SUBJECT: COMMISSION/PANEL VACANCIES
DEPARTMENT: City Manager's Office
RECOMMENDED ACTION
City Council declare vacancies on the Planning Commission, Parks, Recreation and Community
Services Commission, Arts Commission, and Open Space Preservation District Financial
Accountability and Audit Panel (FAAP), and approve the recruitment process.
BACKGROUND
Pursuant to applicable resolutions and/or ordinances, members of the Planning Commission,
Parks, Recreation and Community Services Commission, Arts Commission, and Open Space
Preservation District Financial Accountability and Audit Panel (FAAP) serve at the will of the
Council for appointed terms of four years, unless a term is being filled due to an unscheduled
vacancy.
Terms of various Planning Commissioners, Parks, Recreation and Community Services
Commissioners, Arts Commission, and Open Space Preservation District Financial
Accountability and Audit Panelmembers (FAAP) will expire on July 31, 2012. Due to the
resignation of John Dortch from the FAAP, an additional unscheduled vacancy exists for one
term of office expiring July 31, 2014.
The various appointees, their appointment dates, the dates those appointments expire, and names
of the Councilmembers who made the appointments are provided in the attached list. For
reference, those appointments that are vacant or expire in July 2012 are italicized.
Pursuant to procedures adopted by the City Council, below is a recommended schedule to
complete the appointment process:
May 8 Council declares vacancies (regular meeting).
May 11 City Clerk publishes and posts Notice of Vacancies per Government
Code Section 54974. Prospective candidates may obtain an
application from the City Clerk's Office or from the City's website.
(Publish twice and post in Clerk's Office and Santa Clarita Library.)
May 11 - June 15 City Clerk receives applications.
June 15 - July 10 Council reviews applications.
July 10 Council submits nominations for ratification by the City Council and
make appointments (regular meeting).
It is anticipated the City Clerk will administer the oath of office to the newly appointed members
at their next regularly scheduled meeting after July 31, 2012, respectively.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
Costs of publishing the Notice of Vacancies have been budgeted in FY 2011-12.

Duties: The Planning Commission shall have the power and duty, except as otherwise provide by law, to: investigate
and make recommendations to the City Council regarding review of proposals for major public works projects; review
proposals for acquisition of property for street, park or other public purposes; make recommendations to the City
Council with respect to a specific plan or regulation or amendment; hold public hearings on proposed zoning; hear and
decide applications for conditional uses or other permits; hear and decide applications for exceptions or variances;
consider tentative maps of proposed subdivisions; have and exercise all of the powers, duties, rights, privileges and
authorities of a City Planning Commission, as provided for by the State of California.

the State of California.

Duties: The Financial Accountability and Audit Panel reviews and recommends approval of the annual work program
to City Council to ensure land acquisition priorities are adhered to; reviews the accounting of the funds generated by
the Open Space Preservation District; works in conjunction with the City's independent auditor to ensure the
Preservation District funds were spent properly and good fiscal management of the funds is occurring; makes
determinations as to whether the expenditures are consistent with the criteria and the requirements established in the
Engineer's Report; and approves an annual written report for the public, summarizing these actions.
Qualifications: Each of the five (5) Panel Members shall be a resident of the City and shall be appointed by and serve at
the pleasure of the City Council.
