a number of occasions and am always highly impressed by his
personal music and art collections. As I'm sure you are aware he is greatly respected for his musical gifts
at USC and within the SCV has been instrumental in putting together the "Arts Blueprint."
